PART 65 – LICENSING OF AIRCRAFT MAINTENANCE ENGINER

SUBPART A - GENERAL

65.1 Applicability

This Part prescribes the requirements for the issue or renewal of:

(a) aircraft maintenance licences, certificates and ratings; and

(b) the privileges and limitations of those licences, certificates and ratings.

65.2 Definitions

The following definitions apply to this Part:

A basic certificate is equivalent to a licence without ratings and is issued by the


DGCA to persons who meet the age, knowledge, skill and experience requirements
of this Part.

A certificate of maintenance approval is equivalent to a licence, but the group or type


ratings may be limited in respect of validity and scope.

A licence is the document described in Annex 1, Chapter 4, paragraph 4.2.

A group rating is a rating covering a group of aircraft or components. Groups of


aircraft or components shall be as determined by the DGCA.

A type rating is a rating for a specified individual aircraft or component.

A group or type rating, when added to a basic certificate, is a licence.

The scope of a group or type rating defines the range of aircraft or components for
which the rating is valid. The scope of a licence rating is fixed. The scope of a rating
on a certificate of maintenance approval may be limited as the DGCA decides.

When referred to in this Part, a workshop engineer, is a person who holds a licence
rating or a certificate of maintenance approval granting privileges for the certification
of specified aircraft or components after overhaul or repair.

65.3 Conformity with International Standards

Licences, certificates and ratings issued under this Part conform to the minimum
standards of Annex 1 to the Convention on International Civil Aviation.

65.5 Licences and certificates

The following licences, certificates and ratings are issued under this Part:

(a) basic certificates in one or more of the following categories:

(1) A1 - airframe, aeroplane

(2) A2 - airframe, helicopter

(3) A3 - piston engines

(4) A4 - turbine engines

(5) C1 - radio

(6) C2 - instruments

(7) C4 - electrical

(b) licences in one or more of the following categories:

(1) airframes

(2) engines

(3) electrical

(4) instrument

(5) radio

(c) certificates of maintenance approval

(d) type and group ratings listed in Appendix A

(e) aircraft and component ratings.

65.7 Application for licences, certificates and ratings

(a) Each applicant for the grant of a licence or certificate shall complete Form KU-
071 or DAC Form 65.01, as appropriate, and submit it to the DGCA with a
payment of the appropriate application fee prescribed by regulations made
under the Act.

(b) Each application for a licence or certificate shall include a statement of


experience, signed by a person or persons with knowledge of the applicant’s
experience, showing that the applicant has complied with the appropriate
experience requirements of this Part.

(c) Each applicant for the grant of a licence or certificate on the basis that they are
the holder of a current licence or certificate issued by a foreign contracting
State to the Convention shall, in addition to the requirements of paragraph (a),
produce that licence or certificate to the DGCA.

(d) Each applicant for the grant of an aircraft maintenance engineer licence rating
shall complete DAC Form 65.01 and submit it to the DGCA with a payment of
the appropriate application fee prescribed by regulations made under the Act.

(e) Forms DAC 65.01 and KU-071 shall require:

(1) the name and address for service in Indonesia of the applicant; and

(2) such further particulars relating to the applicant as may be required by the
DGCA as indicated on the form.

65.9 Issue of licences, certificates and ratings

(a) An applicant is entitled to a licence, certificate, or rating issued by the DGCA


under this Part if the DGCA is satisfied that:

(1) the applicant is a fit and proper person, and

(2) the applicant has sufficient ability in reading, writing and understanding the
English language to enable him or her to carry out the responsibilities of
the holder of that licence, certificate, or rating, and

(3) the applicant meets the eligibility requirements in the appropriate Subpart
for the licence, certificate, or rating, and

(4) the granting of the licence, certificate, or rating is not contrary to the
interests of aviation safety.

(b) An applicant for the grant of a licence, certificate, or rating on the basis that
they are the holder of a current licence or certificate issued by a foreign
contracting State to the Convention is eligible to a licence or certificate if the
DGCA is satisfied that:

(1) the applicant is the holder of an acceptable licence or certificate, and

(2) the applicant is a fit and proper person, and

(3) the granting of the certificate or licence is not contrary to the interests of
aviation safety, and

(4) the applicant has passed the Air Law examination and oral examination
required by this Part.

65.11 Validity and renewal of licences and certificates

(a) Unless suspended or cancelled by the DGCA, a licence or certificate shall remain
valid for the period specified in the document and such period shall not exceed
two years from the date of issue or previous renewal of the document.

(b) Upon application to the DGCA, and showing compliance with this Part, the
period of validity of such licences and certificates may be renewed for a further
period not exceeding two years.

(c) An applicant for the renewal of a licence or certificate and the holder of a valid
licence or certificate shall not exercise the privileges of the document unless,
within the immediately preceding 24 months, has for periods totaling at least 6
months:

(1) Exercised the privileges of the licence or certificate; or
(2) Supervised the maintenance of aircraft relevant to the ratings held in an
executive capacity; or

(3) Performed a technical training function relevant to the ratings held in an


approved maintenance training organization; or

(4) Engaged in any combination of subparagraph (1), (2), or (3).

(d) Where an applicant does not meet the requirement of (c), the applicant shall
show compliance with the requirements for the initial issue of a licence or
certificate.

(e) It shall be the responsibility of the holder of a licence or certificate to present the
original document at the appropriate office of the DGCA before the date of expiry,
together with a written statement detailing experience acquired during the
previous 24 months, a current address for correspondence, and the name and
address of the present employer.

65.13 Certificate of competency

Each application for a basic examination shall be accompanied by a certificate of


competency, (Form KU-071) signed by a person approved by the DGCA for the
purpose, showing that the applicant has complied with the technical skill
requirements of this Part.

65.15 Licence and certificate document

The DGCA shall issue to each applicant who has qualifications for the grant of a
licence or certificate under the terms of this Part a licence or certificate document
which shall specify the applicant’s licence or certificate number and the ratings
granted.

65.17 Examinations: General

(a) Examinations prescribed by or under this Part are given at times and locations,
and by persons, designated by the DGCA.

(b) The minimum-passing grade for each examination is 70 percent.

(c) An applicant for a licence or certificate shall pass the basic knowledge written,
oral and practical examinations in the subjects appropriate to the category
sought. The DGCA shall conduct all basic examinations. The basic knowledge
syllabus for each category is specified in Appendix B.

(d) The DGCA may issue a licence or certificate to persons who pass the basic
knowledge examination.

65.19 Cheating or other unauthorized conduct

(a) Except as authorized by the DGCA, no person may:

(1) Copy, or intentionally remove, an examination paper, or any portion of an
examination paper, which is intended for use under this Part;

(2) Give to or receive from another person any part or copy of an examination;

(3) Give help on an examination to, or receive help on an examination from,


any person during the period that examination is being given;

(4) Take any part of an examination on behalf of another person;

(5) Use any unauthorized material or aid during the period that examination is
being given; or

(6) Intentionally cause, assist, or participate in any act prohibited by this


paragraph.

(b) No person who commits an act prohibited by paragraph (a) of this section is
eligible for any Licence or certificate rating under this Part for a period of 1 year
after the date of the act. In addition, the commission of that act is a basis for
suspending or revoking any Licence or certificate and rating held by that person.

65.21 Re-examination after failure

An applicant for a written, oral, or practical examination for a licence or certificate, or


for an additional rating under this Part, may apply for re-examination:

(a) Not less than 30 days after the date the applicant failed the examination; or

(b) Before the 30 days have expired if the applicant presents a signed statement
from the holder of a licence and rating sought by the applicant, certifying that
person has given the applicant additional instruction in each of the subjects
failed, and that the applicant is considered ready for re-examination.

65.23 Falsification of documents

(a) No person may make or cause to be made :

(1) any fraudulent or intentionally false statement on any application for a


licence or certificate and rating under this Part;

(2) Any fraudulent or intentionally false entry in any logbook, record, or report
that is required to be kept, made, or used, to show compliance with any
requirement for any Licence or certificate and rating under this Part;

(3) Any reproduction, for fraudulent purpose, of any Licence or certificate and
rating under this Part; or

(4) Any alteration of any Licence or certificate and rating under this Part.

(b) The commission by any person of an act prohibited under paragraph (a) of this
section is a basis for suspending or revoking any licence or certificate and rating
held by that person.

65.25 Change of address

Within 30 days after any change to a permanent mailing address, the holder of a
licence or certificate issued under this Part shall notify the appropriate office of the
DGCA, in writing, of the new address.

65.27 Suspension or cancellation

Upon the suspension or cancellation of a licence or certificate the holder shall return
the licence or certificate document to the appropriate office of the DGCA.

65.29 Medical fitness

Holders of a licence or certificate shall not exercise the privileges of that licence or
certificate if they know or suspect that their physical or mental condition renders them
unfit to exercise such privileges.

65.31 Display of licence or certificate

Each person who holds a licence or certificate shall keep it within the immediate area
where that person normally exercises the privileges of that licence or certificate and
shall present it for inspection upon the request of an authorized representative of the
DGCA.

SUBPART B – AIRCRAFT MAINTENANCE ENGINEER LICENCE

65.41 Eligibility requirements

A basic certificate may be issued to a person who is not less than 19 years of age
and meets the applicable requirements of this Subpart. A licence may be issued to a
person who meets the following age, knowledge, skill and experience requirements:

(a) Is not less than 21 years of age.

(b) Has passed the written examinations, or their equivalents, including an


examination in Air Law, that are acceptable to the DGCA and relevant to the
duties and responsibilities of a licence holder in the category of licence sought.

(c) Has passed an oral examination covering the person’s understanding and
practical application of the duties and responsibilities exercised by the holder of
a licence.

(d) Has met the experience requirements specified in this Subpart.

(e) Is able to read, write, speak and understand either the Indonesian or the English
language, and to read, write and understand technical English as used in
manufacturers manuals.

(f) Has satisfactorily completed ONE of the following :

(1) A traineeship in an aviation technical trade, of forty eight months of practical


aviation related experience, including formal technical training with the
procedures, practices, materials, tools, machine tools, and equipment

generally used in constructing, maintaining, or modifying airframes,
powerplants, or avionics equipment, gained at any time; or

(2) A traineeship in an appropriate non-aviation technical trade, and thirty six


months of practical aviation related experience with the procedures, practices,
materials, tools, machine tools, and equipment generally used in constructing,
maintaining, or modifying airframes, powerplants, or avionic equipment,
gained following completion of the traineeship; or

(3) A total of sixty months of practical aviation related experience with the
procedures, practices, materials, tools, machine tools, and equipment
generally used in constructing, maintaining, or modifying airframes,
powerplants, or avionic equipment; or

(4) A course of integrated training, including at least thirty-six months of


supervised training and experience, conducted by the holder of an approved
maintenance training organization certificate issued under CASR Part 147
that authorizes the conduct of such course.

65.43 Issue and extension of licences

The DGCA may grant a licence to an applicant who meets the requirements of this
Part, and may subsequently extend the privileges of such licence by endorsing in it
additional categories where the holder has applied for such extensions and has
shown compliance with the requirements of this Part or is considered qualified by the
DGCA.

65.45 Recognition of foreign licences

(a) The DGCA may, upon application, issue an Indonesian licence to the holder of a
valid licence (or equivalent) issued by an ICAO Contracting State provided the
applicant:

(1) Complies with the requirements of this Part.

(2) Passes an examination on Indonesian Civil Aviation Safety Regulations


appropriate to the rating(s) sought.

(b) A licence issued under this Subpart shall include ratings as included in the
applicant’s original licence if:

(1) The applicant has satisfied the DGCA that they has recent experience on
such aircraft ratings; and

(2) Such aircraft are on the Indonesian Register.

65.47 Privileges

(a) Subject to paragraph (b) and the requirements of Part 145, an aircraft
maintenance engineer licence authorises the holder to:

(1) perform or supervise the maintenance of an aircraft or component, and

(2) release an aircraft or component to service after maintenance has been


performed.

(b) The holder of an aircraft maintenance engineer licence shall not exercise the
privileges of that licence on an aircraft or component unless that person:

(1) holds a type or group rating for that aircraft or component, and

(2) is familiar with all the relevant information relating to the maintenance and
airworthiness of the particular aircraft for which the licence holder is signing
a Maintenance Release or such components which the licence holder is
certifying as being airworthy, and

(3) complies with 65.11 (c) of this Part.

SUBPART C – LICENCE RATINGS

65.51 Applicability

(a) This Subpart prescribes the regulations governing group ratings and type
ratings.

(b) Each licence category may be granted ratings as specified in this Subpart.

(c) The DGCA may issue a licence and rating with such limitations as considered
necessary.

(d) The privileges and limitations of a licence issued under this Part are as
prescribed in this Part and in Part 43.

65.53 Eligibility requirements

To be eligible for the grant of a group or type rating a person shall:

(a) hold a current aircraft maintenance engineer licence in the category to which the
rating relates, and

(b) has completed at least:

(1) six months practical experience on the type or group of aircraft or


components for which the rating is sought, and

(2) submit a schedule of experience in a format approved by the DGCA, and

(c) has successfully completed:

(1) examinations acceptable to the DGCA, or

(2) a course of training relevant to the type of aircraft or components for which
the rating is sought:

(i) conducted by the holder an aviation training organisation certificate


issued under Part 147 which authorises the conduct of such a
course, or

(ii) conducted by the manufacturer of the applicable aircraft or
component, or

(iii) approved by the competent authority of a foreign contracting State.

65.55 Privileges

(a) A group rating authorises the holder of an aircraft maintenance engineer licence
to exercise the privileges of that licence on any aircraft or component falling
within the definition of the applicable group in Appendix A.

(b) Subject to the requirements of Part 145, a type rating authorises the holder of an
aircraft maintenance engineer licence to exercise the privileges of that licence
on the type of aircraft or component specified on that rating.

SUBPART D – CERTIFICATES OF MAINTENANCE APPROVAL

65.61 Applicability

This Subpart prescribes regulations governing the issue of certificates of


maintenance approval and the privileges and limitations of that certificate.

65.63 Eligibility requirements

To be eligible for a certificate of maintenance approval a person shall:

(a) be not less than 21 years of age and have practical experience, acceptable to
the DGCA, for the particular type or group of aircraft or components for which
the certificate of maintenance approval is sought, and

(b) for the particular type or group of aircraft or components for which the certificate
of maintenance approval is sought,

(1) have successfully completed a course of training acceptable to the DGCA,


and

(2) have passed examinations, including an examination in Air Law and


Airworthiness Requirements, that are acceptable to the DGCA.

65.65 Privileges

(a) A certificate of maintenance approval specifies the privileges that the certificate
holder may exercise.

(b) A certificate of maintenance approval may authorise any person:

(1) Who is a licence holder, to perform maintenance on, and certify for release to
service, any aircraft type for which that person does not have the practical
experience required by Subpart C for the grant of a rating, or

(2) Who is not the holder of a licence, but is a workshop engineer who satisfies
the DGCA that he or she is competent, to perform or supervise-

(i) The maintenance or special process specified on the certificate on an


aircraft or component, and certify that aircraft or component for
release to service, or

(ii) Maintenance on, and certify for release to service an aircraft issued
with an experimental airworthiness certificate under Part 21, Subpart
H.

APPENDIX A

Group and Type Ratings

1. Groups

Ratings may be issued in the following groups:

(a) Airframes

Group 1: metal stressed skin unpressurised aeroplanes with fixed landing gear
and not exceeding 5700 kg

Group 2: metal stressed skin unpressurised aeroplanes other than Group 1

Group 3: aeroplanes with principally wooden or tubular structure, fabric


covered

Group 4: aeroplanes constructed principally of fibre reinforced plastic (FRP)


or similar material

Group 5: piston engined helicopters

Group 6: turbine engined helicopters

(b) Engines

Group 1: normally aspirated piston engines

Group 2: turbocharged, supercharged or radial piston engines.

(c) Electrical

Group 1: electrical systems in pressurised aeroplanes of 5700 kg or less and


unpressurised airframes which have as their primary source of power:

(i) DC generators, or
(ii) Starter generators, or
(iii) Alternators with self-contained rectifiers

Group 2: electrical systems which have as their primary source of power:

(i) DC generators, or starter generators, and have frequency wild


alternators installed for secondary services, or
(ii) constant frequency AC from alternators driven by constant speed drive
units.

(d) Instruments

Group 1: general aircraft instrument systems; basic flight instrument systems;
oxygen systems; cabin pressurisation and air conditioning systems other than
those fitted to pressurised aeroplanes of 5700 kg or more

Group 2: autoflight and navigation systems including air data computer


systems, servo driven instruments, remote gyro systems including remote
reading compasses, automatic flight control systems and inertial navigation
systems other than those fitted to pressurised aeroplanes of 5700 kg or more.

(e) Radio

Group 1: airbornes communication systems including VHF, HF, CVR, audio


and ELT

Group 2: airborne navigation systems including ADF, VOR, ILS, VLF,


Omega, marker beacon, GPS and GNSS

Group 3: airborne primary and secondary radar including weather radar,


doppler, radio altimeter, DME, transponder and TCAS.

2. Types

Ratings for the following aircraft or components shall be issued by the DGCA as type
ratings for the individual aircraft or component types:

(a) Airframes:

Pressurised aeroplanes and helicopters that the DGCA considers are not
included in the Airframe Group 5 and 6 rating

(b) Engines:

Turbine powerplants

(c) Electrical:

Electrical systems and equipment installed in pressurised aeroplanes of more


than 5700 kg

(d) Instruments:

Integrated flight systems installed in pressurised aeroplanes of more than


5700 kg

(e) Radio:

Complete radio installations installed in pressurised aeroplanes of more than


5700 kg

(f) Components:

Overhaul and maintenance of aircraft components listed in 145.31 and 145.33.

APPENDIX B

Examination syllabus

An applicant for a licence or certificate issued under this Part shall demonstrate a
level of knowledge relevant to the privileges to be granted and appropriate to the
responsibilities of a licence or certificate holder, in at least the following subjects:

(a) Air Law and Airworthiness Requirements

Rules and regulations relevant to a licence or certificate holder including applicable


airworthiness requirements governing certification and continuing airworthiness of
aircraft and approved aircraft maintenance organisation and procedures.

(b) Natural Science and Aircraft General Knowledge

Basic mathematics, units of measurement, fundamental principles and theory of


physics and chemistry applicable to aircraft maintenance.

(c) Aircraft Engineering

Characteristics and applications of the materials of aircraft construction including


principles of construction and functioning of aircraft structures, fastening techniques,
powerplants and their associated systems, mechanical, fluid, electrical and electronic
power sources, aircraft instrument and display systems, aircraft control systems, and
airborne navigation and communication systems.

(d) Aircraft Maintenance

Tasks required to ensure the continuing airworthiness of an aircraft including


methods and procedures for the overhaul, repair, inspection, replacement,
modification or defect rectification of aircraft structures, components and systems in
accordance with the methods prescribed in the relevant Maintenance Manuals and
the applicable Standards of airworthiness.

(e) Human Performance and Limitations

Human performance and limitations relevant to the duties of a licence or certificate


holder.
