INCIDENT TYPE – RECENT GUN VIOLENCE SEIZURES & ARRESTS

HIGH POINT, NC – Over the recent holiday weekend, the High Point Police Department
responded to several incidents of gun violence in the city. Fortunately, there were no fatalities
as a result of these incidents. These incidents are occurring on streets and in neighborhoods
where many of our community members proximity puts them at risk to become an unintended
victim. This year the time energy and efforts of the officers of this department have lead to the
seizure of over 165 firearms as of May 20.

The High Point Police Department will continue to focus on those individuals associated with
and participating in violent crime in the City of High Point. We will continue those efforts by
working with our community partners and encouraging our community members to contact

information leading to the seizure of illegal firearms or the arrest of violent individuals.

2019-19358 (Assault with a Deadly Weapon) – On Wednesday, May 22, 2019, at approximately
6:20 pm High Point Police officers responded to the 500blk of Henley St after receiving reports
of shots fired. After canvassing the area, officers located a 2012 Volkswagen Passat in the
1500blk of Graves Av. registered to a female that resides in Greensboro. The back glass and
right rear section of the car were shot and the keys were still in the ignition. While on the
scene, officers made contact with the driver of the car who advised he was outside of the car
when a white car pulled up and began shooting at him. Investigating officers were able to
identify Jabrell C Smith B/M 26 as the suspect in the shooting. Officers obtained warrants for
arrest on Smith for 2 counts of Attempted First Degree Murder and Discharging a Weapon into
Occupied Property. Smith was arrested by the United States Marshalls Fugitive Task Force in
Greensboro on May 28, 2019, at approximately 5:00 pm.

2019-19703 (Shots Fired Toward Property or Person) – On Friday, May 24, 2019, at
approximately 10:00 pm High Point Police officers responded to the 2300blk of Van Buren St
after a caller stated they heard several gunshots in the area. A witness reported observing two
sedans (white in color) that appeared to be chasing and shooting at each other. A second call
was received in the area of Hodgin St and Carsten Av reporting the same activity. Responding
officers were unable to locate the vehicles involved, no victims were identified, no injuries were
reported, and no detailed suspect information was developed.

2019-19708 (Shots Fired Toward Property or Person) – On Friday, May 24, 2019, at
approximately 10:30 pm High Point Police Officers responded to 309 N Scientific St after the
resident reported their home had been shot into. Officers spoke to an individual who was
outside the home at the time and he reported that two people dressed in all black and wearing
mask approached the residence on foot and fired several shots into the home before fleeing in
an unknown vehicle. Responding officers were unable to locate the vehicle involved, no injuries
were reported, and no detailed suspect information or motive was developed.

2019-19803 (Shots Fired Toward Property or Person) – On Saturday, May 25, 2019, at
approximately 8:00 pm High Point Police Officers responded to N. Pendleton St / Cedrow Dr a
witness reported that two cars were shooting at each other at this intersection. The vehicles
were described as a black Mercedes SUV and a dark in color sedan. Both cars fled prior to police

arrival. There were no houses or cars reported damaged. Nineteen shell casings (.40 caliber)
were recovered from the roadway. No victims were identified, no injuries were reported, and
no detailed suspect information was developed.

2019-19810 (Assault with a Deadly Weapon) – On Saturday, May 25, 2019, at approximately
9:45 pm High Point Police Officers responded to 1210 Filbert Pl after an officer in the area
heard a series (15-20 shots) of rapid gunfire. As the officer arrived on the scene she observed a
large crowd attempting to load a victim Antonio R Commander B/M 20 in a vehicle to transport
him to the hospital (non-life threatening injuries). Witness advised that several people came
onto the property on foot (possibly through a footpath near the basketball courts) and began
shooting. Officers also discovered evidence that indicated that individuals from 1210 Filbert
were also shooting from the residence. Officers obtained a search warrant for 1210 Filbert Pl
and as a result of the search seized 3 weapons (a rifle and 2 semi-automatic pistols, one of
which was stolen and the other had an obliterated serial number) were located in a vehicle
behind the residence. A vehicle in the driveway of 1210 Filbert Pl, as well as another vehicle and
a house directly across the street from 1210 Filbert Pl, were also damaged by gunfire. While
officers were still on the scene dispatch advised of another shooting on Hilltop St.

2019-19812, 19814 (Assault with a Deadly Weapon) – On Saturday, May 25, 2019, at
approximately 10:30 pm High Point Police Officers responded to the area of Hilltop St and Vail
Ave after receiving reports of a vehicle crash and shooting. Upon arrival officers located a red
Honda which had crashed into another car in the 800blk of Hilltop St. This car was heavily
damaged and had numerous bullet holes in it. Witnesses reported that the shooting had
occurred further south on Hilltop St. A canvass by officers located multiple shell casings in the
street near 816 Hilltop St. Several houses and cars in that area had been struck by gunfire. Two
firearms were located beside a car on the east side of Hilltop St. Two additional guns were
located in the crashed red Honda. Witnesses also reported that four individuals fled from the

Vanderahll B/M 17) from 816 Hilltop St were transported to a local hospital by private vehicle
with non-life-threatening injuries. Later, a third individual involved (Rayshawn L Blocker B/M
25) walked into Baptist Hospital in Winston-Salem. This shooting is believed to be retaliation for
the shooting that occurred on Filbert St a short time before.

2019-19836 (Armed VCTF Offender) – On Sunday, May 26, 2019, at approximately 7:45 am
High Point Police Officers responded to 611-G Granby Av after receiving a call of a domestic
disturbance involving Sylvester N Horne B/M 27 who according to the caller was armed with a
gun. Officers made contact with Horne and during a frisk of his person, he began physically
resisting officers. The arrest required multiple officers and during the arrest, Horne continually
reached toward his waistband while yelling, “kill me” and “just shoot me”. After placing Horne
in handcuffs, Officers located a loaded 44 magnum long barrel revolver in his waistband. Horne
was charged with Firearm by Felon, CCG, RDO, and Possession of Drug Paraphernalia. He was
placed in the Guilford County Jail (High Point) under no bond. Horne is a Violent Crimes Task
Force notified offender. This is the second time Horne has been arrested (2016-25023) by the
High Point Police Department after an officer has wrestled him for a gun he was illegally
carrying.

2019-19838 (Domestic Incident) – On Sunday, May 26, 2019, at approximately 9:30 am High
Point Police Officers responded to 311 E Farris Av after receiving a call of a domestic
disturbance where shots had been fired involving Peggy Harley B/F 65. Upon arrival, officers
learned that Peggy Harley arrived at the residence to confront the new girlfriend of her
husband. After a physical fight that occurred on the front porch of the residence, Peggy Harley
fired a single shot into the residence through the front door as it was being closed. Harley was
arrested on scene and charged with Assault with a Deadly Weapon with the Intent to Kill,
Simple Assault, 2nd Degree Trespass and Discharging a Firearm into an Occupied Dwelling.
Officers located the derringer pistol used by Harley during the incident. She was confined to the
Guilford County Jail (High Point) under a $50,000 secured bond.

2019-19892 (Shots Fired Toward Property or Person) – On Sunday, May 26, 2019, at
approximately 5:30 pm High Point Police Officers responded to the 200blk of Taylor Av (Lake
Road Apartment Complex) after receiving a call of shots fired. Upon arrival, officers discovered
two vehicles in the parking lot that had been struck by bullets (2002 Black Ford Explorer SUV &
2018 Dark Grey Chrysler 300 4D) and four separate apartments that had been struck by bullets
(206-E, 208-B, 208-D, and 208-F). Officers surveying the area located Devin S Jowers B/M/26 in
the parking lot area and arrested him for outstanding Order for Arrest for Trafficking Cocaine
from another jurisdiction. Jowers admitted he had been driving the Chrysler 300 earlier but
stated that was before the shooting happened. No shell casing were located. Officers also
observed a second individual from the shooting on Hilltop Rd the previous night in the parking
lot as well. Jowers was originally confined to the Guilford County Jail (High Point) under a
$50,000 secured bond before posting bail and being released. Jowers was later identified as a
suspect in a previous shooting and is currently wanted on those charges.

2019-19932 (Assault with a Deadly Weapon) – On Sunday, May 26, 2019, at approximately
11:30 pm High Point Police Officers responded to 400blk of Underhill St after receiving reports
of a shooting. An arriving officer located Raymond T Baskins B/M 21 suffering from a non-life
threatening gunshot wound in the upper thigh he was transported to Wake Forest Baptist

Medical Center for treatment of his injury. Investigating officers were able to identify Khasi L
Gladden B/M 17 as the suspect in the shooting. Officers obtained warrants for arrest on
Gladden for Assault With a Deadly Weapon Inflicting Serious Injury.
