COMPOSITION OF BARMM PARLIAMENT


The BARMM Parliament is composed of 75 personalities. As expected, majority of the members
were nominees from the MILF which constitutes 53% of the parliament. Government nominees
comprise 35% while the remaining 12% are MNLF nominees. Government nominees came from
various backgrounds as there are professors, doctors, lawyers and law graduates, former ARMM
officials, government employees, and some private citizens.

AHOD BALAWAG EBRAHIM, Chief Minister


Ahod Balawag Ebrahim or Al-Hajj Murad Ebrahim is the chairman of the MILF and is now the interim Chief
Minister of BARMM. Concurrently, he is also the Minister for the Bangsamoro Public Works and Highways.
He was a part of the MNLF from 1968 to 1977 and later on became part of the MILF since 1977. As the Chief
Minister, Ebrahim will be exercising executive authority in BARMM since he took oath on Feb. 22, 2019 and will
be leading the parliament until the new set of regular officials shall have been elected in 2022.

The Parliament has then elected their officials during their first session. The officers are the following:

ATTY. ALI PANGALIAN BALINDONG, Speaker of the Parliament


Speaker Ali Balindong is a Filipino lawyer and was a former Deputy Speaker of the House of Representatives
during his time as Lanao del Sur’s second district representative. He was also appointed by Pres. Duterte as a
member of the Consultative Committee to Review the 1987 Constitution which drafted the Bayanihan Federalism.
In 1991, he became the first Speaker of the ARMM Regional Legislative Assembly.

HATIMIL HASSAN, Deputy Speaker


Deputy Speaker Hatimil Hassan is a Basilan-native who had been working actively with the Foreign Relations
Office of the MNLF and was part of the MNLF Peace Negotiating Panel. He was Deputy Chair of Muslim Affairs
and Chair of the Board of Directors of Southern Philippines Peace and Development and Authority (SPDA) and
was elected assemblyman of the lone district of Basilan at the ARMM Regional Legislative Assembly where he
also served as Speaker.

DELACSE Bangsamoro’s efforts to empower


civil society in shaping the future Bangsamoro
Last year, DELACSE Bangsamoro has
started their Basic Leadership Seminar
(BLS) for the civil society organizations
and local political organizations within
the Bangsamoro region. The BLS aims
to empower future leaders by enhancing
their knowledge particularly on their
role in the Bangsamoro Government.
Its purpose is to also deepen their
understanding of the evolving political
landscape of Mindanao.

The topics of the basic seminar series


pivoted around the implications of the
Bangsamoro agenda; important features
of the Bangsamoro Organic Law (BOL);
and the parliamentary setup under the
BOL. Complementing the topics was
an interactive workshop on networking
and coordinating with other civil society
leaders from different provinces.

The number of CSOs partnered with


DELACSE Bangsamoro has massively
increased from 40 existing partners,
adding a total number of 49 new partners,
with the island provinces of Basilan, Sulu
and Tawi-Tawi having the biggest gain in
terms of new partners from civil society.

At least 150 leaders attended the five


batches of BLS conducted in Davao,
Cagayan De Oro, Zamboanga, and
Tawi-Tawi. DELACSE Bangsamoro
imparted these civil society and political
organizations with knowledge that will
help them continue their work on their
current advocacies and other societal
challenges. The importance and relevance
of their contributions are appreciated in
leading to a successful new autonomous
region.

After the Basic Leadership Seminar,


DELACSE Bangsamoro continues its
efforts to capacitate leaders by conducting
four (4) batches of Advanced Leadership
Training (ALT). This 3-day skills

development aims to prepare civil society


leaders for their active engagement in
Bangsamoro transition.

Most of the participants who attended


the training hold key leadership positions
in their respective organizations. The
number of attendees has also increased
from 115 to 119 with 91 organizations
represented. These organizations have
different missions and priority advocacies
they are pushing for but all share the
collective goal of making BARMM
successful.

One of the highlights of the training


was when the leaders participated in
a synergistic workshop on effective
advocacy crafting. CSOs based from
the Provinces of Maguindanao and
Cotabato, and Cotabato City focused
on lobbying sector-based concerns and
engaging stakeholders with meaningful
dialogues. Meanwhile, civil society leaders
from Lanao Provinces and Marawi
City stressed the speedy and dignified
return of Internally Displaced Persons
by pushing for a parallel legislative
action through the BTA when it comes
to rehabilitating Marawi City.BASULTA-
based CSOs from the two batches of ALT
concentrated on improving education,
uplifting socio-economic livelihood
programs needed by their communities,
peace and security; access to potable
water health and sanitation as well as
the institutionalizations of CSOs in the
BARMM government.

CSO leaders have expressed their


gratitude to the European Union and to
DELACSE Bangsamoro’s implementing
organizations for imparting with them
the right set of skills that will ultimately
enable them to actively participate in
governance in the new autonomous
political entity.
