1. Claims for the crucial international recognizement of the Democratic Forces for the
Liberation of Rwanda (Forces démocratiques de libération du Rwanda, FDLR)) and the
Lord’s Resistance Army (LRA) from Uganda, and other militias groups in eastern Congo,
as terrorist groups, vehemently condemning their activities;
a. The international forces in Congo must be focused on extirpating the actions
of this militias and its crimes against humanity
2. Incentives the mobilization of an investigation conduced by the African Union with the help
of the Congolese Government focused on the paramilitary groups.
a. The objective of such investigation is:
(i) Promote a precise research on the crimes against
humanity committed by the paramilitary terrorist
groups
(ii) Investigate the origins of the investments and of the
patronaged that sustain the continuity of these
groups.
b. Considering the International Law, the terrorists accused and arrested will be
judged by the Congolese Government with extreme rigidity.

3. . Suggests the creation of a National War Cabinet to execute the planning and general
analysis to military operations;

a. The African Stand-by forces shall integrate the military efforts to


combat the paramilitary militias explicit in Clause 1.
b. Such operations primarily must have logistic, intelligence,
offensive, defensive objectives and action methods;
c. The National War Cabinet shall strive for the combat of the cases of
sexual abuses by the Forces Armeés de la République du Congo -FARDC, the Congolese
national army, by terrorist groups and by peacekeeping troops.

4. Commends the application of principles initiated by Rwanda, the United States and was
signed by 32 countries in 2016 in MONUSCO’s activities.
a. Such principles refers to the protection of civilian in armed conflicts
and requires the UN to go a step further and hold peacekeepers
accountable if they fail to protect the citizens
b. Recommends that a case of sexual abuse by a peacekeeping troop of
certain nation shall imply the repatriation of the nationality´s unit.
c. The measure was by the United States of America and supracited
countries in 2016 at the Security Council.
d. The main idea is to call for the repatriation of peacekeepers if there
is a pattern of sexual crimes by troops.
e. Such principles shall encourage Antonio Guterres, the Secretary
General, to consider possible financial penalties, administrative and
other measures when peacekeepers fail to protect civilians and fail to
implement their mandates.
5. Reinforce the importance of greater investment by the Congolese government in projects
to reduce the vulnerability of women and children and to fight against gender-based
violence, including sexual violence.
. a. Suggests the government and the NGOs in Congo to promote women’s access to
basic social services and protection against all forms of violence by implementing
prevention strategies, applying the law on sexual violence and strengthening services
available to support victims of gender-based violence
b. Suggests the government and the NGOs establishing a protective and preventive
system, and the holistic care of sexual violence, gender-based violence and any other form
of violence as well as the extension and application of relevant law.
c. Suggests the government to extend The awareness-raising actions to target
security forces, local authorities or students and representatives of NGOs from the civil
society.
