GENESIS
It is in the interest of our nation which
has an immense diversity of races,
languages, castes and creeds, that
a l l s e c t i o n s o f society actively
participate in the management of the
country and in the exciting adventure
of development. Although the country
has witnessed about four and a half
decades of planned development, the
goal of growth with justice has not
yet been achieved. Strides have
certainly been made in the sphere of
growth, but justice has been left
behind with the result that disparities
between haves and have-nots have
increased. Communities and groups
who failed to secure proper
representation in Government jobs,
feel frustrated and discriminated
against. This induces a tendency
among the weaker sections to
withdraw from the mainstream of
national progress. The worst hit seem
to be Muslims who have slid back
educationally. In addition to the
prejudices which may be operating
against them in some quarters, their
capability to compete with their
educationally advanced countrymen
has been declining.
The problems facing the backward
minorities and weaker sections are
manifold. One of these is loss of
morale and direction resulting from a
ridiculously low share in the
management and governance of their
country, and lack of leadership.
These deficiencies could be reduced
to some extent if these groups and
communities could get an adequate
share in manning government offices
and holding other positions of
influence. Coaching and guidance for
competitive examinations can
certainly improve prospects of their

success. Short of reservations for
which there is in fact a strong case,
intensive coaching can bring about
reasonable representation of
minorities in Government jobs.
Although the Muslim Community
suffers from several initial handicaps
such as low literacy, economic
backwardness and a growing sense
of insecurity; a well - designed and
properly executed programme of
coaching can effectively raise their
competitive capability and as a result,
their representation in government
jobs.
Even though the UGC has opened
about 50 coaching centres for
educationally backward minorities in
selected universities and colleges all
over the country, the results so far
have neither been encouraging nor
commensurate with the funds and
energy spent. Apart from lack of
commitment on the part of authorities
managing these coaching centres,
laxity in selection of candidates and
non-availability of proper residential
accommodation seem to be major
defects in the implementation of
UGC’s scheme of coaching. Feeling
concern at the indifferent
performance of the UGC Scheme, a
parallel Scheme of Coaching was
drawn up by the Ministry of Welfare,
now the Ministry of Social Justice and
Empowerment. The implementation of
the scheme has been entrusted to
voluntary organisations. This scheme
has an edge over the UGC’s scheme
in that the NGOs generally bring
dedication to bear on the task of
securing for our youth entry into the
services. But they do not have the
facilities available on the campuses
of universities and colleges. The odds
appear to be evenly balanced
between the two programmes.
Hakeem Abdul Hameed Saheb,
Former President of the Hamdrad
Education Society, had given anxious
thought for a long time to the problems
facing the educationally backward
minorities. The measures adopted by
official agencies for their upliftment
have been deficient both in planning and
execution. His persistent probe in
reasons for the backwardness of
Muslims had led to the conclusion that
what they desperately need is
leadership which at the moment is
conspicuous by its absence. The only
leadership of sorts that the Community
threw up was a weak, unimaginative,
excitable and slow moving political
leadership. Creation of positive
leadership, however is a long gestation
process. Nothing daunted, he drew up
a multi-pronged plan for creating
leadership among Muslims and
improving their manpower. In the
formulation and implementation of this
plan he has been assisted by Mr. Saiyid
Hamid, a retired IAS Officer and
former Vice Chancellor of Aligarh
Muslim University, now Chancellor
Jamia Hamdard, who joined him as an
Honorary Secretary of the Hamdard
Education Society and as an Adviser.

The Hamdard Study Circle usually gets

Services Officers posted in Delhi.
Simulation exercises of mock
interviews are conducted repeatedly so
that diffidence and interview-fright are
worn away and the candidate learns
to answer questions with confidence
and poise.
Although the Study Circle makes a
liberal provision of guest faculty, the
hub of the Centre continues to be its
library. It contains books directly and
indirectly relevant to the competitions.
It subscribes to a large number of

newspapers and periodicals. It also
contains audio cassettes of the
important lectures delivered in the past.
For the facility of candidates
categorised clippings are maintained by
the Librarian.
The candidates are subjected to periodic
tests under examination conditions. This
keeps them on their toes and gives them
not only an insight into the trend of the
papers but also imparts practice to
express themselves cogently and
concisely on paper.
Funds
The Hamdard Education Society,
which sponsors and oversees the Study
Recreation Hall
Circle, started the programme
on its own but has lately drawn
some assistance from the Ministry of
Welfare now called the Ministry of
Social Justice and Empowerment. The
investment made by the Society in the
building and other infrastructure of the
Study Circle works out to Rs. 30
million. The recurring annual
expenditure as of now is about Rupees
thirteen lakhs. The burden of the
expenditure is borne mainly by the
aforesaid society. The ministry of
Social Justice and Empowerment have
agreed, under their relevant scheme,
to reimburse parts of the expenditure,
basing it on the number of trainees.
Fees and Deposits
The Study Circle does not charge any
fees for the infrastructure and for the
lectures and counselling and guidance
and for administrative expenses. All
these facilities, beside books and
reading material, are provided free.
Each candidate, however, has to pay
a consolidated monthly amount of Rs.
800/- per month towards maintenance
of facilities. A security deposit of Rs.
500/-(refundable) is realised at the
time of admission. As of now, Rs.800/
- per month per candidate is charged

for food. Simple nutritious meals,
breakfast and evening tea are provided
in the Dining Hall at specified timings.
Discipline
The candidates are required to adhere
to the rules and regulations of the Study
Circle and maintain a high standard of
discipline. They would be expected to
follow a six-day week routine as may
be announced by the Director from
time to time. They are not supposed to
have visitors or go outside the campus
except on Sundays. Prior permission
from the Director is necessary for
leaving the premises. A breach of
discipline on laxity on the part of a
candidate would make him liable to be
expelled from the Hamdard Study
Circle. These conditions may at first
sight appear a little irksome, but they
are designed to facilitate undisturbed
and uninterrupted studies in a congenial
atmosphere - conducive to pursuit of
excellence : Here the object in not
merely to shine but to outshine.
Progress Made
It is no exaggeration to say that the
facilities and infrastructure created for
the Study Circle are unequalled
anywhere in the country. Exacting
standards are applied in selection not
only of the aspiring students but also
of the revolving faculty. The success
achieved by the Study Circle within the

testimony to
the quality of
coaching
imparted
and the
facilities and
environment
provided.
Although the results so far have been
gratifying (See Page No. 10), they do
not reveal the entire picture. Even those
candidates who could not finally make
the grade in Civil Services Examination
have benefited by the training given at
the Study Circle. Some of them have
succeeded in other competitive
examinations like State Civil Service
Examinations. All of them learn to
express themselves with clarity,
confidence and methodicity on paper
and by word of mouth. The results have
caused a stir among the minority
communities. The establishment of the
Circle and its achievements have been
hailed by the largest and most backward
minority as a shot in the arm. It indicates
an improvement over the past and an
urge to come forward and compete
with confidence. Moved by the results,
a number of socially conscious persons
have offered to sponsor candidates. The
Hamdard Education Society welcomes
such offers.
Plans & Hopes
The plans for the future include
strengthening of the permanent faculty,
widening of the circle from which the
revolving faculty is drawn and building
up of more expertise. The existence of
the Study Circle in proximity to the
Hamdard Public School will send
appropriate signals to the the school
students.
We are unable, because of constraints,
to extend the benefit of the Study Circle
facilities to aspirants for other
competitions and selections. We are
depending on the percolation effect
from the top Civil Services to which
the Study Circle has addressed itself.
The Study Circle is undergoing a
process of expansion and
diversification, but the core of its
activities will continue to be the
preparation for Civil Services
Examination. As we proceed we will
evolve, and simultaneously sharpen our
tools.
In addition to preparing students for the
competition, attention will be paid to
instilling them moral values. Their role
vis-a-vis their country and their
community particularly with regard to
the weak and the downtrodden sections
will be emphasised. Their interest
would be aroused in developing the
country, in relieving suffering and in
pursuing Gandhian ideals of service and
simplicity. It is the Founder’s fervent
hope that the trainees who pass through
the Circle to positions of responsibility
and influence will not forget the Study
Circle, nor fail to repay the debt. This
they can do by holding the torch and
passing it on to future generations and
batches of aspirants. Each batch will
describe a yet bigger circle of help,
advice and assistance. They will also
realise that any assignment of influence
is a trust from God for the service of
humanity, in particular for helping the
weaker sections of society and its
downtrodden and disadvantaged
members. The Founder would be
satisfied if the trainees from the Study
Circle keep the twin objectives in view
and if they bring sympathy, dedication,
helpfulness and social service to bear
on their official functioning.

EXAMINATION
AGE LIMIT : 21-30 Years, i.e, must have attained age of 21 years and must not have attained age of 30 years on 1st August of the year
of Preliminary Examination. Upper age limit relaxable for some categories.
MINIMUM EDUCATIONAL QUALIFICATIONS : Bachelors degree of a recognised University or any other recognised
Educational Institution.
PRELIMINARY EXAMINATION : The examination consists of two papers (Objective type), each of two hour duration, usually
held on the same day morning and afternoon.
Paper 1 : General Studies : 150 Objective Questions-150 marks.
The paper includes questions covering the following fields of knowledge:-
General Science, History of India including National Movement, World Geography with emphasis on Indian Geography &
Agriculture : Indian Polity including the Constitution of India ; Indian Economy including Planning and Annual Budgets :
United Nations Organisation and its Agencies ; General Mental Ability including test of Reasoning, Simple Calculations, Graphs,
Tables, Histograms etc, Art and Culture, Cinema and Literature; Current Events of National and International Importance.
Paper 2 : 120 Objective type questions-300 Marks. One subject to be selected from the list of Optional Subjects given below - The
Course Contents will be of the degree level.

The above two papers will be of matriculation or equivalent standard and will be of qualifying nature; the marks obtained in these

The scope of the syllabus for the Optional Subject Papers for this examination is broadly of the honours degree level
i.e level higher than the Bachelors degree and lower than the Masters degree. In case of Engineering and Law, the
