Sub: Proposal for action to be taken as per MDG-2012 against RO M/s Shri Swaminarayan
Petroleum, Jamnagar regarding the short coming observed during the MDT inspection carried
out on dated 26.06.2017.

1. M/s Shri Swaminarayan Petroleum, Jamnagar is a ‘B’ Site RO at Gulabnagar, Jamnagar having average
monthly sale of 24 KL MS and 62 KL HSD in financial year 2017-18. MDT inspection of subject RO was
carried out on 26.06.2017. During the inspection following shortcoming was observed:

• Toilet latch is not present.

• Toilet maintenance sheet not displayed.
• All CA’s are not in proper dress.
• Stock variation found in beyond permissible limit.
• 70ml shortage is found in L&T Dispensing unit, which is sealed & suspended for further sale last
reading i.e. Totalizer reading 475865/48073650.

a) On observing short delivery of 70 ml from L&T Dispensing unit 1 HSD nozzles (point no. c) (W&M
seals of subject DUs was found intact), sales from subject nozzles were immediately suspended by
MDT team.
b) A Fact-finding letter was issued to the dealer vide letter Ref RDO: Swaminarayan dated 26.06.17
c) Dealer submitted his reply vide letter dated: 12.07.2017, copy enclosed here with.
d) After going through reply from M/s Shri Swaminarayan Petroleum, following fact (on point c) has
been observed:

1. 70ml shortage is found The reason behind short delivery
in L&T Dispensing unit. is because DU is almost over 10
years old that’s why it was not
performing properly
Samples were taken by MDT team and were sent to LAB by
FO. Reports were found OK.
For 70ml short delivery was found in L&T dispensing unit,
which was sealed & suspended for further sale last reading i.e.
Totalizer reading 475865/48073650 dated 26.06.17. Dealers
reply is satisfactory & may be accepted due to Weight &
Measures seals on Metering unit/ totalizer were intact. Apart
from that L&T lab didn’t found any extra or improper fitting in
the dispenser unit. Since it is second instance of irregularity
recorded in last one year then there should be suspension of
sales & supplies for 30 days of RO, as per MDG-2012 (Minor
irregularities, Clause 8.4 (I).

3. Pump attendants not in Attendants are new recruited & Dealer is advised to keep a stock of Uniform so that such kind

Clause no. 8.4 (i) for irregularities observed during MDT inspection on 26.06.2017 at M/s Shri Swaminarayan
Petroleum, Gulabnagar Dist. Jamnagar and permitted for recalibration and re-stamping the said DU.
