Planning
Adesina (1990) defines planning as “a way of projecting our intentions, that
is, a method of deciding what we want to accomplish”.
Ejiogo (1990) holds that “to plan, means of project, forecast, design or
make or chart our course”.
From these views, it can be summarized that “PLANNING refers to the act
of deciding in advance what is to be done, how and when to do it, where
and who is to do it in order to achieve the goals or objectives of the
system”
Plan
Is a detailed scheme, programme or method worked out before hand for
the purpose of achieving a set of objectives. There are three basic elements
in a plan, it deals with the FUTURE involves ACTION and identifies WHO IS
TO IMPLEMENT the future action.
Planning bridges the gap between where we are and where we want to be.

What is Educational Planning?


It can be defined as “the process of setting out in advance, strategies,
policies, procedures, programmes, and standards through which an
educational objective (set of objectives) can be achieved”.
It is a detailed and systematic process, it does not happen by chance.
It is goal-oriented
It is directed at achieving a set of educational objectives.
Educational Planning Process

Planning is a cyclical process. It takes re-start where it ends. It is generally


divided into the following six stages.

Pre- Planning
It is concerned with formation of objectives based on identified
needs.

Planning
It includes diagnosis of existing conditions in terms of adequacy,
relevance, and resources.

Plan Formation
It is based on the results of the diagnosis and the planning, to
highlight, analyze the problems and propose steps and policies for solving
and overcoming them.

Plan Elaboration
It is concerned with details of objectives, resources, procedures, for
execution and implementation.

Plan Implementation
It concerns the form of budgeting, the management process,
execution organization framework and monitoring and supervision
network.

Plan Evaluation
This stage of the process is concerned with the formative and
summative evaluation of progress of the plan to determine when it is to be
revised, completed or terminated.
