Mayor–Elect Gray Introduces Transition Leadership Team


Washington, DC -- Mayor-Elect Vince Gray at a news conference today introduced the leaders of his Transition
Team, the day after he won the overwhelming support of District of Columbia voters in Tuesday’s general
election. The Mayor-Elect convened the first meeting of the Leadership Team in the “Gray Transition 2010”
offices on the 4th floor of the Frank D. Reeves Municipal Center at 14th and U Streets, NW today.

“It’s a team that consists of some of the most esteemed political, business, and community leaders that
the District of Columbia has to offer,” Mayor-Elect Gray said. “Each brings highly regarded expertise
forged from years of public service and a record of developing broad-reaching strategies for reform and
growth.”

Gray also said today he was delighted to have received a call from the White House yesterday, inviting
him to have lunch with President Obama on December 1.

Commenting on the change in the control of the House of Representatives, Gray said he will reach out
soon to the new Republican leadership to discuss issues of concern to the District. He added, “My
message will be clear – I look forward to working with you, but you also need to work with us. It’s time
for the people of the District of Columbia to have a greater voice in our own fate. I plan on taking that
message to the White House, as well.”

Mayor-Elect Gray will meet with Mayor Adrian M. Fenty and some members of his staff in the coming
days. Gray said he appreciated Mayor Fenty’s pledge to ensure a smooth transition.
Lorraine Green will serve as the overall Transition Chairperson. The following prominent leaders will
serve as Gray’s chief advisors throughout his transition and head committees in their policy areas of
expertise.

 Anthony Williams and Alice Rivlin -- Budget and Fiscal Responsibility. This committee will
look at both the operating and capital budgets and government spending in light of the challenges
facing the city. It also will make recommendations on how to make the District’s budget process
more transparent and easier for citizens to understand.

 Stephen Joel Trachtenberg and Barbara Lang -- Economic Development. This committee will
work to develop a long term city-wide economic development plan that focuses on job creation
and growth, business attraction and retention, workforce development and training, and
improving the District’s position as an economic engine in the region. The committee also will
craft immediate solutions to the urgent needs of unemployed residents.

 Michael Lomax and Katherine Bradley -- Education. This committee will focus on expanding
the scope of school reform to include an expanded education continuum. It will develop a
sustainable, collaborative and long-term framework that includes early childhood education, K-
12, charter schools, vocational and job training, special education, and post-secondary education.

 Constance Berry Newman -- Government Operations. This committee will take a look at the
organizational structure of city government and make recommendations on how the government
structure can be realigned to deliver more effective and efficient services to District residents.
The committee also will manage the recruitment and selection of candidates for appointment to
key government positions.

 Karl Racine and Robert Spagnoletti -- Legal Affairs and Public Safety. This committee will
look at the agencies responsible for public safety and make recommendations on how to best
ensure safe neighborhoods; and examine the government’s legal service operations and make
recommendations for improvement.

 Peter Edelman and Maria Gomez -- Health and Human Services. This committee will focus
on the District’s unique health challenges and make recommendations on how to address and
improve service delivery, and expand the city’s safety net for vulnerable populations.

 Thomas M. Downs and Cellerino C. Bernardino -- Government Infrastructure and


Transportation -- This team will review the District’s current infrastructural capacity and
develop a model to address long term needs. The committee also will map out a pathway to the
future for governmental services, residents’ transportation needs, and sustainable environmental
improvements.

 John Parham and Alexander Chi -- One City -- This transition committee is charged with
translating the “One City” campaign vision into a set of concrete initiatives that seek to bring
communities across the city together. Their work also will include formulating strategy to
increase the District’s self-determination.

“The recommendations generated by these transition committees will provide valuable insight into the
roles of each operational function of government and serve as the basis for designing the fundamental
objectives of my administration,” Gray said. “This transition is an enormous undertaking – and we’re
going to need all the help we can get.”

Chairperson Lorraine Green


Lorraine Green is a corporate executive with more than 25 years of private sector and government
experience in the areas of financial management, procurement, contracting, and human resources. A
native Washingtonian and graduate of the District of Columbia’s Public Schools, she was twice confirmed
by the Senate as a Presidential Appointee as the Deputy Director of the U.S. Office of Personnel
Management (OPM) and later as a member of the eight member bipartisan U.S. Census Monitoring
Board. Ms. Green has played a vital role in strengthening the Washington, D.C. community. Over the last
two decades, she has been a member of numerous non-profit and community boards.

Anthony Williams – Budget and Fiscal Responsibility


Anthony Williams was the mayor of Washington, D.C. from 1999 to 2007. During his two terms, he
stabilized the finances of the District of Columbia and managed resources to improve services, lower
taxes, improve the performance of city agencies, invest in infrastructure, and increase human services.
Mayor Williams currently serves as the Director of the State and Municipal Practice at Arent Fox. Upon
returning to the private sector in 2007, Mayor Williams founded Primum Public Realty Trust: a real
estate entity that partnered with counties, cities, states and not-for-profit corporations to provide
alternative funding sources for projects and programs that would otherwise go unfunded.

Alice Rivlin – Budget and Fiscal Responsibility


Dr. Alice Rivlin is an expert on urban issues as well as fiscal, monetary and social policy. Currently, she
directs the Greater Washington Research project of the renowned Brookings Institution. The project
studies the region’s finances and demographics. Dr. Rivlin has held numerous esteemed positions,
including servicing as the first director of the Congressional Budget Office and later as the Director of the
Office of Management and Budget. In 1998, Dr. Rivlin was appointed by President Bill Clinton to Chair
the Financial Responsibility and Management Assistance Authority (“the Control Board”) which
reestablished fiscal soundness in the District of Columbia. Dr. Rivlin is widely-recognized for her
contributions to the Washington, D.C. community.

Stephen Joel Trachtenberg – Economic Development


Stephen Joel Trachtenberg is President Emeritus and University Professor of Public Service at The
George Washington University, where he has served for nearly two decades. Mr. Trachtenberg’s strong
commitment to servicing the community is reflected in the diverse leadership positions that he has held.
He is a past chairman of the District of Columbia Chamber of Commerce and the Atlantic 10 Conference
Presidents Council, and continues to be a member of both. He serves on the boards of the Greater
Washington Board of Trade and the D.C. Federal City Council. Mr. Trachtenberg also served on the
District of Columbia Tax Revision Commission, as well as the District of Columbia Committee to Promote
Washington.

Barbara Lang – Economic Development


Barbara Lang has over 35 years of experience in corporate management, having held positions with IBM
Corporation and Fannie Mae. For the past eight years, Ms. Lang has served as the President and Chief
Executive Officer of the Washington, D.C. Chamber of Commerce where she has focused on initiatives
that will develop small and mid-sized business as well as public policy enhancements which may make
Washington, D.C. a more welcoming place for businesses. In this capacity, Ms. Lang has worked with
many different segments of the D.C. community, including labor, non-profit organizations, private
corporations, and the public sector.

Michael Lomax - Education


Since 2004, Dr. Michael Lomax has been President and Chief Executive Officer of UNCF, the nation’s
largest private provider of scholarships and other educational support to minority and low-income
students. Before joining UNCF, Dr. Lomax was president of Dillard University in New Orleans and a
literature professor at Morehouse and Spelman Colleges. A leading advocate for the importance of
cradle-through-college education for all Americans, Dr. Lomax is co-chair of the Education Equality
Project, a member of the Aspen Institute’s Commission on No Child Left Behind and a member of the
governing boards of Teach For America and the KIPP Foundation.

Katherine Bradley - Education


Katherine Brittain Bradley is the president and co-founder of CityBridge Foundation, a D.C.-based non-
profit organization which directs practice areas in education and international health. In 2006,
CityBridge launched a five-year initiative to improve quality and expand capacity in early childhood and
elementary education in the District of Columbia, and one year later, the organization expanded its
impact in education into the K-12 DC Public Schools space. In addition to her work with CityBridge
Foundation, Mrs. Bradley chairs the Washington regional board for Teach for America.
Constance Berry Newman – Government Operations
Constance Berry Newman, an active member of the Republican Party, has served in seven different
Presidential appointments and has extensive experience managing public and private organizations.
She was the Director of the United States Office of Personnel Management (OPM) from 1989 to 1992,
appointed by President George H. W. Bush and confirmed by the Senate. Ms. Newman has served in
several positions associated with the District of Columbia, including as a Board Member of the District of
Columbia Financial Responsibility and Management Assistance Authority (the Control Board). She was
the Vice Chair of the Board for approximately four years and is currently affiliated with the African
Development Organization.

Karl Racine – Legal Affairs and Public Safety


Karl Racine, is the Managing Partner of Washington, D.C. law office of Venable LLP where his practice
focuses on corporate defense and commercial litigation. Prior to joining Venable, Mr. Racine was an
associate White House counsel under President Clinton. In this capacity, he advised and represented the
President and White House staff on numerous civil and criminal investigation matters, including
congressional, Justice Department, and Office of Independent Counsel inquiries. Mr. Racine also served
with a team of lawyers responsible for selecting local judges in the District of Columbia, federal judges
and other Presidential appointments. Mr. Racine has been recognized as one of "The 50 Most Influential
Minority Leaders in America" by The National Law Journal.

Robert Spagnoletti – Legal Affairs and Public Safety


Robert J. Spagnoletti is a partner at the law firm of Schertler & Onorato, L.L.P. where his practice focuses
on criminal, civil, and administrative litigation. Prior to joining the firm, Mr. Spagnoletti served as the
first Attorney General for the District of Columbia. As Attorney General, he represented the District of
Columbia in all of its diverse legal matters, settled numerous high–profile cases, and authored several
opinions on unsettled areas of the law. Mr. Spagnoletti is a former President of the District of Columbia
Bar and currently serves on the District of Columbia Federal Law Enforcement Nominations
Commission.

John Parham – One City


John Parham, a native Washingtonian, currently serves as Director, Schools Programs for the College
Success Foundation, District of Columbia. Mr. Parham has over 10 years of municipal experience, most
recently as the Deputy State Superintendent of Education for the District of Columbia’s Office of the State
Superintendent for Education. In that capacity, he served a critical leadership function with the
successful creation of the new agency. Mr. Parham also has significant public finance expertise, fulfilling
multiple functions while employed with the District of Columbia’s Office of the Chief Financial Officer.
Mr. Parham serves on the Board of Directors for the National Forum for Black Public Administrators.

Alexander Chi – One City


Alexander Chi has over 25 years of experience providing technology services to diverse group
organizations which include government, Fortune 500 corporations, small businesses, and non-profit
organizations. Mr. Chi, a long-standing leader in Washington, D.C.’s Chinese American community, has
been instrumental in a variety of community revitalization initiatives over the last decade and has
spearheaded efforts to strengthen language immersion school education.

Peter Edelman – Health and Human Services


Peter Edelman is a professor at the Georgetown University Law Center where he has been a member of
the faculty since 1982. He took leave during President Bill Clinton's first term to serve as Counselor to
Department of Health and Human Services Secretary Donna Shalala and later as Assistant Secretary for
Planning and Evaluation. Professor Edelman currently serves as the Chair of the District of Columbia
Access to Justice Commission, the Board Chair of the Public Welfare Foundation and the National Center
for Youth Law, a board member of the Center for Law and Social Policy, and a board member of
numerous other organizations.

Maria Gomez – Health and Human Services


Maria S. Gomez, President and CEO of Mary’s Center for Maternal and Child Care, founded the
organization to build better futures through health care, education and social services that embrace our
culturally diverse community. Prior to establishing Mary’s Center, Maria worked for the DC Department
of Health as a public health nurse. Originally from Colombia, Maria immigrated with her mother at age
13 and attended the DC Public Schools. Maria received the Washington Business Journal Minority
Business Leader Award for her outstanding performance within the last 18 months.

Thomas M. Downs – Government Infrastructure and Transportation


Thomas Downs is an expert in matters related to public transportation, having served in high-ranking
positions in both the private and public sector. Mr. Downs has a 40-year track-record of positioning
organizations for success. He currently serves as the Chairman of the North American Board of Veolia
Transportation. Prior to assuming this position, Mr. Downs held several esteemed positions, including
Commissioner of Transportation for the State of New Jersey. As CEO of AMTRAK, Mr. Downs was
credited with leading the national passenger rail system from insolvency to a $2 billion capital
investment fund in 1998. Mr. Downs is a Fellow of the National Academy of Public Administration.

Cellerino C. Bernardino – Government Infrastructure and Transportation


Cellerino (“Cell”) Bernardino has more than 30 years of management and consulting experience. During
the last three decades, his work has focused on building and maintaining public facilities and
infrastructure as well as improving strategic planning, organizational capacity, and performance
measurement in large organizations, including the DC Department of Public Works. Currently, Mr.
Bernadino serves as the Vice President of Development and Construction for Fort Lincoln New Town
Corporation, a real estate development corporation.
