= | oe : ae PREFACE TO 2008 EDITION The Bund Manual provides comprehensive guidelines to monitor the behaviour of Indus River In Sindh Province, besides design, construction, operation and maintenance of River Bunds (levees) and their allied structures. The Manual also contains instructions for flood management etc, Thus it is a complete Manual to deal with various issues related to River Bunds and structures, etc. It is advisable for all the Irrigation Engineers to keep a copy of Bund Manual with them to provide necessary guidance not only on the issues concerning the River Bunds and Flood Protection Bunds of hill torrents, but also for other matters like construction of structures and canal embankments etc. The Bund Manual was first-published in 1936, for the guidance of the engineers discharging their duties in the Sindh Public Works Department. The second edition was published in 1954, which included further information regarding the historic breaches in the Sukkur Begari Bund and subsequent floods of 1942. After about 24 years again, when the historic floods of 1955, 1956 and 1976 hit Sindh, the need for the third edition of the Bund Manual was very much felt. Thus the third edition was published in 1978, This edition provided for the alteration In the design criteria and specification of the bunds, to cater for higher flood water levels. The DHFL was modified and the design of trench bunds, stone pitching and other structures such as Bund sluices etc were included in it. The 1978 edition of Bund Manual contained very useful, helpful and beneficial information on design, maintenance, operation of bunds and effective regulation, forecasting and finding probabilities of percentages of flood water reaching in geographical boundaries of Sindh Province. The 1978 edition was, however, salient on many topics and subject matter such as design of stone apron on front bunds, necessity of stone spurs and stone apron and “Maintenance Section” of stone apron. As this revision is undertaken after 30 years, this revised, enhanced, updated and refined revision contains satellite imageries for better understanding of river course and application of modern gadgets such as Mobile Phones and IPAQs for faster and immediate transfer of information to reduce the reaction time in the case of any eventuality. The Flood Management Practices as observed in developed countries such as USA has also been been included for making the Flood Management more scientific, efficient and modernized. The concept and usage of satellite, satellite imageries and concept of GIS System has also been included to get a better and more accurate flood/rain and weather forecasting and flood management. I am sure if this bund manual is followed in totality and implemented fully this will provide tremendous help and guidance in converting “SITUATION CRITICAL” to “EVENTUALITY AVERTED”. This revised edition also includes a chapter on Mississippi river and the flood fighting experience on that River, The purpose of adding this chapter is that it will serve as a guideline for future Engineers for further strengthening of River Indus Bunds on those lines when the resources permit. Besides that all the information has been up dated, Also all the plates, drawings, tables and annexures have been update. This revised edition is useful for the engineers in charge of the bunds, as a guide for design of new bunds, stone pitching, spurs, bund sluices and other structures on one hand, and on the other it will also be a helpful too! for the flood fighting, maintenance and repeirs of the bunds and allied structures. and allied structures. This revised version of Bund Manual has been approved by Indus River Commission in its meeting held on the 28" January 2008. It is my sanguine hope that all the Irrigation Engineers of Sindh Province will study this Manual thoroughly and derive meximum benefit out of it, so as to enable them to make useful contribution to the fulfilment of there responsibilities in this field of great national importance aiming at the prosperity and bright future of Pakistan.
