1. PURPOSE

This method statement will serve as a minimum guidelines to carry out the Local
Instrument installation for Hawiyah Unayzah Gas Reservoir Storage Project to
ensure that the work is carried out in accordance with Project Drawings and
Specifications.

2. TERMS AND DEFINITIONS


The following constitutes a list of terms, which have been used in this plan:

3. SCOPE

This Method Statement is applicable to all Local Instrument Installation activities in


Process Areas and other areas, which are to be installed in the Hawiya Unayzah
Gas Reservoir project

5. RESPONSIBILITIES

5.1 Site Manager:

Site Manager is responsible for supporting and encouraging the related staffs
and workers, so as for them to participate actively as worksite. Site Manager is
responsible for implementation of HSE requirements.

5.2 Construction Manager:


Construction Manager is responsible for compliance with this Method Statement
and shall ensure to review contract documents and provide all resources
necessary to effectively implement throughout the construction period.
Construction Manager shall monitor the quality and progress of the work and
ensure that job target is achieved. Construction Manager is responsible for
complying with HSE requirements.

5.3 QA/QC Manager:


Responsible for the overall discipline of QA/QC Inspection, verification of the
project specification, documentation and QC records for final acceptance. Prepare
and submit procedure for SECL and Saudi Aramco review and approval. Provide
technical support to site operation group. Provide latest revision of IFC drawings,
procedures, material specifications, standards and technical specifications.

5.4 HSE Manager:


HSE Manager shall monitor related works under carrying out, and advise
supervisors for corrective measures, if required. He shall ensure holding of pre
task HSE meeting / daily tool box talks covering details of specific tasks and
specific job risks involved to the work force involved. He shall also ensure
appropriate mode of communication in case of emergency

5.5 Instrument Supervisor:


Ensure relevant permits are raised and received prior to commencement of work,
with full compliance by associated Foreman and Instrument calibrator to the
requirements of this method statement, Quality Control Procedures, reference
drawings, and Customer’s Specifications.

5.7 Quality Control Supervisor:


Monitor daily, instrument activities and verify compliance to Customer’s
Specifications. Perform activities in accordance with the Project QA Manual and
Quality Control Inspection Plan. Prepare daily QC records and final acceptance
documentation. Maintain a close working relationship with the Company’s
Representative.

5.8 Quality Control Inspector:
Monitor daily, electrical activities and verify compliance to Customer’s
Specifications. Perform activities in accordance with the Saudi Aramco
Engineering Standard and Quality Control Inspection & Test Plan. Prepare daily
QC records and final acceptance documentation. Maintain a close working
relationship with the Contractor/ Company’s Representative.

5.9 Safety Supervisor:


Check the work areas for any unsafe conditions. Ensure that all safety
requirements have been adequately addressed and the work is carried out in
accordance with Saudi Aramco Project safety procedures.

5.10 Instrument Foreman/Crew:


Ensure relevant permits are raised and received prior to commencement of work,
with full compliance by all associated technician to the requirements of this
method statement. Responsible for the execution of the work, manpower
assignments and hourly monitor the work done and preparing the work activities
for the technician.

6. TOOLS AND EQUIPMENT

Tools and equipment needed should be in good condition and must be checked by
Instrument Supervisor prior to use. These includes but not limited to.

7.0 METHODS / PROCEDURES

7.1.1 All permanent materials, consumables, local instruments for installation shall be
prepared and checked prior to installation. Certificates shall always be verified and
counterchecked as per SECL and Saudi Aramco Standard.

7.1.2 All instruments should be completed materials inspection period to installation.


Installation inspection(RFI) Document should be include with material inspection
clearance

7.1.3 Ensure that working areas are ready for installation to include availability of
scaffolding (if needed), supports and access to avoid delays of the activities.

7.1.4 Inspection for instrument support should be completed before Instrument


Installation.

7.1.5 Ensure that the instrument is calibrated as per requirement of SECL/SY Technical
Scope of Work as well as to the latest issued Approved for Construction Drawings
and SATIP. Instruments shall be properly calibrated as per approved Method
Statement of Instrument Calibration accordingly.

7.1.6 Study and prepare all installation requirements and related references such as
approved for construction drawings, layout and Technical Scope of Work, work
permit requirements, and work procedures.

7.1.7 Instrument from calibration shop shall be doubled checked together with the
calibration documents duly signed by SY QC Inspector, SECL Representative and
Owner Representative prior to installation. Where physical damage or
noncompliance with the specification has been found, it shall be recorded using Non
Conformance Report and reported immediately to SECL for disposition.

7.1.8 Erection procedure for the specific sensitive equipment prior to installation shall be
thoroughly studied to avoid physical damages and possible malfunctions to the
system and approved by SECL.

7.1.9 Equipment that has been shipped in sections and /or has loose components shall
be identified and checked with corresponding equipment package lists.

7.1.10 Check instrument locations and provide markings to which elevations, mounting
height and orientations should conform in the latest issued Approved for
Construction drawings.

7.2 WORK EXECUTION PROCEDURES

7.2.2 Survey and study the designed location of local instruments to be installed
comparing the installation details and layout. Should there be discrepancies or
obstructions be found in the construction drawings, site queries should be raised to
SECL for further site instructions

7.2.3 Verify the support against instrument to be installed if suited as per requirements of
SECL technical scope of works and latest issued Approved for Construction
Drawing.

7.2.4 Install necessary fabricated supports, brackets and pipe stanchions for local
instruments, switches, local controllers, indicators and other miscellaneous
instruments. Ensure that the orientation shall comply with the drawing layout
considering access point, service and tubing route.

7.2.5 Period to Installation, all support coating should be complied with project area
classification.

7.2.6 Install the local instruments considering its visibility and the possible location of
nameplate. Install identification tags to be attached to the case or mounted directly
on an external surface as needed required for Instrumentation System.

7.2.7 Install instrument in a safe manner that they are not subject to shock, excessive
vibration or temperature extremes. All instrument and connecting lines shall have
allowance for movement of equipment cause by seismic loading, vibration, or
expansion and contraction cause by temperature change.

7.2.8 Installed instruments shall be confirmed the instrument type, instrument tag,
correctly mounted, levelled, and aligned before fastening to the support in
accordance with hook-up drawing and SECL specification.

7.2.9 All instruments shall be mounted as close to the process connection as possible.
Impulse lines shall be as short as possible. The location of instruments shall be
visible so that direct drainage of condensate, water or process fluids from adjacent
equipment has no adverse effect. Instruments shall be mounted in location where
vibration is negligible.

7.2.10 All local instruments and associated control equipment shall be readily accessible
from grade, platform, fixed walkway, or fixed ladder. Local indicating instruments
shall be visible from where related equipment is operated or local instruments are
tested or calibrated.
7.2.10.1 All locally mounted off-line field mounted instrument shall be installed at
1.4 M above. However actual location shall be decided depend on site
condition. Instruments requiring limited access, such as temperature
transmitters, shall be no more than three (3) meters above grade or

permanent platform. And be accessible by ladder or mobile platform.
Refer to SAES-J-400 para. 4.3.2
7.2.10.2 Location of field instrument shall be determined depend on tapping
location and site condition.
7.2.10.3 Impulse tube tapping point should be conform to hook-up drawing and
comply with installation check list SAIC-J-6019
7.2.10.4 Local hand switches, terminal box, local panel for on/off valve, local panel
for MOV, air volume tank shall be installed as per drawing. Also,
accessibility and clearance shall be considered in its exact location.
7.2.10.5 Flow meter in liquid service shall be installed so that meters are always
full liquid and shall be installed to avoid trapping gasses. In gas service,
liquid trapping shall be avoided. Ref. to PIP PCCFL001 sec. 3.1.3.
7.2.10.6 Level transmitter shall be mounted at or below the center line of the high

thermowell assembly.
7.2.10.8 Put temporary identification tags for the instrument not completely
installed and provide warning sign to remind nearby construction for the
protection of instrument. Also, protection cover shall be provided against
damage during construction stage.
7.2.10.9 If permanent cable gland is not installed with the cable, then the cable
entry of instruments should be protected with SS 316 plug or temporary
plug from vendor.
7.2.10.10 Proper care shall be observed when removing and re-installing local
instruments when replacement or repair shall be done. Ensure that the
flow direction after reinstallation has been followed.
7.2.10.11 This activity shall be recorded or highlighted and documentation will be
monitory.
7.2.10.12 After final installation, install sunshade to all field instruments as
required to its detail drawings.
7.2.10.13 No welding works shall be done to any process equipment and structures.
If damage or cut of galvanized surfaces of the support will occur, repair
shall be done using approved galvanizing materials.
7.2.10.14 When local instrument will be installed on platform, kick plate should be
installed as per standard.
7.2.10.15 When hole is necessary to penetrate the platform due to tray or tubing,
kick plate should be installed as per standard.
7.2.10.16 Any modification or cutting on site structural or platform should be
approval form the consign department.
7.2.10.17 When miscellaneous foundation is required for local instrument, finishing
mortar for concrete foundation with sunlight resistant coating shall be
provided as per project specification.
7.2.10.18 For identification and tagging (ESD and Non-ESD) as per SAES-J-003
Sec. 10.4, SAES-J-601 Sec. 6.1.15 and DD-950025.

7.2.10.20 Fire Alarm system devices installation as per SAES-B-014 and NFPA’s
references.
7.2.10.21 Field instruments (transmitters, indicators, I/Ps, etc.) shall be installed in
an accessible location with centerline 1.4 m (nominal) above grade or
platform and as close as possible to the tapping point.
7.2.10.22 Instrument Stand / Supports- deburred, primed and painted. Instrument
location as per IFC Drawing. Access is unobstructed and clear for
maintenance. Stand and support secure and grounded.
7.2.10.23 Instrument Calibrated prior to installation and documentation checked.
Instrument mounted in accordance with hook up drawing. Check
instrument is correct in accordance with ISS / P & ID. Instrument securely
installed on stand. Elevation correct relative to process tapping. Sunshade
should be installed.

7.3 INSTRUMENT PRESERVATION


7.3.1 Put temporary identification tags for the instruments.
7.3.2 Provide warning signs to remind nearby construction for the protection of
instrument.
7.3.3 Provide temporary plug on open cable entry.
7.3.4 Install sunshade to protect against sunlight.
7.3.5 Protection cover shall be provided against damage during construction stage.

8.0 INSPECTION AND QUALITY RECORDS

8.1 All Testing and Inspection shall be coordinated with SECL by SY


Inspector.

8.2 SY QC Inspector shall be assigned to ensure the quality control and assurance
requirement of the project.

8.3 SY QC Inspector shall be responsible to conduct all required inspection /
documentation and to ensure that all applicable requirements, codes, and standards are
complied with.

8.4 Contractor has to utilize the applicable inspection and test form reflected on approved
SATIP.

8.5 SY QC Inspector, who conducts surveillance and inspection, shall coordinate to SECL and
Saudi Aramco Representative.

8.6 General Field instrument installation inspection record to be completed.

8.7 General Field instrument installation inspection record to be completed.

8.8 Conform to the cable gland material inspection period to glanding in the instruments.
Cable termination box and tubing fittings shall be carefully open/ close for the thread
damage.

10.1 Obtain necessary work permits from the concerned SECL Representative intended for the
job before starting any work.

10.2 Conduct proper preparation to include required safety equipment and tools for the
commencement of the work.

10.3 Activities shall be executed in accordance with this procedure and related standards and
specifications.

10.4 Provide warning sign and sufficient barricade on working area. Only assigned personnel
will be allowed in the area to maintain a safe work environment.

10.5 Conduct safety briefing to all working crew to remind them of all the basic safety
requirements on the job to ensure safe work flow.

10.6 All necessary personal protective equipment (PPE) shall be provided and to be worn at all

10.7 Safety harness with double lanyards shall be used all the time when working at elevated
temporary platforms 1.8 meters high and above.

10.8 Continuous monitoring and inspection shall be implemented by the site


supervisor/foreman together with the assigned safety supervisor in the area. Any unsafe
practices while performing the work activities shall be corrected immediately to avoid
stoppage of the work.

10.9 Good housekeeping shall be maintained throughout the work activity. The work site shall
be kept clean and safe.

10.10 Safety Supervisor shall monitor the work activities to help and protect all assigned workers
against exposure to safety hazards. He shall ensure that Personal Protective Equipment’s
(PPE’s) are supplied and worn at all times.

10.11 Proper tools to be used for the activities should have been checked by safety officer,
conformed to the designated electrical maintenance and tagged with monthly color code
tape.
