TRANSMISSION SAFE WORK PROCEDURES


NETWORK DIVISION
These Procedures have been collated, reviewed and put together after thorough consultation
with all members of the Network Transmission Team.

The entire Network Team including the General Manager Network, Unit Leader Transmission,
Engineers, Section Leaders, Technical Officers, Team Leaders, Supervisors and workers are
responsible for the effectiveness of these Procedures.

All Network employees are instructed to strictly follow and comply with all the provisions laid
down in this manual to ensure their Health and Safety and the Health and Safety of their team
members.

These procedures are applicable to all workplaces, all employees and all contractors who are
directly or indirectly involved with any work in relation to the Distribution network. Trainees
can work on all the procedures provided they are under the supervision of a competent person.

This document is subject to on-going review and all stakeholders are encouraged to actively
contribute towards improving these procedures.

The Unit Leader Transmission is to ensure that all Transmission employees are put through a
formal refresher program on this document twice a year.
This document is effective from 01/01/2020 and is valid up to the 31 st December

2022.The next review of this document is due before the end of 2022.

Procedures
Procedure No: TRANS - 01: Inspection of 132kV Lattice Towers

Safety Procedure:
 Work Planner\Team Leader identifies tower number, circuit name, location, Access Road point
of entry (accessible by vehicle, boat or track) and hazards
 He then notifies workmates that the location is right.
 If the location is right he then notifies the team members.
 Availability of Approved Work plan, JSA Book and communication device before living
Depot.
 Site communication with the NCC to be tested before any work is done.
 Ensure all workmen are with the required PPE.
 Check Inspection forms and communication device before living Depot.
 Approved Work plan & JSA to be filled before commencement of work.
 Take 5 & ensure that work plan and JSA is signed before commencement of work.
 Team to have RCB in place when accessing the 132kV towers for inspection.

Work Procedure:
 Property access to be obtained prior to the visit to site.
 Briefing of the work to be done.
 All required PPE is to be available to team members before accessing the tower.
 Carry out detailed inspection on tower members, bolts and nuts and line hardware’s.
 Check for soil stability on Tower base.
 A detailed inspection report to be filled, endorsed and forwarded to the supervisor.
 Report to be read and actioned if defects were found.
 Inspection to be done as per check list

Procedure No: TRANS - 02A: Tower Base Clearing

Safety Procedure
 Ensure that the tower location, tower number, access road point of entry and circuit is correct.
 Site communication with the NCC to be tested before any work is done.
 Detail work methods to be used and work to be done.
 Ensure all hazards are identified.
 Ensure all workmen are with appropriate PPE,
 Availability of Approved Work plan, JSA Book and communication device before living Depot.
 All protective gear must be used.
 Property access to be obtained.
 Take 5 & Ensure that work plan and JSA is signed before commencement of work.
Work Procedure:
 Carry out Tower base clearing 5 meter on all side in a controlled manner.
 Use knife with extreme care.

Procedure No: TRANS - 02B: Mid–Span Clearing on 132kV and 33kV
Lines

Safety Procedure
 Request for Vegetation management Work to be send to NCC
 Discussion of Switching programs with NCC
 Carry out switching for suppressing of Recloser
 Ensure that the tower location, tower number and circuit is correct
 Ensure that Joint Inspections is carried out and high risk areas are identified for shutdown.
 Ensure all workmen are with appropriate PPE.
 Availability of Approved Work plan, discussed switching program, JSA Book
and communication device before living Depot.
 Ensure all hazards are identified.
 Brief all workers after identifying hazards
 Ensure that chain saw operators are certified.
 Property access to be obtained a week prior to visit to site.
 Take 5 & ensure that work plan and JSA is signed before commencement of work.
 EFL supervisor shall ensure full compliance of VM policy by contractor if VM is outsource.

Work Procedure:
 Obtain VMP (Vegetation Maintenance Permit) and ensure that all personnel sign on VMP
 Appoint a safety observer
 Carry out Mid span clearing in a controlled manner and in accordance with the FEA VM policy
and procedures.
 Clear mid span 25 meters on either side of the line.
 Inform System Control that VM works is completed and request for the cancelation of VMP.
 Carry out reverse switching to normalize Recloser

 1 Team Leader Transmission
 4 linemen/line mechanic
 1 line mechanic Certified with Chainsaw operator
or
 Contractor – minimum 5 with V/M authorization training and a certified chainsaw operator.
 2 x EFL personal – fulltime supervision. (One of the personnel should be authorized in CAT L

Procedure No: TRANS - 03: Access Road Maintenance
Safety Procedure:
 Ensure that the right access road has been identified.
 Ensure that the Tower numbers correspond to the access road.
 Check that all workers comply with the OHS requirements. Obtain landowners approval.
 Brief all workers after identifying hazards.
 Ensure availability of approved work plan.
 Ensure all workmen/contractor with appropriate PPE
 Property access to be obtained a week earlier prior to visit to site.
 Take 5 & ensure that work plan and JSA is signed before commencement of work.
 If Road maintenance is outsource – Contractor must be inducted for safety before commencement
of work

Work Procedure:
 Clear vegetation from access road.
 Weed spray – refer to procedure TRANS 44
 Ensure work is carried out in a controlled manner.
 Ensure all personnel working have appropriate PPE.
 Ensure that the landowner is informed if applicable.
 If Road maintenance is outsource to Civil and Road Work Contractors – EFL supervisor must
ensure that all operators with appropriate License base on machinery operated and all workers
must comply with EFL safety policies and procedures

Procedure No: TRANS - 04: Tower Painting (Dead Zone)

Safety Procedure:
 Ensure that the tower number, circuit and location is identified.
 Ensure the communication link with NCC is maintained.
 Identify the steel members to be painted.
 Identify the hazards and appoint a safety observer
 Ensure all workmen are with appropriate PPE.
 Ensure availability of approved work plan, JSA Book, communication devices (RT/Satellite
Phone) and equipment before living Depot.
 Take 5 & Ensure that work plan and JSA is signed before commencement of work.

Work Procedure:
 Ensure that the correct method of painting, approved paint and all the workers are briefed of their
individual duties.
 Hand line to be positioned on tower to hoist equipment.
 All proper safety attire to be worn by the painters.
 Tower painters to position themselves in such a way that painting can be done from the top
towards down.
 Ensure that the Maximum Approach Distance from live conductor is always maintained
 After completion of works all equipment to be lowered through the hand line which has to be
then lowered last.
 Inform System Controller before living the site
 Debrief to ascertain amount of work done and pending works.
 Report to be forwarded to the supervisor.

Procedure No: TRANS - 05: Replacing Anti - Climbing Device
(Barbed Wire)

Safety Procedure:
 Inform System Controller of work to be carried Out
 Identify Tower number, circuit and location.
 Ensure all workmen with appropriate PPE.
 Hazards to be identified.
 Workers to be briefed of the whole job and their role.
 Ensure availability of approved work plan, JSA Book, communication devices (RT/Satellite
Phone) and equipment before living Depot.
 Take 5 & Ensure that work plan and JSA is signed before commencement of work.

Work Procedure:
 Assemblies of gear, check tools and materials.
 Open tower gate.
 The workers to position themselves at the 4 corners of the tower.
 Pass required tools and equipment to the workers.
 Remove existing barbed wire and put in the new barbed wire.
 Bind the spacer.
 Reverse the procedure.
 De–brief, confirm completion of work and any new safety precaution requirement.

Procedure No: TRANS - 06: Replacing 132 kV Suspension
Insulators & Other Connected Parts

Safety Procedure:
 Request for Outage with opening points a month before.
 Discussions on the switching program with the National Controllers prior to line outage.
 Carried out switching to isolate 132kV Line, isolation test and system earth closing on both
ends of the line.
 Test for isolation on work location and place working earth on both sides (Refer to TSWP No
TRANS 45 Earthing of 132kV Conductors on Transmission Towers).
 Obtain PTW, all workmen to sign on before commencement of work
 Ensure that all workmen with appropriate PPE.
 Take 5 and ensure that the Approved work plan and JSA to be filled before commencement of
work.
 Appoint a safety observer
 Insulators to be transported in a safe manner so that it does not get damage. Refer to Insulator
transportation manual.

Work Procedure:

 Assembly of all equipment and lead worker to climb with hand line and secure to
required position.
 Top crew to position themselves on tower top.
 Raise aluminum ladder, position and secure with chain hooks in correct place.
 Raise other required tools and equipment in a controlled manner.
 Attach anchor strap on cross arm member close to where the aluminium ladder has been
suspended
 Secure Fall arrest on anchor strap and ascend down the ladder
 Wrap Strop around cross arm and secure Chain hoist and unwind chain to reach
conductor.
 Operate/Wind Chain hoist to lift conductor to release weight from the insulator and all insulator
attachments.
 Release lock pin from socket tongue and from Y-Clevis/eye link
 Dislodge Insulator and lower to ground
 Raises new set of insulators, secure top end of Insulator on socket clevis.
 Release chain hoist until socket clevis is in line with ball end of the insulator.
 Push in ball end of the insulator to the socket clevis and secure with lock pin.
 Fully release the chain hoist.
 Reverse the procedures.
 De-brief and check outcome of work and any safety issues for future work.
 Cancel PTW

Procedure No: TRANS - 07: Replacing 132 kV Strain Insulators
& Other Connected Parts

Safety Procedure:

 Request for Outage with opening points a month before.


 Discussions on the switching programme with the National Controllers prior to line outage.
 Carried out switching to isolate 132kV Line, isolation test and system earth closing on both
ends of the line.
 Test for isolation on work location and place working earth on both sides. (Refer to TSWP
No TRANS: 45 - Earthing of 132kV Conductors on Transmission Towers).
 Obtain PTW, all workmen to sign on before commencement of work
 Ensure that all workmen with appropriate PPE.
 Take 5 and ensure Approved work plan and JSA to be filled before commencement of work.
 Appoint safety Observer
 Insulators to be transported in a safe manner so that it does not get damage. Refer to Insulator
transportation manual.

Work Procedure:
 Assemble gear, check electrical and mechanical fitness of tools and equipment.
 Position hand line on tower top.
 Send up one rope sheave with strop and shackle and position it at the middle of the cross arm.
 Position another rope sheave at the tower base.
 Position the winch a few meters away from tower base and securely anchor the back part of the
winch to a tree or truck to hold the weight.
 Send up winch rope to go through both the sheaves with the end coming down from cross arm end
fitted with shackle
 Tie a 3m-rope to the centre of gondola and also tie two 10-metre ropes with 15 metre wire ropes
on both ends of the gondola.
 Winch up the gondola, secure centre to the x-arm with both ends of the rope properly secured to
the tower structure to hold the sideways movement.
 Secure the 15 meter wire ropes to the base of the tower to balance the gondola (upward and
downward movement).
 Set-up drum and tussled, shackles and come-along to suit the conductor size.

 Raise and position the earth wire rollers on tower top next to earthier baskets on every
suspension towers.
 Set the new earth wire drum onto drum stand at the back of strain tower A facing strain tower B.
 Set up motor winch at the back of strain tower B
 Position hand line on top of strain tower A likewise at B.
 Position securely earth wire rollers on top of strain tower A and B.
 Send up and secure chain blocks on tower top A and connect earth wire come along to earth wire,
wind chain block and disconnect earth wire dead end.
 Raise new earth wire end to go through roller, remove existing earth wire dead-end and join the
two earth wire deadens by making a compression joint.
 Hold the weight by winding earth wire drum, remove chain block, come along and slacken the
earth wire drum slowly.
 Raise winch wire on strain tower B, remove earth wire dead end, joint the two earth wire together
and start winding up through rollers using old earth wire as lead wire.
 Keep on winding slowly with several re-Ensure to ensure that earth wire securely runs through
rollers on every tower.
 As earth wire end reaches strain tower B, disconnect the two earth wire by using chain block and
come along to hold the new earth wire.
 Compress new earth wire dead end on to new one and connect to link.
 Wind up slowly at tower A using dynamometer to measure the required weight.
 Compress earth wire dead-end and connect to link
 Connect earth wire jumper at strain towers A and B.
 Remove earth wire from rollers on suspension towers, place on earth wire baskets and tightened.
 Reverse the procedures.

Procedure No: TRANS - 20: Replacing 33kV Strain Disc Insulators

Safety Procedure
 Ensure that communication is maintained with the National controllers at all times.
 Check all tools and equipment are operational and in safe working order

 Ensure that 33kV and 11kV (if applicable-HV line under 33kV Line) switching is done to
isolate the subjected area, test for Isolation and system earth applied on both end as stipulated
under PTW.
 Test for electrical isolation on working location and obtain a PTW.
 Place working earth - Refer to Distribution Safe Work Procedure Dist-08:Earthing of Overhead
Line
 Ensure that work group has signed ON the PTW and appoint a safety observer.
 Ensure all Team members with appropriate PPE.
 Take 5 & ensure that work plan and JSA is signed before commencement of work

Work Procedures:
 Position the E.P.V to suit the work or Position ladders against pole and secures head rope Refer
to Distribution Safe Work Procedure Dist. 02 for E.P.V and Dist. 01 for ladders
 Position the hand line onto cross arm.
 Send up tool bag containing tools to be used.
 Open jumper and unbind conductor from jumper pin on the phase, which has defect.
 Secure strop on the cross arm and come along on to the conductor with chain block/ chain hoist
one end hooked to strop and the other hooked to come – along.
 Wind chain block to suit conductor weight slowly with enough slack gained, detach Insulator from
strain plate and conductor (Dead End) and lower insulator to ground.
 Raise new strain insulators secure one end to strain plate, then pull the conductor to the new disc
 Slack chain block slowly until the weight is transferred to the insulator.
 Connect the conductor jumpers
 Lower the E.P.V or the ladders
 ign OFF the P.T.W and carry out the reverse Switching

Procedure No: TRANS - 21: Replacing 33kV Strain Double Cross
arms

Safety Procedures:

Work Procedures

 Position the E.P.V and crane to suit the work or Position the ladder against pole and secure
head rope- Refer to Distribution Safe Work Procedure Dist. 02 for E.P.V and Dist. 01 for
ladders
 Position hand line onto cross arm
 Send up the tool bag containing tools to be used.
 Open jumpers and unbind conductor from jumper pins on each phase.
 Secure the strops on both sides of the cross arm and hook chain block to each end.
 Use two come – along. Attach come – along on both ends of the conductor.
 Pull the conductor with the chain hoist, to remove the strain disc insulator, repeat this procedure
for all conductors or Pull the conductor with the chain hoist and loosen the bolts holding the
strain plate, secure the strain plate with a strobe and gently raise away from crossarm and secure
to pole.
 Repeat the above procedure for the other two phase.
 Using come–along rope being slackened by a truck or winch to gain enough slack to release
chain block and lower the conductor to ground.
 Repeat the above procedure to lower the other phases.
 Disconnect disc insulators from strain plate and lower to ground using hand line.
 Open strain plates bolts and remove strain plates from cross arm together with other cross arm
fittings
 Secure one cross arm with crane truck boom, loosen the bolts and lower the cross arm.
 Use the same procedure to remove the other cross arm.
 Install the two new cross arms with the help of the crane.
 Use the crane and transfer the conductor with the strain plate to the new cross arm and secure.
 Repeat the above procedure for the other two phases or
 Raise the strain plates and other fittings and secure to the cross arm.
 Raise disk insulators and connect to the strain plates
 Raise the conductors with the help of the crane and connect to the disc insulators
 Connect jumpers and bind pin insulators
 Safely come down the pole, lower the ladders/E.P.V.
 Sign Off the P.T.W and normalize power supply

Pole

Work Procedure:
 Hold the pole with the crane truck if the pole is burnt, rotten or damaged
 Position the E.P.V. to suit the nature of work or position ladders against pole and secures head
rope Refer to Distribution Safe Work Procedure Dist. 02 for E.P.V and Dist. 01 for ladders
 Position handline onto cross arm.
 Send up tool bag containing tools to be used.
 Unbind conductor from jumper pins on all 3 phases.
 Secure strop on conductors and release the conductors from the insulator and suspend the
conductors on the air
 Remove ladders from pole
 Fasten the steel chain and the heaving line to the top half of the pole
 Remove the pole from the ground with the use of the crane/digger
 Check the condition of the hole to standards of putting a new pole
 Put in the new dressed pole in the old hole or in the new hole in the ground.
 Position ladders against pole and secure head rope or use the E.P.V.
 Use crane truck boom to pull up the conductors one by one onto the cross arm.
 Put the conductors on the suspension pin and bind.
 Safely come down to the ground and sign OFF the P.T.W
 Normalise the power supply.

Structure

Work Procedure:
 Position the carne to suit the nature of work.
 Hold the pole with the crane truck if the pole is burnt, rotten or damaged.
 Install temporary ground stay on both the adjacent poles of the pole to be replaced (so that the
tension from the conductors do not take the pole down to the ground)
 Position the hand line onto cross arm.
 Send up tool bag containing tools to be used.
 On the two adjacent pole unbind binding wire and place conductors on top of the cross arms
beside pin spindle and apply dead end to all conductors.
 Position the E.P.V. to suit the nature of work or position the ladder against the pole and secure
with head rope.
 Open jumpers and unbind conductor from jumper pins on all 3 phases.
 Secure strop on both sides of the cross arm and hook chain block to each end.
 Uses two come along to connect both ends of the conductor.
 Wind chain hoist to suit conductor weight slowly with enough slack gained; disconnect the
conductors with the disc insulators from both sides together or
 Using a crane lower the conductors to ground
 Repeat the above procedure to lower the other 2 phases.
 Open strain plate bolts and remove strain plates from cross arm together with other cross arm
fittings.
 Secure one cross arm with crane, loosen bolts and lower cross arm to ground.
 Use the same procedure to remove the other cross arm.
 Remove back and side stay if any from the pole.
 Use crane to pull out the pole from the ground and lower the pole slowly beside the hole.
 Clear the existing hole to the standard depth.
 Dress new pole and fit the cross arm together with strain plates.
 Erect new pole in the same hole and compress the ‘back fill’ soil properly.
 Connect stay wires Re-pull stay wire to the pole
 Wind chain block to suit conductor weight slowly with enough slack gained, disconnect
conductors with the disc insulators from both sides and connect to strain plate.
 Pull the conductor with the strain disc and connect it to the strain plate for all three phase
 Connect the jumpers and bind the jumper to pins where applicable
 Safely come down to the ground and sign OFF the P.T.W
 Normalize the power supply

 Re pull the conductor at the strain pole
 Bind all the conductors at the suspension pole
 Safely come down to the ground and sign OFF the P.T.W
 Normalize the Power supply

Work Procedure:

 Raise and position earth wire rollers on pole top/disconnect earth wire from basket and place on
rollers on each and every pole concerned – this is to by way of earth wire jib and chain hoist.
 Set new earth wire drum onto drum stand at the back of strain pole A facing strain pole B.
 Set up motor winch/truck at the back of strain pole A.B

 Position securely earth wire rollers on top of strain pole A and B.


 Send up and secure chain blocks on pole top A and connect earth wire come along to earth wire,
wind chain block and disconnect earth wire dead end.
 Raise new earth wire end to go through roller, remove existing earth wire dead-end and join the
two earth wire dead ends by making a compression joint.
 Hold the weight by winding earth wire drum, remove chain block, come along and slacken the
earth wire drum slowly.
 Raise winch wire on strain pole B, remove earth wire dead end, joint the two earth wire together
and start winding up through rollers using old earth wire as lead wire.
 Keep on winding slowly with several re-Ensure to ensure that earth wire securely runs through
rollers on every pole.
 As earth wire end reaches strain pole B, disconnect the two earth wire by using chain block and
come along to hold the new earth wire.
 Upon completion of sagging, replace back earth wire on to the basket and tighten
 Safely come down to the ground and sign OFF the P.T.W
 Normalize the Power Supply

Procedure No: TRANS - 28: Replacing 33kV Disc Insulator on
Suspension ‘H’ Pole Structure

Safety Procedures:
 Ensure that communication is maintained with the National controllers at all times.
 Ensure that 33kV and 11kV (if applicable-HV line under 33kV Line) switching is done to
isolate the subjected area, test for Isolation and system earth applied on both end as stipulated
under PTW.
 Test for electrical isolation on working location and obtain a PTW.
 Place working earth - Refer to Distribution Safe Work Procedure Dist-08: Earthing of Overhead
Line
 Ensure that work group has signed ON the PTW and appoint a safety observer.
 Check all tools and equipment are operational and in safe working order
 Ensure all Team members with appropriate PPE.
 Take 5 & ensure that work plan and JSA is signed before commencement of work

Work Procedure:
 Position the E.P.V. and crane to suit the nature of work or position the ladder against the pole
and secure with head rope Refer to Distribution Safe Work Procedure Dist. 02 for E.P.V and
Dist. 01 for ladders
 Position the hand line onto cross arm of pole
 Send up tool bag containing tools to be used
 Position stirrup on the cross arm closer to the middle conductor
 Position strop on cross arm, hook chain hoist to strop and the other end hook to the conductor
 Wind the chain hoist slowly to pull the conductor and dislodge disc insulators from the basket.
 Remove old disk insulator from the suspension plate and lower it to the ground.
 Hoist the new replacement disc or polymer insulator with hand line rope and reverse the
procedure.
 Release chain block and shift to another conductor position if change is required on another phase
 Safely come down to the ground and sign OFF the P.T.W.

Cross arm on ‘H’ Structure

Safety Procedures:

Line
 Ensure that work group has signed ON the PTW and appoint a safety observer.

Work Procedure:
 Position the E.P.V. to suit the nature of work or position the ladder against the pole and secure
with head rope Refer to Distribution Safe Work Procedure Dist. 02 for E.P.V and Dist. 01 for
ladders
 Position hand line onto Cross arm.
 Send up tool bag containing tools to be used.
 Position and elevate crane to hold the conductor so that it can be removed from the insulator.
 Dislodge insulator from the strain plate and use crane to lower the conductor and rest conductor
on pole step.
 Repeat the above procedure on the other two conductors
 Use the Crane to hold the center of cross arm, unscrew nuts on both poles and gently push x-arm
out of poles and lower to ground
 Use the crane to elevate the new cross arm and mount it to the poles.
 Use the crane to elevate the conductors back and hook insulators back to the strain plates
 Safely come down to the ground and sign OFF the P.T.W
 Normalize the power supply.

 Secure sling wire onto both cross arms and hook chain hoist on both sides.
 Hook chain hoist to come-along and wind slowly to get enough slack on both side of conductors
and OPTION 1: unscrew strain plate nuts, strap middle of the strain plate with 3 ton strop and
with use of the crane hoist the strain plate out of the cross arms with both end of conductors
remain on strain plate OR OPTION 2 Use three ton Chain Hoist and 120kN D-Shackle to
secure both conductor end together.
 Lower conductor to the ground OR to the pole step with the use of the crane. Repeat procedure
on the other 2 phases.
 Hold the cross arms with the crane and loosen the bolts
 Remove the old cross arms one at a time and lower to ground using the crane
 Use the crane to install the new cross arm
 Use the crane to lift the conductor wire to the cross arm and mount the strain plate on the cross
arm
 Repeat the above procedure for all the phases
 Safely come down to the ground and sign OFF the P.T.W
 Normalize the power supply

 After mounting the new earth raiser, use the crane to elevate the earth wire to be mounted onto
the raiser

Hoist to the come-along
 Disconnect earth wire jumpers
 Wind chain block slowly on both ends until enough slack to remove earth wire from bracket
 Remove earth wire bracket from pole and rest it on the stepping bolt or on the conductor cross
arm
 Mount new earth wire bracket
 Connect earth wire to the bracket and connect earth wire jumpers
 Repeat the procedure to the other pole if H structure
 Safely come down to the ground and sign OFF the P.T.W and normalize supply.

Safety Procedures:

 Identify pole number circuit name and location.
 Ensure that Team members with appropriate PPE.
 Briefing of work to be done
 Take 5 & Ensure that work plan and JSA is signed before commencement of work

Work Procedure:
 The pole is excavated to a depth of 350mm.
 Decayed wood is removed from pole surface.
 Apply a coating of CN (timber emulsion protection) chemical 6mm thick on excavated pole
surface.
 Wrap paper towel around the chemical coated portion of the pole surface, this will maximize
absorption of CN chemical in to the timber and minimize any loss through backfilling.
 Back filling of soil must be done carefully so as not to damage the emulsion coating on the pole.
 Fill in the specified pole maintenance record form.
 Endorsement on the form by the person carrying out the pole maintenance
 Forward the completed form to the supervisor.

Work Procedure for Suspension Pole Foundation Assembly:


 Take 5 & ensure that work plan and JSA is signed before commencement of work
 Bolt through bar to anchor plate as per drawing 99/ZG.
 Place anchor plate as per drawing 99/ZG.
 Align base plate, slot block segments on the base plate starting with the segment G to A as per
drawing 99/ZE.
 Once all block segments are placed, compact/ram soil above and around block segments as per
drawing 99/ZE

Work Procedure for Tension Pole Erection


 Take 5 & Ensure that work plan and JSA is signed before commencement of work
 Lock nut through bar to anchor plate as per drawing 99/ZM and 99/ZL.
 Place anchor plate as per drawing 99/ZV.
 Align base plate, slot block segments on the base plate starting with the segment G to A as per
drawing 99/ZK.
 Once all block segments are placed, compact/ram soil above and around block segments as per
drawing 99/ZK.

Work Procedure for Stay Wire Foundation:


 Take 5 & Ensure that work plan and JSA is signed before commencement of work
 Lock / bolt nut stay rods and through bar to anchor plate as per drawing 99/ZK.
 Place anchor plate as per drawing 99/ZA.
 Align base plate, slot block segments on the base plate starting with the segment G to A as per
drawing 99/ZD and 99/Z.
 Once all block segments are placed, compact/ram soil above and around block segments as per
drawings 99/ZA.
 Assembly stay wire as per drawing 99/ZR.

Work Procedure:
 Position the E.P.V. and crane to suit the nature of work or position the ladder against the pole and
secure with head rope Refer to Distribution Safe Work Procedure Dist. 02 for E.P.V and Dist. 01
for ladders
 Secure pole with crane, if either the pole is badly burnt, rotten or damaged.
 Sling around the cross arm and hook hand line and chain hoist to it
 Use the crane to lift the conductor to gain slack on the span and disconnect it from the insulator,
and place the conductor on the ground
 Use the crane to dismantle the cross arm
 Disconnect the earth wire from the earth wire raiser and lower it to the ground by using crane
repeat the same procedure to lower the earth wire on the other pole of the structure if needed.
 Disconnect the stay wires from the pole
 Pull out the pole from the ground with the use of the crane. Some digging is required around the
pole to ease this process

Structure

Safety Procedures:

Work Procedure:
 Position the E.P.V. and crane to suit the nature of work or position the ladder against the pole and
secure with head rope Refer to Distribution Safe Work Procedure Dist. 02 for E.P.V and Dist. 01
for ladders
 Mount temporary ground stay on to the adjacent poles
 Secure pole with crane, if either the pole is badly burnt, rotten or damaged.
 Secure strop around cross arm and hook hand line block to it
 Send up tool bag containing tools and equipment to be used.
 disconnect the jumpers and open binding wire from jumper pin insulators (if applicable)
 Use the crane to lift the conductor using strain plate or steel wire connecting both ends of the
conductor and disconnect from the insulator place the conductor on the ground
 Use the crane to dismantle the cross arm
 Disconnect the earth wire from the earth wire bracket and lower it to the ground by using
crane repeat the same procedure to lower the earth wire on the other pole of the structure if
needed.
 Disconnect the stay wires from the pole
 Pull out the pole from the ground with the use of the crane

Work Procedure:
 Take 5 & ensure that work plan and JSA is signed before commencement of work
 Position winch about 20m from tower base off line to tower face.
 Hold winches with vehicle or tie it to a tree to hold the pulling weight of the winch.
 Erection Jib is winced up to one of the corner legs of the tower base, off line to tower face and
secured by ropes to base leg and steel members.
 Repositioning and raising of erection Jib is carried out by using winch and minimum of 6 persons
to hold it at top, middle and bottom for balance.
 Whole tower is assembled on the ground in sections starting from legs, spiders, common body,
superstructure and cross arms.
 Lift two legs which are on the side of the Jib, one at a time and the third lift is the leg which is
straight in line with the Jib.
 Slack Jib ropes, lean it to forward to connect cross piece members and tighten bolts
 Lift the Jib up and position it on cross piece braces, a minimum of 3 cross piece brace is to
support the Jib, secure the Jib with ropes as usual. Balance rope is also tied to two sides of the Jib
And secured to both side leg members.
 Forth leg is lifted in the usual manner, fitting is assisted by pulling the two wind ropes tied at the
top and bottom on the raised leg and also by the whistle man on top of the Jib. All cross member
and spiders are connected with Jib cleared out of way in the usual manner.
 When the assembled section is lifted, the ground man and whistle man must be careful to see no
steel member is damaged.
 Lift up the Jib allowing 3 cross piece to secure it in the usual manner.
 Lift the common body section, when ¾ up open the small rope and the person on top of the Jib
will control the movement by hand. Lift the two side sections and the one that is in line to Jib.
Lean the Jib and connect the crosspiece members.
 Move up the Jib 3 crosses pieces to support the Jib, and secure it in the usual manner.
 Lift the last section of the common body in the usual manner, connect the crosspiece members
and tighten bolts.
 Move up the Jib this time in the middle of the cross piece of the common body and it by rope in
the usual manner.
 Lift the first face section of the superstructure connect braces and tighten bolts, likewise raise the
second face section of the superstructure and connect braces and bolts.
 After the superstructure braces are fixed, move the Jib and hook it to the first superstructure cross
piece brace. From that position, lift the single cross arm, top cross arm and bottom cross arm.
 Lower the Erection Jib in the usual manner.
 Carry out tower revision work, tighten all the nuts and bolts, punch all the bolt thread at 3 places
and paint the punched bolts.
 Safely come down the tower

 Place Jib on the third cross piece member of the common body on the off line face of the tower
and secure with ropes.
 Open in line crosspiece of the superstructure members and take out both face section of the
superstructure in the usual manner, take out the furthest section of the common body.
 Place Jib on third crosspiece of the off line corner leg, Take out common body section starting
with both side once and then the one in line with the Jib. Take out the leg furthest from the Jib.
 Place Jib on the corner off line of the tower base and secure it in the usual manner. Take out both
corner legs one at a time and then the leg that is in line with the Jib.
 Lower Jib to the ground.
 Open all the assembled tower members piece by piece and bundle it

4. Set up drums on drum stand at site.
5. Place ladders and tie head ropes to the pole (Refer to distribution safe work procedure no.
DIST 01). An elevated platform may also be used (Refer to distribution safe work procedure
no. DIST 02).
6. Install set of aluminum rollers on cross arms or the insulators if post insulators are used.
7. Stringing will depend on the site, either done manually or using the motorized winch.
8. Commence stringing.
9. Use rollers to move the conductors along between poles to balance the sag between two
termination points.
10. Use dynamometer attached to chain hoist to tension the conductor to required tension
depending on the conductor used and the span length, on rough terrains, use the winch to
tension the conductors to their required tension depending on the conductors used and the
span length.
11. Apply the preformed dead-ends or the compression dead-ends to secure the conductor to the
strain hardware.
12. Apply the armor rod around the conductor on all suspension pole then bind it to the pin
insulator or clamp it to the post insulator or the suspension insulator.
13. Connect jumpers to corresponding phases at termination points.

depending on the earth wire used and the span length, on rough terrains, use the winch
to tension the earth wire to their required tension depending on the earth wire used and
the span length.
13. Apply the performed dead-ends or the compression dead-ends to secure the earth wire to the
strain clamp on the pole.
14. Clamp the earth wire to the eye bolt fitted on the earth raiser using the earth wire basket
(Trunion clamp).
15. Connect jumpers and the earth droppings

 Team member on lower cross arm to Clamp Portable Earth lead on mounted Earth plate
 Earth the two bottom conductor first and hoist the last earth stick to the top crew member for
earthing of the top conductor.
 Reverse the procedure when removing the working earth.
 Working Earth is to be installed one span away from the tower where repair work is to be carried
out

Procedure No: TRANS - 46: Replacing Jumper Cross arm/Pin
Insulator on three pole structures.

Safety Procedures:
 Ensure that communication is maintained with the National controllers at all times.
 Ensure that 33kV and 11kV (if applicable-HV line under 33kV Line) switching is done to
isolate the subjected area, test for Isolation and system earth applied on both end as stipulated
under PTW.
 Test for electrical isolation on working location and obtain a PTW.
 Place working earth - Refer to Distribution Safe Work Procedure Dist-08: Earthing of Overhead
Line
 Ensure that work group has signed ON the PTW and appoint a safety observer.
 Check all tools and equipment are operational and in safe working order
 Ensure all Team members with appropriate PPE.
 Take 5 & Ensure that work plan and JSA is signed before commencement of work

Work Procedure:
 Position the E.P.V to suit the work or Position ladders against pole and secure head rope-Refer to
Distribution Safe Work Procedure Dist. 02 for E.P.V and Dist. 01 for ladders
 Position hand line onto the Pole step.
 Send up tool bag containing tools to be used.
 Unbind conductors from insulators. Wound
 Elevate crane truck boom and securely hook the conductors one at a time and bind it on top the
pole.
 Remove the old cross arm
 Lower cross arm to ground
 Secure strop (lifting belt) on the center of the dressed cross arm and elevate the cross arm with
the crane truck boom.
 Lift conductor one after another with the use of crane truck and place it on the pin insulators.
 Rebind conductors to insulators.
 Sign off PTW and carry out reverse switching

Procedure No: TRANS - 47: REPLACING SINGLE POLE ON THREE POLE STRAIN STRUCTURES.

Safety Procedures:

 Ensure that 33KV switching is done to isolate the subjected area as stipulated under PTW.
 Test for electrical isolation, take PTW and put on working earth sticks. - Refer to Distribution
Safe Work Procedure Dist-08: Earthing of Overhead Line
 Ensure that work group has signed the PTW and appoint a safety observer, identify pole number
 Ensure all tools and equipment are operational and in safe working order
 Briefing of work to be done
 Availability of approved work plans.
 Take 5 & ensure that work plan and JSA is signed before commencement of work

Work Procedure:
 Position the E.P.V. to suit the nature of work or position the ladder against the pole and secure with head rope Refer to Distribution Safe Work
Procedure Dist. 02 for E.P.V and Dist. 01 fo ladders
 Mount temporary ground stay on to the adjacent poles
 Secure pole with crane, if either pole is badly burnt, rotten or damaged.
 Send up tool bag containing tools and equipment to be used.
 disconnect the jumpers and open binding wire from jumper pin insulators (if applicable)
 Place come along on both side of the conductor then hoist together to gain slack and remove from insulator and lower to ground or secure to safe place
using crane.
 Same procedure to be used for removing earth wire.
 Disconnect the stay wires from the pole
 Pull out the pole from the ground with the use of the crane
 Clear the hole of any fallen soil by the borer or digger to the standard depth.
 Dress the new pole with the bracket scarfing, pole strap and pole step and the earth wire clamp
 Place a reference mark 4 meters from the base of the pole, to assist in aligning of the pole
 Erect the poles one at a time, ensure that the pole depth are of the same level
 Mount the jumper cross arm/insulator on the new pole
 Install the suspension insulator onto the cross arm
 Use the crane/winch to hoist the earth wire to the earth clamp/eyebolt
 Use the crane/winch to hoist the conductor to the bracket/eye bolt
 Connect the conductor jumpers
 Safely come down to the ground and sign OFF on the PTW
 Normalize the power supply
