FAILURES OF GOVERNMENT POLICIES ON

SLUM CLEARENCE
ABSTRACT:
Cities are supposed to be places of opportunity for their
residents, including the poorest. But flawed policies and poor
implementation have made it difficult for low income city
residents to access basic services, practice their livelihoods
and invest in their homes and families. In Tamilnadu, most of
the slums have not been officially recognized since 1985 and
many slums in the city do not have legal access to water and
sanitation and live in fear of eviction. Existing government
spending on slums has focused on building large scale
resettlement colonies on the outskirts of city.
The study is conducted by engaging research and activities
on slums mainly focused on understanding policies towards
slums in the city and history of their implementation and
understanding its services, local network of slum based
organisations and activities to push for more betterment of
the slums.
AIM :
The study is focused on understanding policies towards
slums in the city and the history of their implementation
OBJECTIVES :
The main objective of this study is
- To study the history of settlements in slums before and
after independence
- To understand the need of the slum dwellers who refuse
to evict from their place.
- To analyse the policies undertaken by the government
since independence and why they relocate the slum
dwellers instead of providing a decent housing nearby.
SCOPE :
Slum upgrading is not simply about water, drainage
or housing. It is also about putting into motion the
economic, social, institutional and community activities
that are need to turn around in an area.
Ultimately, upgrading efforts aim to create a
dynamic in the community where there is sense of
ownership, entitlement and upward investment in the
areas thereby benefitting a city by economic
development.
