Quick facts: Dabhol is on a 1,700ac coastal site
about 160km south of Mumbai. It was originally
developed by Enron and budgeted at $2.8bn with 3 X
695-MW CCGT blocks an an LNG terminal. After
7yrs of development, Unit-1 was dedicated in May
1999, about 2yrs behind the original schedule. The

Quick facts: In Aug 1997, the engineering contract
for this CCGT at the HPL works in Midanpore Dist
was awarded to L&T. This integrated naphtha-based
petrochemical complex is at Haldia, a major river
port town about 60km from Kolkata at the
confluence of Hugli and Haldi Rivers. The cracker
and associated process units produce ethylene,

venture between HPL and L&T, but in May 2008,
HPL bought out the L&T stake and also began
preparations to partially switch the plant to natural
gas. Two auxiliary boilers and duct-firing systems
allow for the production of up to 480 tph of process

Quick facts: In Feb 2005, BHEL received a Rs84
crore equipment contract for this industrial CHP at
Kallugurani village in Ramanathpuram Dist.
Financial closure was in Aug 2005. Regency Power
Corp was set-up to build the plant for a number of
industrial customers including Regency Ceramics,
Brakes India, Lakshmi Mills, and Orchid Chemicals.
KSK was responsible for project implementation,
permitting, procurement, and the wheeling
arrangement with TNEB. Natural gas is from the
Cauvery basin.

Quick facts: This project was largely funded by
to building the CCGT plant to use Assam’s natural
gas reserves, funding was made available for a
substantial associated transmission system. At
completion, Kathalguri was able to supply 25% of
electricity demand in the Northwest Region and
steadily worsened during the 1990s.
Tanirbavi

Quick facts: In Oct 1999, Hyundai won a $160mn
contract to build the Tanirbavi barge-based CCGT
plant. Financing closed in September 2000 and in
Apr 2001 the American ExIm approved $5.1mn in
support for the $207mn project, which at the time,
was owned by PSEG Global and GMR in a 49:51
joint venture. The 106m barge was built in Ulsan and
moored in the Gurupur River in Mangalore. Metso
Automation supplied its maxDNA digital control
system. Simple-cycle operations started in Jun
2001 when it was considered the largest single-
barge, generating facility in the world. In Oct 2002,
PSEG sold its stake in Tanirbavi for $45mn. In Jun
2008, the original PPA expired and, in Sep 2009,
GMR announced it would move the barge power
plant to Kakinda in Andhra Pradesh starting in Jan
2010. The 1,200km move and dredging on the
Godavari River upstream from Kakinda cost about
R245cr. Fuel at the new site will be LNG and
operation is expected in April 2010. GMR plans to
retain the 30ac Mangalore site plus associated
infrastructure for possible future use.

Quick facts: In Nov 1998, NTPC commissioned the
first gas turbine at the Kayamkulam plant at
Choolatheruvu, Alappuzha district. The plant was
fully commissioned in October 1999, but was little
used initially since its only available fuel was
naphtha. Financial assistance for the Rs1,190cr
scheme was obtained from the World Bank. Three
650-MW CC blocks are in development at
Kayamkulam, which is also known as Rajiv Gandhi.
