“A Law Proposal about the Financial, Psychological and Medical Aid to be given by the State to
Orphaned Minor Filipino Citizens In Relation to the Doctrineof ParensPatriae”

1. With regards to the meaning of the guardian in the in the law proposal, what is a more
convenient and appropriate term to use, guardian as used in the layman’s term or guardian
under the law?
2. Would you suggest that we limit the meaning of the guardian as a person and not a guardian as
an institution?
3. The law in order to be effective needs proper funding, does the government have fund for this
law proposal?
4. The orphans in our proposal are required to study in order to receive the benefit they need, but
what if they did not continue their studies? What is a possible sanction for the said orphan?
5. What if the guardians failed to fulfill his duties and responsibilities as a guardian of the orphan
or what if he abused his rights as a guardian to the said orphan. What is a possible sanction for
the guardian?
6. Do you have any suggestions or comments that are relevant to our proposal?
7. When it comes to the allowance of the orphans, is it advisable to give vouchers instead of cash?
8. When it comes to the psychological assistance, is it advisable that the guidance counselors in
their school will be the one to supervise their psychological growth?
9. Is the law proposal constitutional?
10. Is the law proposal promoting social justice or selective justice?
11. if we disregard the minors in the orphanage, will this proposal become selective justice?
