1. Cite and explain the purpose of TESDA:

Integrate, coordinate and monitor skills development programs;


Restructure efforts to promote and develop middle-level manpower;
Approve skills standards and tests;
Develop an accreditation system for institutions involved in middle-level manpower development;
Fund programs and projects for technical education and skills development; and
Assist trainers training program.

TESDA was formed because the finding of the then Congressional Commission on Education states
that there is an overlapping in skills development activities initiated by various public and private
sector agencies. One of its recommendations is the establishment of said agency which is tasked
with developing and overseeing the country’s vocational and technical education programs and
policies. Its purpose is to provide national direction for the country’s technical-vocational education
and training system.

2. Explain each function in layman’s term:

Powers and Functions — The Authority shall primarily be responsible for formulating, continuing,
coordinated and fully integrated technical education and skills development policies, plans and
programs taking into consideration the following:

a) the State policy declared herein of giving new direction and thrusts to efforts in developing
the quality of Filipino human resource through technical education and skills development;

 The agency aims to improve on the quality of skills the labor force provides through
manpower so as to be world – competent and the skills and trainings to be at par with
world standards making them competitive in their chosen careers and industries.

b) the implementation of the above-mentioned policy requires the coordination and


cooperation of policies, plans, and programs of different concerned sectors of Philippine
society;

 For the agency to meet and do its duties, programs, rules and regulations, it needed
the local government unit, other government agencies, and the private sectors such as
companies and firms, their enjoined cooperation and involvement in its programs.

c) equal participation of representatives of industry groups, trade associations, employers,


workers and government shall be made the rule in order to ensure that urgent needs and
recommendations are readily addressed;

 The involvement of the people, the different public and private sectors such as the LGU
and different companies, and firms of the different industries shall have an active
participation in the programs of TESDA so that arising needs from them is addressed with
ease.

d) Improved linkages between industry, labor and government shall be given priority in
the formulation of any national-level plan.

 In the implementation of its duty to formulate a plan for the development of our
country’s Technical and Vocational Education Skills Development, the improvement of
relationship between human resource workforce with the private and public sector
providing jobs and the government must be kept mind. The communication between
such is facilitated conveniently.
