There are 13 circuit courts of appeals in the federal court system (Underwood and Webb).
The United States is divided into 12 different sections. Nevada is in the ninth circuit court of
appeals along with Alaska; Arizona; Central District of California; Eastern District of California;
Mariana Islands as found on “What is the Ninth Circuit?”. The 13 circuit court is the Federal
The Constitution of the state of Nevada has many important laws about education. I found
a copy of the Nevada Constitution on the Companion Website for School Law for Teachers:
Concepts and Applications. I used this website for all information on the Nevada Constitution.
Going over Article 11 in the Nevada Constitution, you find that it talks about Education. There
are ten sections of Article 11 all covering rules to obey in education. Section one talks about
being in charge of hiring the superintendent, how long the term shall be and what the duties will
entail. This section also covers promoting and supporting education. Section two states that all
schools in a district shall have a uniformed system. Any school that chooses to follow a sectarian
character may lose its funding. If you are not sure what sectarian means sections nine and ten
elaborate on it in detail. Section three in the Nevada Constitution talks about property and estates
that have been set aside for education. All money earned, taxes, or profits must go into
education. At the end of the year if there is unexpended amount of money it rolls back into
education funds. Section 4 states that they are planning a State University. They are waiting on
votes by 2020. If it passes then they will be in charge of governance, management and control of

the State University. The University will teach mechanics, mining, agriculture and whatever else
they deem Nevada needs to follow the First section of Article 11.
Section five reminds us that each teacher must take an oath described in Article Fifteen of
the Nevada Constitution. If you choose not to take the oath or break the oath you will not get
paid. Section five also says that they are in charge of telling all the schools how to grade the
children. Section six of the Nevada Constitution is very long; it talks about money that is
budgeted every 2 years. This is extra money that the legislation deems that the school needs
above the money set apart for education in section three of article 11. Section seven was being
voted on this year. If I understood correctly, then it passed. They were deciding how to handle
the money for the State University talked about in section four of article eleven. As the funds are
used then the state will refill them so the funds never diminish. They will also make sure there is
Board of Regents at the State College. In section eight there is more talk about the State College
adding in military tactics to be taught there. There is land that is set aside for the college and they
can use the money as they see fit for the college.
Section nine and section ten are very similar. They talk about sectarian instruction and
purpose. I was not for sure what this meant so I had to look it up. Sectarian instruction would
follow rules of a certain group or sect (vocabulary.com). This means that section nine says that
your teaching instructions cannot follow one group or sect. Section ten then states that no money
