TECHNICAL QUERY PROCEDURE

1 INTRODUCTION

Effective communication between all parties is an important factor in ensuring that ROO
Project requirements are clearly understood and implemented.

This Technical Query (TQY) procedure provides a formal process of submitting and
resolving any issues requiring clarification or response from COMPANY or its
CONTRACTORS and SUPPLIERS. In addition, to providing an audit trail of how any
resulting decisions and/or changes are managed and approved

1.1 Scope

The process described by this document, shall apply to the execution phase of work being
carried out by COMPANY and its CONTRACTORS and SUPPLIERS

Queries related to Engineering clarifications or Technical clarifications from any International


Codes, Standards or Specifications that have been formally adopted by ROO, shall be
addressed by Technical Query.

This process shall not to be used as a tool to manage outstanding works, manage non-
conformances, interface management, or requesting missing documents and drawings.

NOTE: If any APPROVED TQY results in a commercial and/or schedule impact to the
CONTRACT, CONTRACTOR shall not implement the resolution detailed in the APPROVED
TQY until such times that he is formally authorized to do so by means of a VARIATION or
AMENDEMENT issued under CONTRACT

Where TQY is determined to require a formal Deviation Request, this shall be processed
through PMCS.

A formal Deviation Request is required for any deviation from the codes, standards and
specifications formally adopted by ROO Projects documents listed in, ROO index of
Engineering Codes and Standards, 0000RP-C-G0-G000-QA-IDX-0001

1.2 Purpose

The overall purpose of this document is to define the process for recording, managing and
responding to TQY’s.

Specifically this serves to:

• Provide a formal system by which TQY’s can be answered between all parties
including, COMPANY, CONTRACTOR and SUPPLIER
• Maintain an audit trail of how any resulting decisions and/or changes are managed
and approved.
• Ensure that all technical queries are answered by the appropriate authority, related to
their area of responsibility.
• Ensure that TQY’s are documented and processed in a timely and controlled manner.
• Ensure a full understanding of the process when raising, responding to and closing
out TQY’s.

3 DEFINITIONS

The COMPANY consists of British Petroleum Iraq NV (BP), PetroChina


(CNPC), the Southern Oil Company (SOC) and the State Oil Marketing
COMPANY
Organisation of Iraq (SOMO), all of whom make up the Rumaila
Operating Organisation (ROO).

Shall mean the formal agreement between COMPANY and


CONTRACT
CONTRACTOR or SUPPLIER

The party which carries out all or part of the described work and services
CONTRACTOR specified by the COMPANY. The CONTRACTOR may undertake all or
part of the duties of the CONTRACT

6 PROCEDURE & RESPONSIBILITIES

6.1 Initiating TQY’s (version A1)

Initiator may be a COMPANY Representative or an approved CONTRACTOR or SUPPLIER.

They shall be responsible for,

• Initiating TQY’s with the required information, utilising the current revision of the ROO
Technical Query Template, shown in Appendix 1 of this procedure.
• Allocating the TQY with a unique number in accordance with ROO Specifications,
- 0000RP-C-G0-G000-DM-SPC-0002, (Technical Document Numbering
Specification)
- 0000RP-C-G0-G000-DM-SPC-0007, (Supplier Document Numbering
Specification)
• Uploading the TQY at version (A1) to the ROO CIS (sharecat), for distribution and
response by the required parties.
• Advising ROO DCC of distribution.

NOTE:- When COMPANY issues a TQY to a CONTRACTOR or SUPPLIER, this will be


done by ROO DCC on manual transmittal, not in the ROO CIS (sharecat).

Each TQY shall be populated with the required information, as identified below before
uploading to the ROO CIS (sharecat) at version (A1).

6.2 Responding to TQY’s (version A1)

The response to TQY’s, shall be by the Engineering team within ROO or its approved
CONTRACTOR or SUPPLIER.

They shall be responsible for,

• Providing a response and processing TQY’s, ensuring that the relevant technical
personnel have participated in the response and/or approval of the TQY.
• Identifying any requirements for an MOC.

• Uploading the completed TQY at version (A1) to the ROO CIS (sharecat), for close
out and agreement by the Initiator. (ROO CIS (sharecat), does not accept TQ’s at
version A2).

NOTE:- When CONTRACTOR or SUPPLIER is responding to a TQY raised by


COMPANY. This shall be done by manual transmittal to ROO DCC,
ROOPROJDC@roobasra.com, not in the ROO CIS (sharecat).

Each TQY response shall be populated with the required information, as identified below
before uploading to the ROO CIS (sharecat) as version (A1).

6.3 Closing TQY’s (version A3)

The agreement of response and close out of TQY’s shall be by the Initiator.

They shall be responsible for,

• Ensuring that all TQY’s are closed out in a timely manner


• Uploading the completed TQY at version (A3) to the ROO CIS (sharecat), for
distribution to the required parties.

NOTE:- Should the TQ response be related to performing/completing a particular task,


i.e. completing construction activity or updating a specification. Close out of the TQY
shall be processed, based on the Technical response not the performance/completion
of an actual activity.

Each TQY shall be populated with the required information, as identified below before
uploading to the ROO CIS (sharecat) at version (A3).
