1. PURPOSE

To ensure that Instrument Cable installation or pulling are performing safely, efficiently and in
accordance with good working practice, as per Saudi Aramco Job Specifications. This method
statement is intended to provide general application guidance and establish controls during
preparation and installation.

2. TERMS AND DEFINITIONS

The following constitutes a list of terms, which have been used in this plan:

3. SCOPE

This Method Statement is applicable to all Instrument Cable installation or pulling


activities which are to be performed on the Hawiyah Unayzah Gas Reservoir
Storage Project in Saudi Arabia.

5. RESPONSIBILITIES

5.1 Site Manager


Site Manager is responsible for supporting and encouraging the related staffs and
workers, so as for them to participate actively as worksite. Site Manager is
responsible for implementation of HSE requirements.

5.2 Construction Manager


Construction Manager is responsible for compliance with this Method Statement and
shall ensure to review contract documents and provide all resources necessary to
effectively implement throughout the construction period. Construction Manager
shall monitor the quality and progress of the work and ensure that job target is
achieved. Construction Manager is responsible for complying with HSE
requirements.

5.3 QA/QC Manager


Responsible for the overall discipline of QA/QC Inspection, verification of the project
specification, documentation and QC records for final acceptance.

5.4 HSE Manager


HSE Manager shall monitor related works under carrying out, and advise
supervisors for corrective measures, if required. He shall ensure holding of pre task
HSE meeting / daily tool box talks covering details of specific tasks and specific job

risks involved to the work force involved. He shall also ensure appropriate mode of
communication in case of emergency.

5.5 Instrument Supervisor


Ensure relevant permits are raised and received prior to commencement of work,
with full compliance by all associated craftsmen to the requirements of this
procedure, Quality Control Procedures, reference drawings, and Customer’s
Specifications for the grounding installation work. Instrument Supervisor shall be
responsible for the safety at site. Instrument Supervisor shall ensure all employees
are following safety procedure required by the performed job.

5.6 Instrument Foreman


Ensure relevant permits are raised and received prior to commencement of work,
with full compliance by all associated craftsmen to the requirements of this
procedure. Responsible for the execution of the work, manpower assignments and
hourly monitor the work done and preparing the work activities for the electrician.

5.7 Quality Control Supervisor


Ensure the relevant works done are thoroughly checked daily and corrected
according to Standard, IFC drawing and the project specifications and by all
associated craftsmen to the requirements of this procedure. Instrument Foreman
shall be responsible for the safety at site. Instrument Foreman shall ensure all
employees are following safety procedure required by the performed job

5.8 Quality Control Inspector


Monitor daily, instrument activities and verify compliance to Customer’s
Specifications. Perform activities in accordance with the Project QA Manual and
Quality Control Inspection Plan. Prepare daily QC records and final acceptance
documentation. Maintain a close working relationship with the Customer’s
Representative.

5.9 Safety Supervisor


Monitor that all safety requirements have been adequately addressed and the work
is carried out in accordance with Aramco project safety procedures.

7.0 METHOD / PROCEDURE


7.1 Pre-installation Activities
7.1.1 Prior to cable laying/pulling, ensure that the cable trench, duct bank, raceway,
cable tray and conduit installation was inspected and approved to ensure the
routing was completed, clean and free from foreign objects and debris and sweet
sand has been installed.
7.1.2 Ensure that all relevant documents have been approved by Saudi Aramco prior to
commencing cable installation, and that the latest revision of IFC drawings,
specifications including approved procedures are disseminated to concerned
personnel who will carry out the work.
7.1.3 Ensure that all wires and cables to be transported from warehouse / lay down area
to the working area and complies with the project specifications.
7.1.4 Check materials for damage before transporting to the work area. All materials of
doubtful condition or quality shall be immediately segregated from the job site. A
NCR must be raise and the materials shall not be used and send to quarantine.
7.1.5 Ensure that all cable drums have been checked for continuity & insulation
resistance testing (on reel test) prior to cable pulling & cable laying. Also the cables
shall be tested after cable pulling & cable laying.
7.1.6 Secure work permit for cable pulling / installation and another associated works, if
required.
7.1.7 Ensure Safety Barriers are erected at designated work areas.
7.1.8 Check and confirm actual proposed routing against approved construction
drawings.

7.1.9 For aboveground cable pulling, ensure adequate scaffold ladders and access ways
are available at the work location.
7.1.10 Check all the materials in the presence of QC with proper communication.
7.1.11 Check cable schedule against actual requirements prior to cutting. Identify cable
reel assignment.
7.1.12 Verify the maximum cable pulling tension which cable can take before starting the
cable pulling.

7.2 Installation Activities


7.2.1 Position the cable rollers on cable tray and trench to which the cable will be pulled /
routed. Secure these rollers along the entire length of the cable tray /trenches with
spacing of at least 1.5 meters for easy pull.
7.2.2 After all, routing and destination was cleared and verified, set up the cable reels in
establish pulling points, marked one end of cable by writing the correct cable
number based on the cable schedule using with a permanent marker and wrap
with clear tape. The other end after cutting the cable.
7.2.3 Install adequate temporary scaffold to be used as support of cable rollers for easy
movement of cable from the cable reel stand location up to the cable tray.
7.2.4 Pull the cable in the cable tray / trenches to its intended equipment.
7.2.5 Post personnel at the drum location to assist the turning of the drum when while
pulling is in progress.
7.2.6 Throughout the cable pulling process the Instrument Supervisor ensures that
undue stress is not applied to the cable.
7.2.7 Ensure the minimum bending radius of cable during pulling / routing as per project
requirements.
7.2.8 Bending radius shall not exceed cable manufacturer recommended values. Bend is
free from deformities.
7.2.9 Where cables of different voltage levels/service are run in parallel, segregation is in
accordance with SAES-P-104, SAES-J-902 Section 14.1 through 14.2 or IFC
Drawing.
7.2.10 Cables are identified at each end at every splice and junction box.
7.2.11 Pull cable and wires into the conduits or cable ducts by rope with basket grip with
the application of pulling compound to prevent damage to cable insulation.
7.2.12 After the cable are pulled to its intended equipment, ample allowance must be
provided prior of cutting these cables. Tape the cutting end with a rubber tape then
followed by plastic tape to prevent moisture and dirt until such time glanding and
termination will be performed. Total length of each installed cable should be
recorded.
7.2.13 Power and control cables laid in tray shall be fixed with cable ties and protected
with fire seal or fireproofed materials when entering Substation, PIB and others.
7.2.14 Power and control cables laid in trench shall be filled with sweet sand / selected fill
materials whichever is required

7.2.15 Install cable identification tags for cables pulled in trench, duct banks, cable trays
and in conduits as specified in the construction drawings and specifications.
7.2.16 Post type surface markers are installed for unpaved areas. Permanent surface
markers are installed for paved areas.
7.2.17 Following confirmation of cable pulling, submit “Request for Inspection” (RFI) to
site QC Section, indicating scheduled time and date for inspection.

7.3 Cable Laying Methods


The following methods may be employed for laying cables:
7.3.1 Paying out from a Cable Trailer - Providing there is no obstruction in the trench or
in its vicinity, cable may be paid out direct from the cable trailer. However, it must
be ensured that during the paying out the drum is manually rotated and braked in
accordance with the laying speed to avoid a high tensile force or sharp bending of
the cable.
7.3.2 Laying by Hand - Cable rollers placed at distances of between 3 to 4m laying
easier. Corner rollers or similar devices should be provided at any bend in the
route, always maintaining the minimum bending radii of the cable. If the cable is
not guided by rollers it must be guided by hand. The men supporting the cable
should be spaced at between 4 to 6m along the cable
7.3.3 Laying by Motor Driven Rollers (Power Balls) - Motorized rollers are used to pull
the cable off the jacked up drum. It is advantageous to use rollers driven by electric
motors installed in the cable trench at distances of 20 to 30m. Where sharp bend
occur it may be necessary to place such a roller at both the commencement and
the end of the bend.
7.3.4 Pulling Off by Winches - Pulling off by winches is possible only if there are very
few bends or other obstruction in the route. After releasing the cable end from the
drum a pulling stocking is placed over the end and tied in position. A rope is
secured to the eye of the pulling stocking. When laying un-armoured cables or
steel tape armoured cables with the aid of the winch, the rope can be secured to
the cable via a pulling head which grips directly on the conductors. All cables in
particular single-core cables should not be straighten after laying, but left slightly
meandering to allow for longitudinal expansion and contraction during thermal
cycling (changes in current loading).

7.4 Routing Requirements of Instrument and Control Cables and Data Highways
7.4.1 Aboveground Routing - Armored Cable and Tray:
a) Cable tray supporting armored cables extending between field instruments and
junction boxes shall be ventilated bottom, channel cable tray.
b) The armored cable shall be routed independently of existing overhead tray
systems used for "home-run" cables.
c) The unsupported end of the cable at the instrument shall be looped; this loop
shall take into account the bending radius of the cable. The unsupported length of
cable at the instrument shall be the minimum length required to provide the service
loop.
Commentary Note: This unsupported loop is required to provide sufficient slack for
cable gland make-up and for easy removal of the cable from the device for future
instrument change-out.

d) The cable shall be either galvanized steel wire armor or galvanized steel
interlocking armor, per 34-SAMSS-913.
e) Copper data link cables shall be specified per system manufacturers'
recommendations. In plant fiber optic data link cables shall be specified and
installed per SAES-Z-020. Data link cables shall not be routed in the same conduit
B duct, or tray with other instrument cables.

Exception: Fiber Optic data link Cables may be routed with other instrumentation
cables – in existing trays or ducts. Fiber Optic cables installed in trays shall be
routed in PVC conduit and shall meet ANSI/ISA TR12.21.01 if installed in classified
areas.
f) All instrumentation and FOC cables enter in PIB through approved design
MCT(Multi-Cable Transit) as Per IFC drawing.

7.4.2 Routing - Field Junction Box to Control Room Marshalling Cabinets: Cables
between field junction boxes and marshalling cabinets may be routed in conduits,
on trays or direct buried. The use of armored cables for homerun application is not
recommended.
7.4.3 Control room cabling/wiring must conform to NEC Articles 725-61 and 725-82
(2005 edition). Wiring requirements for distributed control systems (DCS) are
detailed in 23-SAMSS-010.
7.4.4 Routing requirements for above ground are in accordance with Section 13 and
Paragraph 13.1 of SAES-J-902.
7.4.5 Routing requirements for Underground are in accordance with Section 13 and
Paragraph 13.2 & 13.1.2.1 of SAES-J-902 and SAES-P-104 Section 10.
7.4.6 Routing requirements for cables under computer floors are in compliance with
Section 13 Paragraph 13.3 of SAES-J-902.
7.4.7 Cable and conduit entering building shall be in accordance with Section 5.2 and
5.4 of SAES-B-008 and Section 15.4 of SAES-P-104.
7.4.8 Fire proofing cables in fire hazardous areas shall be in accordance with SAES-B-
006 including electrical area classifications.
7.4.9 The end(s) of ducts and conduit terminating below or in open air shall be sealed
with duct sealing putty or an equivalent compound as per SAES-P-104, Para
10.16.
 Make sure area is clean and free from dust, dirt and other substances before
application.
 Take enough duct seal compound and press in to gap of conduit opening.
 Smooth compound until satisfied with the result.
7.4.10 Underground cable and underground conduit installation.
 PVC conduits shall not be extended above grade in industrial facilities. Where
above grade extensions of buried PVC conduits are required, a transition shall
be made underground, using threaded PVC to rigid metal conduit adapters as
per SAES-P-104, Para: 10.5
7.4.11 Cable fill and spare space availability in trays, conduit and duct banks.
 In new grass root projects, cable trays extending between the process area and the
control room or process interface building, or trays installed beneath raised computer
floors, in control rooms or PIB shall be sized for a minimum of 20% spare space for
future expansions. This spare capacity is in addition to the installed 20% spare cabling
as per SAES-J-902 Para. 9 Sec. 9.6

 Conduit fill shall not exceed the maximum fill specified in Attachment 1, NEC Chapter
9, Table 1 & 4 and Notes to Tables.
Commentary Note:
Because conductor sizes and insulation thickness of IEC and SASO type wires and
cables vary from those of NEC type wires and cables, actual dimensions (outside
diameters) must be used to calculate conduit fill and maximum number of wires
allowed in conduit, instead of NEC tables.
 Duct banks shall have 20% spare ducts (minimum one), unless this number is
decreased by the facility Proponent as per SAES-P-104 Para. 10 Sec. 10.4.8.
B 7.4.12 Cable tagging and Ties, Segregation and FOC cable Enter in PIB
B  All cable ties used in the field shall be nylon coated 316 stainless steel. The cable ties
shall have a minimum temperature rating of 80ºC or higher. This is applicable in
fastening the cables inside the cable trays both for vertical and horizontal runs.
 All the cables are tagged at each end, with cable tags for the homerun cable tagged
shall be assigned with IC + cable number and for the Junction boxes to field
instruments shall be defined by the proponent representative.
 Cable tags outside the junction boxes and marshalling cabinets shall be 316 SS with
permanently marked Alphanumeric that is raised or stamped characters and cable tags
for the inside the Junction boxes or marshalling cabinets shall be weather resistant
high Quality Plastic cable tags secured with cable ties.
 All cable ties used inside of buildings (i.e., control rooms and PIBs) shall be weather
resistant nylon cable ties.
 Signal segregation and Separation shall be followed according to the levels defined in
the standard SAES- J-902.

Note: Cable testing on reels will be conducted at site prior to cable pulling
shall be witnessed Contractor and Company Representative’s.

All stages of work shall be inspected in accordance with the Approved Project Quality
Control Inspection Plan.

10. SAFETY PRECAUTIONS:

1. Barricade the working area.


2. All safety precautionary signboards must be visibly posted.
3. Wear full body harness when working at heights.
4. Ensure that only authorized personnel are within the affected area.
5. The work shall be executed and maintained in accordance with the
approved Total Safety Task Instruction (TSTI).
6. Complete JSA for activity prior to commencing work. (See attachment)
