Subject of approval:
CEMflex VB - metal sheet for sealing construction joints in sealing concrete constructions for
use in facilities for the storage, filling and handling of substances hazardous to water (SFH
facilities) in accordance with German water protection provisions
The subject of approval named above is herewith granted national technical approval (allgemeine
bauaufsichtliche Zulassung).
This national technical approval (allgemeine bauaufsichtliche Zulassung) consists of eleven pages and
seven annexes.
I GENERAL PROVISIONS
1 With the national technical approval (allgemeine bauaufsichtliche Zulassung), the fitness for
use and the applicability of the subject of approval in accordance with the Building Codes of
the federal states (Landesbauordnungen) have been verified.
3 The national technical approval (allgemeine bauaufsichtliche Zulassung) does not replace
the permits, approvals and certificates prescribed by law for carrying out building projects.
II SPECIAL PROVISIONS
(1) The "CEMflex VB" from BPA-GmbH (hereinafter referred to as the metal sheet)
consists of a galvanised steel sheet with a mineral-based coating on both sides.
(2) The metal sheet is used in facilities and components of facilities for the storage, filling
and handling of specified liquids hazardous to water in accordance with Annex 1.
(3) The metal sheet is a band-shaped product which is completely embedded in concrete,
reinforced concrete and prestressed concrete components. The accessories CEMflex VB-Ώ
stirrups and CEMflex clips can also be used.
(4) Once incorporated into the construction, the coated metal sheet provides the sealing
function.
(5) The metal sheet may be used as an inside seal for construction joints with a maximum
gap of 0.1 mm in concrete sealing constructions.
(6) In the case of cracks bigger than 0.1 mm, the metal sheet may only be used in
conjunction with an injection system holding national technical approval (allgemeine
bauaufsichtliche Zulassung) for use in facilities for the storage, filling and handling of liquids
hazardous to water (SFH facilities).
(7) The metal sheet is used for sealing construction joints in cast-in-place concrete
constructions and, in order to maintain its sealing properties, should be undamaged.
(8) The metal sheet is used for sealing construction joints against liquids hazardous to
water in sealing constructions made of uncoated, liquid-impermeable reinforced concrete
with a national technical approval (allgemeine bauaufsichtliche Zulassung) for use in SFH
facilities and/or concrete in accordance with the provisions of the Construction Products List
(Bauregelliste) A, Part 1, Item No. 15.32.
(9) It should be installed at normal environmental, component and material temperatures
(usually within a range of -5 °C to + 45 °C).
(10) This national technical approval (allgemeine bauaufsichtliche Zulassung) replaces the
determination of product suitability in accordance with German water laws in accordance
with Section 63 of the German Water Management Act (WHG/Wasserhaushaltsgesetz) of
31 July 2009 (Federal Legal Gazette/BGBl I p. 2585).
(11) The national technical approval (allgemeine bauaufsichtliche Zulassung) is granted
without prejudice to testing and approval requirements resulting from other legal areas.
2.1.2 Properties
(1) With regard to its composition and processing, the steel sheet shall conform to steel

sheet DC01 +ZE 25/25 A PC in accordance with DIN EN 10152 .
(2) The metal sheet coating consists of the components set out in Annex 2. It shall:
be resistant to the liquids listed in Annex 1 and
be adhesive and resistant to ageing.
(3) Once incorporated into the construction, the metal sheet shall:
be resistant and impermeable to the liquids listed in Annex 1 for "low" and "medium"
stress levels (see definition of stress levels in Annex 6).
prevent leakages of the liquids listed in Annex 1, under "low" and "medium" stress levels,
comply as a minimum requirement with building material class E in accordance with
DIN EN 13501-12 and
be suitable for use in sealing concrete and reinforced concrete constructions in SFH
facilities.
(4) In addition, in the area in which it is installed, it shall guarantee that the sealing
construction is impermeable to liquids up to a crack width of 0.1 mm maximum above the
metal sheet.
2.1.3 Composition
(1) The information on the metal sheet itself and the formula and composition of the
coating for the manufacture of the metal sheet are deposited with Deutsches Institut für
Bautechnik. Changes to the formula require prior approval from Deutsches Institut für
Bautechnik.
(2) More details on the characteristic material values of the metal sheet and coating can
be found in Annex 2.
2.2 Manufacture, packaging, transport, storage and marking
2.2.1 Manufacture
(1) The metal sheet is manufactured by coating zinc-galvanised steel sheets with a
mineral coating in an applicator machine and then drying it. Any changes require prior
approval from Deutsches Institut für Bautechnik.
(2) The metal sheet is coated at the Herrenberg factory of BPA-GmbH. Changes require
the prior consent of DIBt.
2.2.2 Packaging, transport and storage
The metal sheet:
may be packed and delivered in transport containers.
shall be packed and transported in such a way that the serviceability is not affected. In
particular, the metal sheet shall be stored in accordance with the specifications of the
manufacturer. The specified storage conditions shall be observed.
shall be stored until installation in a protected area, on battens or other supports, and
protected from dirt, damp and damage.
In winter, it shall be stored in such a way that its material temperature at the time of
installation is higher than -5 °C.

2.2.3 Marking
(1) The accompanying leaflet or delivery note for the metal sheet shall be marked in the
manufacturing plant with the national conformity mark (Ü-Zeichen) in accordance with the
Conformity Marking Ordinances (Übereinstimmungszeichen-Verordnungen) of the federal
states. The conformity mark may only be applied if the requirements for attestation of
conformity given in Section 2.3 are met.
(2) In addition, the accompanying leaflet or delivery note shall be marked with the
following information:
full designation of the construction product:
"CEMflex VB metal sheet" for use in SFH facilities in accordance with national technical
approval (allgemeine bauaufsichtliche Zulassung) No. Z-74.10-138" and
manufacturer name and plant identification mark.
2.3 Attestation of conformity
2.3.1 General
(1) The attestation of conformity of the metal sheet with the provisions of this national
technical approval (allgemeine bauaufsichtliche Zulassung) shall be issued for the
manufacturing plant specified in Section 2.2.1 in the form of a certificate of compliance
based on factory production control and regular external surveillance, including initial type-
testing of the metal sheet, in accordance with the following provisions.
(2) To issue the certificate of conformity and for external surveillance, including the
associated product-testing to be carried out in the process, the manufacturer of the metal
sheet shall use an appropriately recognised certification body and an appropriately
recognised inspection body.
(3) The certification body shall send a copy of the certificate of conformity, which it has
issued, as well as a copy of the initial type-testing evaluation report to Deutsches Institut für
Bautechnik.
2.3.2 Factory production control
(1) A factory production control system shall be set up and implemented in the
manufacturing plant specified in Section 2.2.1. Factory production control is understood to be
continuous surveillance of production by the manufacturer to ensure that the manufactured
construction products satisfy the provisions of this national technical approval (allgemeine
bauaufsichtliche Zulassung).
(2) The manufacturer shall obtain proof of the identity of the starting materials of the
coating from the respective manufacturing plants by means of a test certificate "type 2.2" in

accordance with DIN EN 10204 and the specifications of the galvanised steel sheet by
means of an inspection certificate "type 3.1" in accordance with DIN EN 102043. The
requirements of Annex 2 shall be observed in the process. In addition, the completeness and
correctness of the declarations of conformity, test certificates, inspection certificates and
delivery notes supplied with the products shall also be checked as part of the incoming
goods inspection.
(3) The factory production control for the metal sheet shall at least include the measures
listed in Annex 3.
(4) The results of factory production control shall be recorded, compared with the
requirements in Annex 2 and evaluated. The records shall at least include the following
information:
product description of the metal sheet sealing system,
type of check or test,
date of manufacture and testing of the metal sheet or the starting material,
result of checks and tests as set out in Annex 3 and comparison with the requirements of
Annex 2 and
signature of the person responsible for factory production control.
(5) The records shall be kept for at least five years and submitted to the inspection body
used for external surveillance. They shall be submitted to Deutsches Institut für Bautechnik
and the competent supreme building authority upon request.
(6) If the test result is unsatisfactory, the party responsible for production control shall
immediately take the necessary measures to remedy the problem. Metal sheets that do not
meet the requirements shall be handled in such a manner that they cannot be mixed up with
compliant products. After the deficiencies have been remedied, the relevant test shall be
repeated immediately where this is technically possible and necessary to demonstrate that
the deficiencies have been remedied.
2.3.3 External surveillance
(1) The factory production control system in the manufacturing plant specified in
Section 2.2.1 shall be inspected regularly, i.e. at least twice a year, by means of external
surveillance.
(2) Initial type-testing of the metal sheet shall be carried out within the scope of external
surveillance. Sampling and testing shall be the responsibility of the recognised inspection
body.
(3) The following properties and characteristics shall be determined through individual
tests during initial type-testing of the metal sheet:
- general condition,
- measurements as well as comparison with tolerances,
- all key values as shown in Annex 2,
- phase composition of the coating and
changes to coating mass and coating thickness after 144 h storage in test liquid of media
group 1a and media group 4.
(4) These tests may be omitted if the usability tests carried out for the national technical
approval (allgemeine bauaufsichtliche Zulassung) were conducted on samples taken from
ongoing production by an independent third-party representative.
(5) External surveillance shall be carried out in accordance with Annex 4 and compared to
the properties and characteristic values set out in Annex 2 and Annex 4.
(6) The results of certification and external surveillance shall be kept for at least five
years. The certification body or inspection body shall present them to Deutsches Institut für
Bautechnik and the competent supreme building authority upon request.
(1) Verifiable calculations and construction drawings (e.g. joint plans) shall be prepared
by a specialised planner taking into consideration water law provisions and expected
chemical and mechanical stresses.
(2) The possibility of filling cracks after installation using a suitable injection system
holding national technical approval (allgemeine bauaufsichtliche Zulassung) shall be taken
into consideration during the planning process.
(3) The applicant, hereinafter referred to as the approval holder, shall prepare installation
and assembly instructions on proper metal sheet installation.
(4) In addition to the DAfStb guideline on concrete construction when dealing with

substances hazardous to water (Betonbau beim Umgang mit wassergefährdenden Stoffen ),
the following design and dimensioning provisions shall be respected:
Construction joints should not be placed in areas of potential contamination. Any
unavoidable joints should, where possible, be positioned above the fill level. Where this is
not possible, they should preferably be formed at the highest level of the sealed surface.
The metal sheet shall withstand any structural movements without damage.
Joints shall be made sufficiently stable and impermeable to any relevant media, taking
into account mechanical, thermal and meteorological influences.
The bond between the concrete and the metal sheet shall have sufficient strength and
load-bearing capacity that it is able to absorb any forces that may be imparted to it by or
through the metal sheet.
The planning and design specifications set out in Annex 5 shall be taken into
consideration for establishing the installation depth when planning the metal sheet seal.
The metal sheet shall be embedded into the concrete to a depth of half its height on each
side.
The uncoated concrete, in accordance with Construction Products List (Bauregelliste) A
Part 1 Item 15.32, of the sealing construction shall have limited characteristic liquid
penetration depths (see Annex 5).
A minimum distance to the edge of the building component of 5 cm or a minimum of three
times the diameter of the largest aggregate size shall be maintained.
Additional instructions and information from the technical approval holder shall be taken
into consideration.
4.1 General
(1) The installation of joint sealing systems may only be carried out by companies that are
specialised in these activities within the meaning of Section 3 of the Ordinance on Facilities
for Dealing with Substances Hazardous to Water (Verordnung über Anlagen zum Umgang
mit wassergefährdenden Stoffen) of 31 March 2010 (Federal Legal Gazette/BGBI. I p. 377),
unless, in accordance with the provisions that apply for the facility location, the activities are
exempt from the obligation to be carried out by a specialist. In addition, these specialist
companies (including their specialised staff) shall be trained and authorised to carry out the
aforementioned activities by the approval holder.
(2) The joint sealing system shall be installed in accordance with the provisions of this
national technical approval (allgemeine bauaufsichtliche Zulassung) and in conformity with
the drawings and the installation and execution instructions of the approval holder.
4.2 Installation
(1) The specifications drawn up by the approval holder and/or specialist planner (e.g.
method, material, position and installation) shall be complied with when installing the metal
sheet.
(2) The metal sheet shall not move or overturn during the casting of the concrete.
(3) Damaged metal sheets or sheets with damaged coating may not be installed. Caution
shall be exercised during stripping the formwork and similar activities in order to avoid
damage.

(4) The metal sheet shall be positioned in such a way that the concrete in the area of the
joint has the same degree of compaction as is standard for the entire concrete area.
(5) The metal sheet shall be installed in sealing concrete constructions under consideration
of the specifications and diagrams in Annex 5. The metal sheet shall be embedded into the
concrete to a depth of half its height.
(6) A minimum distance to the edge of the building component of 5 cm or a minimum of
three times the diameter of the largest aggregate size shall be maintained.
(7) The metal sheet is fixed to the reinforcing bars using the accompanying Ώ-stirrups.
(8) The metal sheets are connected to construction joints:
- using clamps with an elastomer interlayer (e.g. NBR). The clamping strips on each side
shall ensure a clamping area of at least 150 mm. Clamping strips of size
10 mm x 30 mm and three M10 screws shall be used. The elastomer interlayer shall be
2 mm thick (see Annex 6, fig. 1).
- by overlapping. The overlap area shall be half the thickness of the building component
but at least 300 mm. In order to ensure effective bonding across the entire area, a
distance between the overlapping sheet of twice the minimum concrete coverage (cmin)
as set out in Clause 7.3.1 of the DAfStb guideline "BUmwS" (concrete construction
when dealing with substances hazardous to water), Part 1, but at least 50 mm, shall be
observed (see Annex 6, fig. 2). An injection hose system suitable for the particular use
in SFH facilities is also required,
- by clamping the metal sheets directly onto one another using CEMflex clips. The
overlap area shall be at least 200 mm (see Annex 6, fig. 3).
4.3 Inspection of the execution
(1) The following inspections shall be carried out before, during and after installation of
the joint sealing system:
- verifying that the correct metal sheet is used in accordance with this approval.
- general condition of the metal sheet (e.g. free from damage) before embedding in
concrete. For this, the installed metal sheet shall be visually inspected along its entire
length.
- installation position (respecting the requirements of Section 4.2) and comparison with the
joint plan and the installation specifications detailed in the design documents before
concreting.
- checking that the metal sheets cannot shift or float upwards during concreting.
- before concreting, the proper execution of the metal sheet joints shall be checked.
(2) Approval for concreting shall be documented in writing and filed with the construction
records, taking into consideration the aforementioned inspections.
4.4 Attestation of conformity for the construction technique
(1) The attestation of conformity for the construction technique (installed joint sealing
system) with the provisions of this national technical approval (allgemeine bauaufsichtliche
Zulassung) shall be provided by the installing company in accordance with Section 4.1 (1) by
means of a declaration of conformity and the following additional inspections.
(2) Verifying if the correct metal sheet was used for proper execution of the joint sealing
system.
(3) Inspection of execution in accordance with Section 4.3
(4) The results of these inspections shall be recorded and evaluated. The record shall
include at least the following data:
(5) The records and declaration of conformity from the installing company shall be handed
over to the plant operator for inclusion in the construction records, and presented, upon
request, to Deutsches Institut für Bautechnik, the authorised supreme building authority and
the expert in accordance with water law.
(6) If the test results are unsatisfactory, the installing company shall immediately take the
necessary measures to resolve the defect. After elimination of the defect, the inspections or
checks shall be repeated immediately - so far as is technically practicable and necessary to
prove that the defect has been eliminated.
5.1 General
(1) Reference is made to the obligation of operators of a facility for the storage, filling and
handling of substances hazardous to water to constantly monitor the tightness and
functionality of the surface sealing system laid down in Section 1 Para. 2 of the Ordinance on
Facilities for Dealing with Substances Hazardous to Water (Verordnung über Anlagen zum
Umgang mit wassergefährdenden Stoffen) of 31 March 2010 (Federal Legal Gazette/BGBl. I
p. 377). The criteria listed in Section 5.2 in connection with Section 5.3 apply in this regard.
(2) The inspection intervals in the operating instructions for the given SFH facility shall be
organised by the operator based on the stress duration permissible in accordance with this
national technical approval (allgemeine bauaufsichtliche Zulassung). The results of regular
inspections as well as all incidents that deviate from the operating instructions shall be
documented. These records shall be presented to the expert in accordance with water law
upon request.
(3) Drip losses and the accumulations of even small amounts of liquid should be removed
from the sealing concrete construction immediately when dealing with substances hazardous
to water. Liquids hazardous to water that leak out should be bound immediately with
appropriate means. The polluted bonding agent shall be removed and duly recycled or
disposed of without causing any damage. Appropriate materials and/or devices are specified
in the operating instructions and are constantly ready in sufficient quantity. Reference is
made to the applicable legal provisions (e.g. the German Closed Substance Cycle and
Waste Management Act (Kreislaufwirtschafts- und Abfallgesetz)) for the disposal and
handling of waste materials.
(4) When storing the liquids it shall be ensured that, in any liquid that leaked due to an
incident is quickly and orderly removed, e.g. for stress level "medium" within 72 hours.
(5) The operator of a SFH facility shall be obligated to hire for repairing the joint sealing
system only those companies that are specialised in these activities within the meaning of
Section 3 of the Ordinance on Facilities for Dealing with Substances Hazardous to Water'
(Verordnung über Anlagen zum Umgang mit wassergefährdenden Stoffen) of 31 March 2010
(Federal Legal Gazette/BGBI. I p. 377), unless, in accordance with the provisions that apply
for the facility location, the activities are exempt from the obligation to be carried out by a
specialised company.
(6) The operator of a SFH facility shall arrange, on the basis of the provisions that apply
for the facility location, for tests to be carried out by an expert in accordance with water law
(commissioning test, recurring test), see Section 1 (2), Sentence 3 of the Ordinance on
Facilities for Dealing with Substances Hazardous to Water (Verordnung über Anlagen zum
Umgang mit wassergefährdenden Stoffen) of 31 March 2010 (Federal Legal Gazette/BGBI. I
p. 377).
The tests shall be executed in accordance with Sections 5.2.1 and 5.2.2.
(7) As far as the relevant ordinances of the federal states do not prescribe tests by an
expert in accordance with water law, the operator of a SFH facility shall hire a competent
technician for the recurring test of tightness and functionality of the joint sealing system.
5.2 Inspection by officially appointed experts
5.2.1 Start-up inspection
(1) The expert as specified by water law shall be kept continually informed of the progress
of work. This individual shall be given the possibility to participate in the inspections of the
metal sheet before and after the installation and to evaluate inspection results. In particular,
the expert shall have the opportunity to check the situation of the metal sheet installation
before concreting.
(2) The final inspection of the condition of the construction joints shall be carried out
through a visual inspection of the surface of all joints of the given sealing construction.
(3) Construction joint areas shall be inspected for cracks. Cracks wider than 0.1 mm shall
be sealed with an injection system holding national technical approval (allgemeine
bauaufsichtliche Zulassung) for use in SFH facilities. The provisions of the national technical
approval (allgemeine bauaufsichtliche Zulassung) for the injection system used shall apply
here.
(4) The expert in accordance with water law shall verify the control intervals (in
accordance with Section 5.1) provided for in the operating instructions by the operator of the
relevant SFH facility.
5.2.2 Recurring inspections
(1) The operator of a facility shall have the joint area inspected with respect to its
protective effect one year after the start-up inspection or after any defects were rectified by
an authorised expert in accordance with water law (see Section 1 (2), Sentence 3 of the
Ordinance on Facilities for Dealing with Substances Hazardous to Water (Verordnung über
Anlagen zum Umgang mit wassergefährdenden Stoffen) of 31 March 2010 (Federal Legal
Gazette/BGBI. I p. 377), and then - if no defects were found - repeat this test every five years
in accordance with Section 1 (2) Para. 2, Note 2 of said Ordinance.
(2) The condition of the sealing construction shall be inspected via a visual check of all
construction joint areas of the sealing construction in question. Cracks wider than 0.1 mm
shall be sealed with an injection system holding national technical approval (allgemeine
bauaufsichtliche Zulassung) for use in SFH facilities. The provisions of the national technical
approval (allgemeine bauaufsichtliche Zulassung) for the injection system used shall apply
here.
(3) On the basis of the documentation concerning regular inspections and all incidents
deviating from operating instructions, checks shall be carried out as to whether
- the inspection intervals were observed,
- no incident occurred deviating from operating instructions and
- stress under the liquids hazardous to water occurred for no longer than the permitted
stress levels given in Annex 2 of this national technical approval (allgemeine
bauaufsichtliche Zulassung).
(4) Additional inspections shall be necessary if doubts arise about the tightness of the
joint sealing system. For that purpose, samples (drilling cores) shall be taken from the
section affected, if need be. The taking of samples from the ground underneath the joint
sealing system can be dispensed with if it can be proven that the joint sealing system was
not completely penetrated by liquids hazardous to water.
5.3 Elimination of defects
(1) Any defects determined during tests shall be eliminated immediately. For repairing
damage, a company in accordance with Section 5.1 (5) shall be contracted which is
authorised to carry out concrete repair in SFH facilities using injection systems.
(2) Cracks wider than 0.1 mm shall be sealed with an injection system holding national
technical approval (allgemeine bauaufsichtliche Zulassung) for use in SFH facilities. The
provisions of the national technical approval (allgemeine bauaufsichtliche Zulassung) for the
injection system used shall apply here.
5.4 Inspection document
A report on the results of inspections shall be prepared for the certificates to be created
under occupational safety and water provisions.
(1) For repair work, a company in accordance with Section 5.1 (5) shall be contracted
which is authorised to carry out concrete repair in SFH facilities using injection systems.
(2) Cracks wider than 0.1 mm shall be sealed with an injection system holding national
technical approval (allgemeine bauaufsichtliche Zulassung) for use in SFH facilities. The
provisions of the national technical approval (allgemeine bauaufsichtliche Zulassung) for the
injection system used shall apply here.
(3) Any repair shall be planned and carried out by a specialist on the basis of a structural
condition assessment and a repair concept based upon it, taking into account this national
technical approval (allgemeine bauaufsichtliche Zulassung) and the national technical
approval (allgemeine bauaufsichtliche Zulassung) for the specific injection system for use in
SFH facilities. The interactions between the sealing construction, the joint sealing system
and the injection system shall be taken into account.
(4) The repair of the sealing construction shall be carried out on the basis of the
provisions of the specific national technical approval (allgemeine bauaufsichtliche
Zulassung) for the injection system used.
(5) Before the repair, it shall be confirmed that the damage to the sealing construction
identified in the structural condition assessment and the causes thereof have been rectified.
(6) In the case of major repair measures, the operator shall commission an inspection of
the proper condition of the facility by an authorised specialist before the facility is put back
into operation.
List of liquids hazardous to water to which the joint sealing system is impermeable and chemically resistant:
- In facilities for the storage, filling and handling of substances hazardous to water (SFH facilities) for stress
levels "low" and "medium" in accordance with TRwS 7861
- in fuel stations in accordance with TRwS 781 to TRwS 7842
In so far as no other information concerning the liquids listed is given, the substances concerned are in each case technically
pure substances or mixes of technically pure substances of the relevant group, but not mixed with water in so far as this is not
specifically identified.

Design of overlaps
For information:
The stress to the joint sealing system when storing, filling and handling substances hazardous to water is
determined depending on the operating conditions in each individual case. It is dependent, amongst other things,
on the determined stress period, the frequency of the filling operations and the infrastructure with regard to
statutory requirements for the packaging of substances hazardous to water.
Within the determined stress period, the leaked liquids shall be identified and removed from the sealing
construction.
Handling and filling processes will be constantly visually monitored for drip loss and leakage so that measures to
eliminate them can be taken immediately.
1) In this period of stress period, the stress is to be identified and removed, the sealant is to be cleaned and (if applicable, after specialist
assessment) brought into operation again.
