INTRODUCTION
THIS IS TO CERTIFY, that at the request of and on behalf of WORLD OFFSHORE SERVICES, we
attended onboard, Utility Vessel “PW RESOURCE” a Singapore flag vessel of 536 gross registered

tons, while she lay afloat at Hamriyah free zone, Sharjah, UAE on 22 December 2013.
The purpose of our attendance was to carry out a General Condition Survey of the Hull and
Machinery.

Open Deck Area 100 sq.m within the crash rails and forward of towing winch
“PW Resource” is a Towing vessel of all welded steel structure. The forecastle and superstructure is
located forward and it houses the accommodation and the wheelhouse.
Main working deck is protected by solid bulwarks a crash rail of about 2.0 m is provided along the
sides, affording a clear deck space in excess of 100 sq.m. Deck area can be increased to 200 sq. m if
crash rails are cropped and towing winch is removed. Deck is lit by floodlights set on the aft end of
the accommodation they appeared adequate.
The hull was protected by a comprehensive system of rubber tyres, hung by chains from welded pad
eyes on the bulwarks / ship’s side and extending around the stern quarters.

A Single drum towing winch (ZY Marine) was located on the forward part of main deck in a sheltered
housing. A tugger winch is provided adjacent to the towing winch, a capstan is provided on the port
quarter in the vicinity of the stern roller. A stern roller is fitted at the aft end.
The vessel was alongside at the main harbor Hamriyah free zone, Sharjah in sheltered waters, we

attended onboard “PW Resource” while she lay afloat, stern to Jetty on 22 December 2013.
During the time of our inspection, the weather conditions were Light Wind and Calm Sea in Sheltered
Waters. The drafts were as follows:

NOTES ON CERTIFICATION: The vessel UWILD carried out on 19 January 2012 at Abu Dhabi, UAE.

The annual endorsement was carried out for class and statutory on 13 March 2013.
There was extensive damage to propellers noted by class (Refer Class survey status attached); this
damage needs to be dealt with at the time of docking.
Vessels Log Book checked for the last three months there were no entries for grounding or collision
damage. Drills and training entries found up to date in the log books.
3.2 HULL
The condition of the hull as much as visible above the waterline from the jetty and main deck of the
vessel was noted to be satisfactory. Ship’s side was well protected with paint cover. Tyre fenders
along with the securing chains, shackles and pad eyes on both sides were noted to be satisfactory
with no missing fenders; the condition of the forecastle fenders was noted to be poor with frayed
edges. There are minor indentations on the bulwarks at the port and starboard quarters, forecastle
railings on the port side aft part are set in.
3.3 DECKS
Main Deck
The plating found in good condition with paint cover, blistering was seen at places,
Forecastle Deck noted in satisfactory condition with good paint cover. This deck is fitted with a
windlass, which is electro-hydraulically operated.
Windlass tried out to satisfaction, the visible part of anchor chain found in apparent good condition,
swivels and joining shackles showing no signs of wear.
Open Deck areas around the superstructure noted in satisfactory condition with good paint cover.
Solid steel bulwark and bulwark stays on main deck was considered to be overall in good condition
with good paint cover.
Air Vents of fuel and fresh water tanks were generally in good condition with intact meshes and
retaining plates, all vents and sounding pipes marked by means of clear stencils. Two vent heads on
port quarter main deck found missing, crew informed that they were under service and would be
fitted back.
Watertight openings on main deck were noted to be well maintained with intact rubber packing and
well-oiled hinges. The closing mechanism of the WT openings found to be in good working condition.
Mooring Bits, stag horns and fairleads were in apparent good condition; rolling bits were not free
and require lubrication

The Single drum towing winch was tried out. Tugger winch and capstan were found working so also
the anchor windlasses. The davit arm for rescue boat was not tried out (last tested by SOLAS marine
in March 2013).
Bridge deck:
There were four life rafts stowed on this deck, two on each port and starboard side, which noted in
satisfactory condition with service certificate dated 21.1.13.
Monkey Island:
The deck plating was in good condition no significant corrosion or wastage noted on this deck, fresh
paint cover was evident. Guardrails and mast were structurally sound with satisfactory paint
protection. Battery boxes in good condition with no visible corrosion. All antennas were clearly
marked and retaining brackets found in satisfactory condition
No. 4 FW tank (P): was internally inspected, found with intact paint cover. A cement box was seen at
Fr 8 at the junction of the side shell and aft bulkhead.
Forepeak Tank: was internally inspected and no damage s observed, paint cover seems intact all
around save for an area of up to about 70 cms from the tank bottom which bears oil marks
Forepeak store and steering flat were inspected from inside and no note- worthy defects /
indentations
The wheelhouse is fitted with plate glass windows providing good all-around visibility. Navigational
and Engine Control Console is fitted on the forward part of the wheel house. The steering controls
were checked and found operating satisfactorily. There is a fully equipped aft maneuvering station
with Engine, Steering and BT controls.
There is adequate storage and workspace available to conduct normal navigational duties.
Pyrotechnics were kept in the wheelhouse with access for immediate use and noted to be in good
order with no expired pyrotechnics on board.

SAILOR GMDSS A1+ A2+ A3 console with SSB and MF / HF DSC, the vessel has two INM C terminals
and no NBDP.
The SARTs are due for service in April 2014, EPIRB battery valid until June 2020 and EPIRB HRU valid
Sept 15; GMDSS hand held radio batteries are valid to May 15.
SOLAS, COLREG, International Code of Signals, Code of Safe Working Practice, Sailing Directions,
Mariners Hand Book, Nories Nautical Tables, Admiralty List of Lights, Admiralty Tide Tables, Nautical
Almanac and 1 set signal flags.
3.6 LIFE SAVING AND FIRE FIGHTING APPLIANCES (LSA & FFA)
Overall condition verified by spot checks and noted to be in satisfactory condition with all certificates
available onboard.
The vessel is fitted with four life rafts, each of 20 person capacity. The rafts and hydrostatic releases

were last serviced on 21 February 2013.

A total of 30 life jackets are provided on board and are fitted with light (valid 18 Jan 2016) and
reflective tapes.
There are 8 life buoys. Two of these life buoys are fitted on Port & Starboard of main deck.

FOAM & DISPERSANT: the vessel is provided with foam and dispersant tanks of 2.89 cu m each, the
educator and proportionater for dispersant was sighted in the E/R. There are two outlets provided on
the forecastle deck where booms could be fitted. Refer appendix J for details
The engine room was spacious and well kept. Ventilation and Lighting System was satisfactory.
Bilges were generally found dry and floor plates in good condition
The entrance to the Engine Room was from the main deck port side of accommodation. The
machinery and equipment in the Engine Room was clean and very well painted.

Lube oil test report for Main engine (P), (S) and Generator No.1 & No.2 are available onboard (Report
attached).Oil analysis report is provided with an easily readable, color-coded performance
assessment. All the test parameters are within the limits.

Records were available for oil change of ME and AE. Last lube oil renewed for Main engine on 29
October 2013 and Generator on November 2013.
Main Engine Gauges and Alarms were fully operational in the Engine Room - SATISFACTORY
Bridge Control and Emergency Stops in the wheelhouse were operational - SATISFACTORY

FIFI MONITOR : 1 X 750 cum/hr. foam / water monitor is provided complete with remote
operations from the wheel house and a foam tank and propotionater provided in the Engine room,
movement of the monitors on Monkey Island tried out satisfactorily refer to appendix J for details on
foam monitor and dispersant system
The winch operation tried out from local as well as remote control, clutch IN/OUT and brakes on both
drums found working well. The winch is ZY Marine with rated line pull of 35t @ 8M/minute on the
first layer. It has a rated brake holding power of 85t. The vessel does not have a line pull or a brake
test certificate. The winch has been used sparingly, as per the towing log the last towage was one
year ago and for a short duration with the Persian Gulf.
CRANE: The vessel is fitted with an articulated boom crane PALFINGER model PK 15500M, as per
load charts provided the crane has a lifting capacity of 5750 Kg at 2.2 M radius. The crane extensions
were tried out up to the last stage, but no load test performed. The last examination and load test is

dated 25 Feb 2013. This test was carried out by Technical inspection bureau. Report available in
appendix D.
MAIN ENGINE
Main Engine Port, Starboard and all three Generators were completely overhauled in March 2013.
(Report Available on-board).Main engine was tried out, all trips and alarms on both main engines,
found satisfactory. Visual alarm found working but audible alarm is not working in the alarm panel.
No abnormal noise or leakage found during the inspection.
The anticipated jobs for the Main engine during dry dock will be 4000 hrs. routines covering the
following:
The superstructure was noted to be structurally sound, well protected by paint cover and gave a
good cosmetic appearance.
The accommodation is housed within the superstructure and consists of one common room located
on the main deck level. It serves as dining area and adjoins the galley. One common toilet with two

WCs and two showers is located adjacent to this common room, washing machines are provided in
this area. There is a recreation room built into the dining area, where there is a TV and DVD provided.
The accommodation consists of a four one man cabins with attached toilet on the forecastle deck.
There are two offices and a prayer room on this deck
There are three four man cabins and 2 two men cabins below deck, they share the common toilet on
the main deck
There is a walk in chiller and freezer so also a dry provision store, general cleanliness and hygiene in
these areas found satisfactory.
The galley contained an electric cooking range fitted with 4 hot plates, with filtered extractor above.
Air conditioning is provided by one AC plant with AHU on the on main deck.
3.9 MANNING
Vessel complies with the Safe Manning requirements of Singapore flag for 10 crew including the
Master are noted to be adequate for this size of the vessel.
The crews appeared to be willing and were forthcoming with the documents and records.
Fire Fighting Appliances and Life Saving Equipment considered satisfactory. Service dates of LSA and
FFA were found valid and the required certificates were held onboard.
Pyrotechnics and Line Throwing Apparatus found valid, so also the GMDSS radio, SART and EPIRB
batteries.
No significant defects were noted to the vessel’s main structure. The hull as sighted and the exposed
decks were found structurally sound with good paint cover.
Deck Fittings and Equipment were generally in good condition, towing winch, tugger and capstan
have not been in use for a long period as the last towing job done was in July 2012.
Accommodation and Store Rooms are very well maintained with good house-keeping evident.

7. ME alarms – visual alarm found working but audible alarm is not.
The Master, Chief engineer and crew were found helpful. The survey was carried out with full co-
operation of the ship’s staff without any delay to the vessel or its operations and with minimal
disruption to the vessel’s staff.
Our examination was made without any removals or opening up to expose parts ordinarily concealed
or testing for tightness and is subject to any conditions which would have been revealed if such
procedures had been accomplished. Further no determination of stability characteristics or inherent
structural integrity has been made and no opinion is expressed thereto.
In our opinion the tug “PW Resource” is in good condition with all documentation up to date as
revealed by the certificates.
