1. PURPOSE

The purpose of this procedure is to provide guidelines in performing inspection of works related with the

installation of cable tray, Junction Box, Pull Box, Terminal Box (JB, PB, & TB) and material handling,

receiving including preservation of Electrical and Instrumentation at MARJAN INCREMENT

PROGRAMME PKG-10 by Sinopec Engineering Group Saudi Co. Ltd.

2. SCOPE

This procedure shall be applied to all construction locations of the project where the above-mentioned

activities are involved. In case of any conflicts between this procedure and other applicable ARAMCO

Standards, the ARAMCO Standard shall prevail.

or by implication under the PURCHASE ORDER.

ITP : Inspection and Test Plan

RFI : Request for Inspection

Supplier : Any person, firm, partnership, company, corporation or combination

thereof with which the BUYER has sent to QUOTATION REQUEST or

placed the PURCHASE ORDER.

5. RESPONSIBILITIES:

5.1 The Construction Manager shall be responsible for the Quality Procedure implementation to

ensure that construction work is carried out as per Project Specifications.

5.2 QA/QC Managers shall manage the QC organization ensuring all quality control systems are

properly implemented in accordance with project requirements. Ensuring that all other discipline

activity that must be inspected related to Electrical and Instrument cable tray, junction box

installation and electrical TB & PB installation scheduled are carried cleared and documented in

timely manner as per project standard, specifications, SATIP and QCP’S.

5.3 QC Supervisor shall arrange and supervises all QC activities ensuring that all inspections

performed timely and documented. Ensuring that all inspections and testing activities are carried

out timely manner and documented in accordance with SAES, SATIP and QCP’S. Coordinating

with other QC discipline as necessary. Review all documentation and test reports clear out non-

conformances and prepare handing over dossiers. SEGS QC supervisor shall confirm the item is

ready for inspection before issuing inspection notification to Contractor.

5.4 Project Engineer/ Site Engineer shall check that work is ready for inspection and prepare Internal

Inspection Request. The Site Engineer shall inform all parties concerned for any kind of inspection

and the time schedule.

5.5 The Quality Control Electrical Inspector shall be responsible for conducting surveillance and

inspection duties for work and ensuring efficient recording and reporting of results as required.

Electrical Inspector shall review all relevant documents, material certificate and non-conformance

reports and shall receive all internal request for inspection from various sections of implementing

work and prepare request for inspection as per schedule work priorities and proceed with the

Quality Inspection as required.

6. MATERIALS

6.1 Material Receiving

6.1.1 Material Documents Review

 Review the documents for all received material

 Purchase order and Data Sheet criteria shall be confirmed and compared with electrical material

documentation and checked for damage.

 Electrical materials shall be in accordance with the ARAMCO approved project specific Design

drawings, diagrams and associated documents.

 Electrical materials shall conform to all applicable requirements, standards and specification prior

to release to be used as part of the work.

 Accessories shall be marked with manufacturer’s name, trade name or both or any other

acceptable marking whereby the organization responsible for the product can be readily identified.

6.1.2 General Requirements

 Electrical materials shall be new and unused.

 Electrical materials shall be in accordance with the Saudi Aramco-approved project- specific

design drawings, diagrams, schedules, lists, databases, and associated documents.

 Electrical materials shall be free of damage.

 Electrical materials shall conform to all applicable requirements, standards, and specifications

prior to release to be used as part of the work.

 Electrical materials shall be identified by using tags, stamps, color coding, stencils or labels. The

location and method of identification shall not affect the function or quality of the materials.

 Electrical materials shall be traceable from the manufacturer and supplier through delivery,

storage, fabrication, erection, installation, repair, modification and use.

6.1.3 Specific Requirements for Cable Tray

6.1.3.1 Refer to Saudi Aramco SAP system for approved cable tray manufacturers

6.1.3.2 Cable tray material shall be:

a) Copper-free aluminium (aluminium with a maximum of 0.4% copper)


b) Ladder type (two side-rails)

6.1.3.3 Aluminum cable tray shall:

a) Be designed, manufactured, rated, and tested in accordance with NEMA VE-1


b) Tested to method A (Loading to Destruction) for determining the rated load Capacity
c) Have minimum individual rung load capacity of 90 kg
d) Have manufacturer test report at cable tray material receiving area
e) Have flanged covers of minimum thickness of 1 mm

6.1.3.4 The manufacturer shall provide with each shipment of cable tray, product Information that

shall include the following:

a) Table or chart clearly indicating the maximum rated simple beam loading in
kilograms/linear meter and / or pounds / linear foot, and the maximum recommended
distance in meters and / or feet between supports for each loading;
b) Information on the alloys of aluminium or stainless steel (NEC 110.3, NEMA VE-1

Cable tray shall conform to the following standard dimensions:

1. Lengths of Straight Sections


a) 3m +/- 5mm
b) 3.66m +/- 5mm
c) 6m +/- 9mm
d) 7.32m +/- 9mm
2. Widths -150, 225, 300, 450, 600, 750 and 900mm +/- 6mm.
Overall widths shall not exceed inside widths by more than 100mm
3. Inside depths - 75, 100, 125 and 150mm +/- 10mm
4. Rung Spacing on Straight Sections -150, 225 and 300mm on centers
5. Fitting Radii - 300, 600 and 900mm
6. Degrees of arc for elbow - 30, 45, 60 and 90 degrees (NEC 110.3,

6.1.3.7 Dimensions and measurements marked on the product shall include SI units.

Each straight section of cable tray and each fitting shall be marked in a permanent and

readily visible manner with the following:

a) The manufacturer's name, trademark, or other recognized symbol of identification


b) The word "Ventilated" or "Non ventilated," as applicable
c) The rated load/span as tested in accordance with Clause 5.2.

d) Type of material, such as stainless steel (including the type) or aluminum; as
applicable
e) Cable tray sections and fittings shall be marked to show the minimum cross- sectional
area in accordance with the NEC
f) Warning label that reads, “WARNING! DO NOT USE AS A WALKWAY, LADDER, OR
SUPPORT FOR PERSONNEL. (NEC 110.3, NEMA VE-1 Sec.6.1)

6.1.3.8 Cable tray systems shall not be subjected to physical damage. Cable tray shall be free from

burrs or other sharp projections that could cause damage to the cable jacket during

installation. [NEC 392.4, 392.5 (B)]

6.1.3.9 Fasteners used for connection and assembly of a cable tray system shall be supplied

according to the manufacturer's instructions. Carbon steel fasteners shall be protected

against corrosion by zinc electroplating in accordance with ASTM B 633. (NEC 110.3, NEMA

VE-1 Sec.4.2.3 & 4.6)

6.1.3.10 Cable tray system shall be supplied with manufacturer’s standard fittings, clamps, hangers,

brackets, splice plates, reducer plates, blind ends, connectors, and grounding straps.

6.1.3.11 All fasteners (i.e., nuts, bolts, washers, etc.) used to connect and assemble the cable tray

system shall be 304 SS. In severe corrosive environments, 316 SS fasteners shall be used.

6.1.3.12 Subcontractor Material Controller shall be responsible for all the material issued to

subcontractor and Preparing material receiving inspection report for all kinds of materials.

6.1.3.13 After unloading the material at shop/site, joint inspection shall be done by

subcontractor/contractor for all materials. Acceptance shall be confirmed by signing the

material receiving & inspection report by sub-contractor / contractor QC.

6.1.3.14 The responsibility of QC Inspector is to check and verify the identification tags on the

materials. If the materials are rejected during the inspection by the QC Inspector, the

materials shall be segregated and tagged with "Rejected" mark.

6.1.3.15 Rejected materials shall be stored designated a separate quarantine area at materials

receiving yard as per Schedule Q sect: 7.5.2.

6.1.3.16 It will be reported in the prescribed format (Discrepancy Report) to the Material Controller

who shall notify Contractor Material Controller for corrective action or replacement.

6.2 Material Shipment and Unloading:

6.2.1 Cable Trays:


 Cable tray is generally bundled and shipped via motor freight, except for export shipment

that could be crated or loaded in containers. Accessories and small components are boxed

and often skidded.

 Cable tray can be shipped via enclosed van, trailer or Flatbed trailer. Van trailer normally

used for less than truckload shipments.

 Flatbed trailers are often used for full truck load shipments and when customer Want side

forklift unloading or sling unloading by crane.

 Small to medium size orders less than 600m are generally shipped via common Carrier-LTL

in enclosed vans.

 If hand unloaded, workers should wear gloves.

 To prevent damage to cable tray never pull cable tray from truck trailer by chaining to bottom

rung and dragging out of trailer.

6.2.2 Electrical/Instrumentation Enclosures:


 Material shall be new and unused. Material shall be free of damage.

 Each enclosure shall be marked with manufacturer's name and trade mark or other

descriptive marking by which the organization responsible for the product may be identified.

 Metallic boxes and covers shall be listed or labeled as meeting the requirements of UL514A.

 Enclosures and Junction Boxes having internal volume exceeding 2000cm3 shall be

provided with Type300 series stainless steel breather and drain fittings.

 Enclosures in outdoor plant area, within the perimeter of process units, shall be IEC 60529.

 Enclosures edge shall not be sufficiently sharp to constitute a risk of injury in normal

maintenance or use.

6.3 Material Handling, Storage and Preservation

6.3.1 Cable trays:


 The materials shall be stored in a cool dry place out of direct sunlight. (NEC 300.21)

 Materials used in fire stop systems are to be stored in accordance with any additional

manufacturer's instructions provided with the materials.

 Shipments shall be hand unloaded unless provisions have been made with the cable tray

manufacturer for forklift unloading (NEC 110.3, NEMA VE-2 Sec. 2).

 To prevent damage to cable tray:

1) Never pull cable tray from truck trailer by chaining to bottom rung and dragging out of
trailer.
2) Special care must be exercised using slings so cable tray is not crushed from the
improper location and lifting by sling (NEC 110.3, NEMA VE-2 Sec. 2).
 Cable tray can be stored outside without cover, but shall be:

1) Loosely stacked

2) Elevated off the ground

3) Ventilated to prevent storage stain

4) Protected from scratching and marring of finish

5) Small accessories should be stored to prevent loss

6) Stored away from high traffic areas

7) Stacked by width and type (NEC 110.3, NEMA VE-2 Sec. 3)


 Cable tray systems shall not be subjected to physical damage. Cable tray shall be free from

burrs or other sharp projections that could cause damage to the cable jacket during

installation [NEC 392.4, 392.5 (B)].

 Cable Tray should be stored indoors to prevent water or other foreign materials from staining

or adhering to cable tray.

 Hot dip galvanized cable trays shall be stored indoors to avoid any corrosion or detritions to

the coating (microns).

 Steel cable tray should receive a protective coating as soon as possible to prevent surface

rest.

6.3.2 Electrical & Instrumentation Enclosures:

 All electrical equipment should be moved and stored in an upright position.

 Indoor electrical equipment shall be stored indoor in a clean dry area.

 Shipper and store yard personnel shall be fully aware of manufacturer's special handling

instructions prior to unloading or handling. Special handling instructions shall be followed.

 Electrical equipment wooden boxes, crates and panels shall not be dropped.

 Handle electrical equipment with care to prevent damage to components or special finishes.

 Electrical equipment wooden boxes, crates and panels shall be stored away from chemicals

and petroleum products.

 Electrical equipment shall be stored indoors well ventilated and the room temperature

maintained in accordance to the manufacturer recommendations.

6.4 Material Document Review

 Review the documents for all received material

 Purchase order and Data Sheet criteria shall be confirmed and compared with electrical

material documentation, and checked for damage.

 Electrical materials shall be in accordance with the ARAMCO approved project-specific

design drawings, diagrams, and associated documents.

mentioned shall be available for review. Material approval request/ Technical approval report,

vendor SAP approval, approved vendor preservation procedure, Data sheet for Electrical PB

and delivery note.

7. INSTALLATION PROCEDURE:

7.1 Cable Tray System

7.1.1 Instrumentation Cable tray System

7.1.1.1 Cable trays and accessories shall be manufactured as per IEC 61357 and Site installation

as per SAES-P-104 & SAES-J-902. Main and secondary cables routing portions above

ground shall be in cable trays. Above ground routing is the preferred method for secondary

cables between Junction Boxes to final instruments.

7.1.1.2 Instrumentation cables installed beneath raised computer floors in control rooms shall be

installed in ladder or solid bottom cable trays. Segregation and separation of cabling shall be

as per SAES-J-903 Section 14.

7.1.1.3 Cable tray system beneath raised floor shall be adequately identified using approved tag

plates. Tag plates shall be installed at each end, tee connection, and at three meters

intervals. Cables with same noise susceptibility level shall be grouped in trays (e.g. all level

1 cables may be routed in one cable tray).

7.1.1.4 Cable tray separation shall be as per SAES-J-902. This minimum distance between the

bottom of top cable tray and the bottom of cable raceway installed down, or between sides

of adjacent cable raceway. This also applies to distance between trays and power equipment

less than 100 KVA.

7.1.1.5 Ventilated bottom channel cable tray for supporting secondary instruments cables.

7.1.2 Cable tray system installation

7.1.2.1 Cable trays and Ladder materials shall be:

 Galvanized carbon steel in outdoor or indoor installation


 Stainless steel for special applications (e.g. corrosive environment).
 If the cable tray is steel (galvanized/stainless steel). It shall be bonded on all splice
plates as per NEMA VE.2 requirements.

 Aluminum and galvanized carbon steel cable tray shall be designed, manufactured,
rated, tested and installed in accordance with NEMA VE 1 as per SAES-P-104.
7.1.2.2 All fasteners (nuts, bolts, washers, etc.) used to connect and assemble the cable tray system

shall be 316 SS.

7.1.2.3 The Cable tray system shall be installed with the manufacturers standard fittings, clamps,

hangers, brackets, splice plates, reducer plates, blind ends, connectors, and grounding straps.

7.1.2.4 Cable ladder and cable wires material shall be galvanized steel type, except in H2S areas

where they shall be SS.316

7.1.2.5 Cable Ladders shall be preferably be used for indoor cable routings. Cable tray installed

outdoors shall have ventilated covers as per SAES-P-104 para 9.1.

7.1.2.6 Cable Ladders shall constituted by two longitudinal side rails connected by individual

transverse members (rungs).The distance between consecutive rungs shall not exceed

229mm (9 inches) as per NEMA VE.1.

7.1.2.7 If used outdoors, cable ladder shall be equipped with ventilated covers.

7.1.2.8 Cable ladders running vertically in outdoors areas shall have covers on both sides.

7.1.2.9 The working load for cable trays and ladders shall consist of the weight of the cables including

the future additions, plus a concentrated static load of 90kg at the center of the span. The

working load shall not exceed the rated load capacity of the cable trays and ladders defined

by the manufacturer.

7.1.2.10 Location of supports for cable trays and ladder system shall be in accordance with the

recommendation of the manufacturer. Piping shall not be used to support cable trays and

Ladders.

7.1.2.11 Splices shall not be located over the supports, and shall be located between supports and

quarter points. No more than one splice shall be located between two adjacent supports.

7.1.2.12 The maximum spacing between expansion joints shall be based on a temperature differential

of 55°C and expansion gap setting shall be in accordance with the recommendations of the

manufacturer, based on a minimum temperature of 0°C and a maximum temperature of 55°C.

7.1.2.13 Cable trays shall be installed parallel and at right angles to building walls.

7.1.2.14 Sufficient space shall be provided around cable trays to permit adequate access for installation

and maintenance of cables.

7.1.2.15 A minimum of 460mm shall be maintained between the top of any cable tray and the ceiling

or roof joist (whichever is closer).

7.1.2.16 All cable trays shall have minimum of 300mm clear space above the tray.

7.1.2.17 Cable tray should not be laid directly on the floor or roof. It should be mounted far enough off

the floor or roof to allow the cables to exit through the bottom of the cable tray. If strut is used

for this purpose mount the strut directly to the floor or roof and attach the cable tray to the strut

using hold-down clamps or guide clamps.

7.1.2.18 Splice plates should be placed on the outside of the cable tray unless otherwise specified by

the manufacturer, with the bolt head on the inside of the cable tray.

7.1.2.19 Bonding jumper shall be according to SAES-P-111.Grounding bonding jumper shall be

installed in expansion splice plate, Vertical adjustable splice plates, Horizontal, adjustable

splice plates, etc.

7.1.2.20 Supports should be located within 600mm of each side of vertical and horizontal adjustable

splice plates and offset reducing splice plates. Cable tray system shall not be used where

subject to severe physical damage.

7.1.2.21 The cable trays extending between the process area and the control room or process interface

building, or trays installed beneath raised computer floors in control rooms or PIB shall be

sized for a minimum of 20% spare space for future expansions. The spare capacity is in

addition to the installed 20% spare cabling.

7.1.2.22 Bare copper EGC cable should not be used in or on aluminum cable tray.

7.1.2.23 Types of typical jumpers include insulated, bare and braided or laminated. Drill holes in side

rail 50mm (2 in) from each end of the splice plate so the jumper will span the discontinuity. Do

not use splice plate bolt locations to connect jumper to cable tray.

7.1.2.24 Metallic cable trays shall be bonded to local ground grid or ground electrode at both end points

ensuring that bonding continuity is met through all the racks in the system.

7.1.2.25 Cable trays shall not be used as walkways.

7.1.2.26 Cable tray shall not be relied as equipment grounding as per SAES-P-111 PARA 9.1 and

common equipment grounding conductor external to the cables will be added on the tray as

per SAES-P-111 para. 9.4.

7.1.2.27 For Cable tray fir wall barriers, fire stops for substation buildings shall have a minimum 2 hours

fire rating as per SAES-P-119 SEC.6.16.

7.1.2.28 Cable tray systems shall not be used in hoist ways as per NEC 392.12

7.1.2.29 The elevation of the bottom of the lowest interior cable tray shall be a minimum of 2.67 meter

above the main substation floor as per SAES-P-119 Section 6.3.3.

7.1.2.30 Cable tray system shall not be used where subject to severe physical damage. (NEC 392.12).

Include each run of the cable tray shall be completed prior to the installation of the cables as

per NEC article 392.6(B).

7.1.2.31 Cable tray-include the maximum allowable fill of the cables on the cable tray as per

requirement in NEC article 392.9 & 392.10.

7.1.2.32 Cable tray-include cable tray used for EIV systems that under fire zone area shall be stainless

steel as per requirement on SAES-P-104 and SAES-B-006 Para.6.4.4(e).

7.1.2.33 Cable tray installed doors shall have ventilated covers. Flanged type covers shall be secured

with stainless steel banding, one band per ½ m of cover length, with a minimum of 6 bands

per cover.

7.2 Electrical and Instrument Enclosures Installation:

Equipment and terminal enclosures, unless otherwise specified in other electrical standards shall meet

the requirements of SEAS-J-902 & SAES-P-104 and shall be suitable for the areas where they are

installed.

7.2.1 Enclosure for outdoor plant areas within perimeter of process units shall be (a) NEMA

250/NEMA ICS 6 Type 4; or (b) NEMA Type 3 manufactured copper free cast aluminum (0.4

of 1% maximum), or plastic (including fiberglass); or(c) IEC 60529 Type IP54 or better.

7.2.2 Other outdoor installation shall be (a) NEMA Type 3 or 4; or (b) IEC 60529 Type IP54 or

better.

7.2.3 For severe corrosive environment enclosure shall be (a) NEMA Type 4X (except galvanized

and/or painted or coated carbon steel sheet metal enclosures are not permitted); or (b) NEMA

Type 3 or 4, manufactured of copper free cast aluminum (0.4 of 1% copper maximum), or

plastic (including fiberglass); or (c) IEC 60529 Type IP 54 or better, manufactured of stainless

steel (Type 304 or better), copper free cast aluminum, or plastic (including fiberglass).

7.2.4 In outdoor Refinery and other industrial areas located in severe corrosive environments

equipment and terminal enclosures shall be degree of protection IP66 or better according to

IEC60529.

7.2.5 In outdoor non-industrial areas equipment and terminals shall have a degree of protection

equal to IP66 or better according to IEC 60529.

7.2.6 Electrical & Instrument Enclosures and Junction Boxes having an internal volume exceeding

2.000 cm3 shall be provided with type300 series stainless steel breather and drain fittings or

combination breather and drain fitting. Check the enclosure mounting frame and used

hardware.

7.2.7 Verify the all JB and PB are correct size and type as per Aramco Standard and approved

drawings.

7.2.8 Junction Boxes shall be labelled or listed by an approved. General Boxes, enclosures and

accessories shall be free of damage.

7.2.9 The Instrument field junction box construction shall meet the following requirements:

left to right or from right to left.
7.2.9.11 Enclosure’s drainage opening shall not less than 3.2mm in diameter or more than
6.4mm diameter, unless baffled or provided with drainage fittings.
7.2.9.12 All unused entry ports shall be fitted with approved plug as per SAES-J-902 sect:

7.2.9.13 Metal boxes and fittings shall be corrosion resistant or shall be well galvanized,
enamelled or otherwise properly coated inside and out to prevent corrosion.
7.2.9.14 Doors and covers of enclosures used solely as pull boxes, splice boxes, or
junction boxes shall be locked, bolted, or screwed on.
7.2.9.15 Increased safety (protection type 'e') motors and terminal boxes should comply as
per SAES-P-100, Para.8.6.
7.2.9.16 Explosion proof and flame proof cable glands are required for hazardous area in
accordance with IEC 60079, Para. 3.2
7.2.9.17 In Hazardous area all enclosed boxes and fittings should comply as per SAES- P-
100, Para 8.6.
8. QUALITY CONTROL

8.1 Requests for inspection

8.1.1 Request for inspection shall be issued for witness and hold points to CONTRACTOR/

SNAMPROGETTI E&C CO. LTD. Project inspection 24 hour in advance on week days and

48 hours in advance for weekends and holidays.

8.1.2 Authorized agent of CONTRACTOR/COMPANY shall have the right of access, at any time

and under any circumstances, to the offices, workshops, warehouses, and to any other

location where WORK is performed or where materials and/or documents concerning the

Work and the Project are located /stored.

8.1.3 SUBCONTRACTORS shall provide the samples of materials supplied by them for COMPANY

review and approval; if COMPANY requires lab tests or analysis certificates of such materials,

the CONTRACTOR shall duly provide these lab tests and certificates at no cost to

COMPANY.

8.2 Inspection of Cable Tray installation

8.2.1 Cable tray installation and identification numbering visual inspection (before cable pulling).

8.2.2 Cable tray visual inspection (before cover installation).

8.2.3 Check the inside of a cable tray must be free of burrs, sharp edges, or projections which can

damage cable insulation.

8.2.4 Verify that received cable tray, fittings and accessories are new and unused.

8.2.5 Verify that received cable tray, fittings and accessories are in accordance with the Saudi

Aramco-approved project-specific design drawings, diagrams, schedules, lists, databases,

and associated design documents.

8.2.6 Verify that all material and components received comply with the project PO specification and

shall conform to all applicable requirements, standards, and specifications prior to release to

be used as part of the work.

8.2.7 Verify material handling, storage and preservation is as specified in all applicable

specifications, manufacturer recommendations and SAUDI ARAMCO’s standards.

8.2.8 Verify that identification procedure for all equipment, materials, parts and accessories is

implemented for the received items. Identification of an item is addressed using such as tags,

stamps, color coding, stencils or labels.

8.2.9 Check the cable tray Grounded properly.

8.2.10 Check the cable tray splicing plate in good condition.

8.2.11 Check the cable tray bonding jumper installed.

8.2.12 Check the cable tray cover and band installed.

8.2.13 Check the cable tray expansion joint available.

8.2.14 Check the cable tray barrier (separation) installed.

8.2.15 Check the conduit entering the cable tray grounded properly.

8.2.16 Conduit system to exit or enter a cable tray system, ensure to use proper adaptors for

attachment of conduits.

8.2.17 Check the cable tray labels are available.

9. DOCUMENTATION

Based on the approved ITP Subcontractor shall prepare and forward all necessary checklists, test reports,

laboratory results, etc., for CONTRACTOR/COMPANY review/ approval.

Subcontractor shall maintain a log and master copy of all the red marked drawing implemented at site for

changes on IFC drawings.

As Built drawing shall be submitted following the contract requirements and including all the highlighted

changes during construction activities, identify and included in the red line drawings.

A log shall be maintained for retrieving Inspection documents easily for reference during the course of the

project.

Signed/folder as part of project record books, as required by contract.
