connection with the work : Construction of 115 Nos. of Residential Quarters for
Income Tax Department at Gadakana, Bhubaneswar.

In Accordance to the letter F.No.Pr.CCIT/Infra/Gadakana/2016-17/8336, Dated


22nd September,2017-Bhubaneswar, addressed by the Asst. Commissioner of Income
Tax (PR&W) O/o the Pr. C.C.I.T, Odisha Region , we are supposed to do the following
work as an Executing Agency :
Construction of 115 Nos. of Residential Quarters for Income Tax Department at
Gadakana, Bhubaneswar.
Rough Estimated Cost : Rs. 90 Cr.

The above job consists of the pre-tendering activities:


Preparation of Detailed Project Report(DPR) including Geotechnical Investigation and
Survey Report. Architectural planning, Design and Drawings including Structural
Design & Drawing, Design & Drawing of all services, Detailed Estimate, Invitation of
Bids and finalizing of Bidders including all activities upto award of works.
In connection with the above job, it is required to float Tenders for selection of
Consultant Architect for Surveying, Soil Investigation, Planning, Preparation of all
necessary Engineering Documents, Preparation of DPR including Structural Design
Calculation and Drawings, Preparation of Detail Estimates, Detail Architectural
Scheme and Service Drawings as well as Providing Consultancy Services during
different stages of execution of all related works as we do not have the requisite
infrastructure in-house to complete the job in all respect.

We had been advised by the Client vide their letter to immediately proceed with the
pre-tendering activities submit the preliminary estimate within 21.10.2017. In order
to initiate tendering process for selection of Agencies for execution of the work and
commencement of work at the earliest. Since inviting EOI for short-listing of
Consultant Architect and thereafter floating tender for selection of the Agencies will
consume substantial valuable time, which will invite ill criticism from Client, we are
preparing to invite offers by limited tender within the Bhubaneswar Based agencies
who were short-listed earlier and already working in our ongoing projects.

Approval / Concurrence / Sanction for Engagement of Consultant Architect in

In view of the above the Tender Committee jointly & severally propose & recommend
for to issue the NIT to the above mentioned consultants for the subject job in two bid
system. The due date of submission of bid will be seven days from the date of issue
of the tender to the consultants.

As per Agreements dtd. ............, B&R’s total provision towards the Agency charges
is X.00% plus GST on Actual Cost of the Project. Cost of Soil Test, Geotechnical
Investigation, or any third party if engaged by client/B&R for proof checking of
structural drawings and designs shall be paid extra.

The approximate estimated cost for engagement of Consultant Architect alongwith


Soil Test, Geotechnical Investigation and survey for the above jobs will be 1.00% of
Rs. 90.00 Crores (Preliminary Estimated value) = Rs.90.0L.

Based on the logistics of different area of operation, the job shall be distributed
amongst two or more parties and the following Qualification Criteria (considering
at-least two Agencies is proposed for engagement of Consultant Architect based on
the value of work as per Agreements approximate project cost (Rs. 90.00 Crore)
which shall be as under:

i) Average annual financial turnover during the last 3(three) years ending
31.03.2017 should not be less than Rs. 30.00 Lakhs.
ii) The bidder should have executed “similar work” in the preceding seven (7) years
reckoned as on latest date of bid submission, value of which should be either of
the following:-
Three similar completed works each Project costing not less than Rs. 36.00 Crores.
Or,
Two similar completed works each Project costing not less than Rs. 45 Crores.
Or,
One similar completed work Project costing not less than Rs. 72.0 Crores.
Similar work means Building Project completion cost involving Design Engineering
Consultancy services as rendered by the participating bidders.
Consortium / joint ventures will not be allowed for this tender.

The EMD shall be Rs.30,000.00 (Rupees Thirty Thousand only) as per clause no:
7.4.0 Page 25 of Purchase Manual & Tender Cost of Rs. 1000/- shall be considered.

The PBG shall be 5% of the contract value as per Clause No. 7.5.2 (b) Pg.-26 of
Purchase Manual
Copy of PAN, PF, GST Registration certificate, as applicable, to be submitted.
Bids (Techno-commercial & Price Part) shall be opened in Camera and it will be
accordingly specified in the Tender.
Tendering formalities will be initiated from B&R's Kolkata Office
Tentative value of this proposal is Rs. 90.0 Lakhs considering 1.00% of Rs.90.00
Cr. (Preliminary Estimated value).
Trust Competent Authority would find the proposal in order and accord necessary
Approval / Concurrence / Sanction to the same.
This proposal is raised as per Clause No.7.3.0, P-25, B.1.0 (d)(iv) Page-61 and 9.0
Page 70 of Purchase Manual.
