1.0 DEFINITIONS:
1.1 The General Instructions
* Are compilation of instructions and information of general interest to Saudi Aramco - SAO
departments. O&IE has functional responsibility for the General Instructions. Permission for a
variance from a General Instruction must be granted by the Department Head (or higher) of the
Controlling Organization. No confidential documents are included in the General Instructions
collection.
2.0 PURPOSES:
All Company manuals are designed to accomplish the following:
2.3 Provide general regulations, procedures, guidelines, schedules and directives for implementing
policy and major plans.
3.1.1 Establishes procedures covering the format, numbering, access, maintenance, approval,
and concurrence of General Instructions.
3.1.2 Maintains the list of Controlling Organizations which have authority to issue General
Instructions and Supplements for specified functions. This list is in Supplement 0.001-1.
3.1.3 Determines whether a proposed document meets the criteria for being designated as a
General Instruction. O&IE assigns a General Instruction Number accordingly.
3.1.4 Maintains up-to-date listing for General Instructions by number and title.
3.1.5 Establishes the timing and procedures for Controlling Organizations' reviews of General
Instructions. The next reviews will be conducted by all Controlling Organizations on
all General Instructions during the first quarter of the year 2001.
3.1.6 Maintains General Instructions in electronic file format and gives instructions for user
access and printing.
3.1.7 Reviews General Instructions and Supplements for proper format, appropriateness of the
subject to the controlling organization, concurring signatures of concerned organizations
and approval signature of controlling organization.
* 3.1.8 Edits the General Instructions (per Controlling Organization's request) for changes that
O&IE finds to be minor and reasonable. Controlling Organizations are encouraged to
update and clarify their General Instructions. All changes to Supplements are considered
as minor revisions.
3.1.9 Requires reapprovals and reconcurrences of the General Instructions where O&IE finds
that proposed changes significantly affect the meaning and intent. Concurrences are
necessary to avoid creating procedures or other obligations for another organization
without its consent.
3.2.1 Requests O&IE to designate a proposed document as a General Instruction and assign a
General Instruction Number to the document.
3.2.2 Prepares, according to approved format, its new General Instructions on Microsoft Word
diskettes. See General Instruction 0.001-2.
3.2.3 Reviews and coordinates new or revised General Instructions with all other concerned
organizations. Obtains Department Head concurring signatures from concerned
organizations showing this concurring review took place prior to submission of the final
draft General Instruction to O&IE.
3.2.4 Reviews all of its General Instructions periodically to verify their continuing usefulness,
* but not later than the first quarter of each fifth year starting in 1996. To indicate the
accomplishment of review and approval, the Controlling Organization should send a
memo to that effect to O&IE.
3.2.5 Maintains its own file copies of previous revisions, including the number, title, and
revision date of past General Instructions, plus any pertinent Special Manuals references.
3.2.6 Grants specific variances (by the Controlling Organization Head or higher) from the
General Instruction.
3.2.7 Provides O&IE with a copy of any new General Instructions. The copy should be E-
mailed or mailed on a disk to O&IE and must be in Microsoft Word 6.0 or higher.
3.2.8 General Instructions approvals may be obtained concurrently by the controlling
organization by sending separate copies for signatures to each approving organization at
the same time. The controlling organization will collect and file the required signature
originals. The on-line copy will only list the approving executive positions and
organizations, without the handwritten signatures.
3.2.9 It is the responsibility of the G. I. proponent organization to assure that its on-line
** documents are current and correct in every respect.
4.1 Determines the name and purpose of the Special Manual and states the authority upon which it
is issued.
4.2 Prepares and reviews (with other concerned organizations) all of its own Special Manuals and
their Supplements.
4.4 Assumes sole responsibility for the content of the Special Manual.
5.2 Special Manuals are issued over the signature of the Head of the Controlling Organization.
* The official copies of the General Instructions and Management Guide are maintained for on-line
access and printing on the Saudi Aramco Intranet. Contact your LAN Administrator to install the
Intranet on your desktop computer. No passwords are needed. The General Instructions and
Management Guide on the Intranet are not confidential documents.
8.0 SUPPLEMENTS:
Supplements and Attachments may be revised as minor changes to the General Instruction under the
authority of the Head of the Controlling Organization.

Assigns General Instruction Numbers to Controlling Organizations for each proposed General

PREPARATION OF GENERAL INSTRUCTIONS AND SUPPLEMENTS
CONTENT:
This supplement describes the style and format of General Instructions and their Supplement. It contains
information on the following:
1. Heading
2. Terminology
3. Format
4. Style
5. Drawings
6. Forms
Brief supplements are published with the main body of the General Instruction. Lengthy supplements may be
listed and published in a separate document.
1.0 HEADING:
The heading includes title, the General Instruction number, the date, and the controlling organization.
2.0 TERMINOLOGY:
All General Instructions and Supplements should be stated in clear and concise language. Avoid
highly specialized terminology and excessive details. Use action verbs and complete sentences.
3.0 FORMAT:
3.1 Paragraph Numbering
Paragraph numbering is according to a decimal system such as the one used in this Supplement.
3.1.1 Major paragraphs are numbered sequentially, beginning with the number "1.0" and
continuing throughout the General Instruction or Supplement. The paragraphs entitled
"Terminology" and "Format" are major paragraphs numbered 2.0 and 3.0, respectively.
3.1.2 Sub-paragraphs are enumerated in sequence by adding a decimal point and additional
numerals always beginning with the number "1". This paragraph is a sub-paragraph
numbered 3.1.2.

3.2 Paragraph Headings
Paragraph headings must be used for all major paragraphs. They may also be used for sub-
paragraphs for ease in reference.
3.2.1 Major Paragraph Headings are typed in capitals, are bold face and are followed by a
colon.
3.2.2 Sub-Paragraph Headings are the titles of the sub-paragraphs. These headings are typed
in Title Case as in paragraph 3.2.
3.2.3 A "CONTENT" Paragraph, followed by a colon, is the first statement in the text of every
Instruction and Supplement. It briefly states the purpose of the document and identifies
the major paragraphs. It is not numbered. Sub-Paragraphs may be listed if they will be
of particular interest to the readers or if the instructions are so lengthy that further
indexing is necessary.
3.3 Punctuation
3.3.1 Use bold face type for all major paragraph headings.
3.3.2 Capitalize all letters in major paragraph headings. The main words in sub paragraph
headings should be in Title Case format. For emphasis in the text, capitalize the entire
word. DO NOT underline it.
3.3.3 Colons follow all major paragraph headings in the paragraph enumeration, as shown in
this Supplement.
3.4 Spacing
Major paragraph numbers will be flush with the left-hand margin. Sub-paragraph numbers must
line up with the text of the preceding paragraph. The proper paragraph numbering and spacing
techniques are shown in this Supplement.
3.5 Margins
Margins for typing should be as follows: 1" from the top, 0.5" from the bottom, 1" from the left,
0.5" from the right. Align all sub-paragraphs as shown in this Supplement.
The Controlling Organization will retain the signed original and revision of General Instructions.

4.0 STYLE:
All G.I.s/revisions must be submitted on diskette or by E-mail in Microsoft Word for Windows
(version 2.0 or higher). The font must be "courier" and the font size must be 10.
5.0 DRAWINGS:
Drawings that are necessary for inclusion in General Instructions must be submitted in a format that
will produce a satisfactory electronically scanned image.
6.0 FORMS:
Standard Saudi Aramco forms will not be included in the General Instruction. The standard form
number and name should be referred to in the text of the General Instruction for the purpose of
electronic retrieval .
