REPUBLIKA NG PILIPINAS IMMDA] Office of the President Metropolitan Manila Development Authori METRO MANILA COUNCIL MMDA Resolution No. 16-_{@ Series of 2016 RESOLUTION SUPPORTING THE ENACTMENT OF LOCAL ORDINANCES IN LOCAL GOVERNMENT UNITS IDENTIFYING CERTAIN AREAS AS “FAMILY ZONES” DURING SUNDAYS AND REGULATING THE USE OF CERTAIN ROADS AND STREETS FOR THE PURPOSE WHEREAS Section 15 of Article II of the Constitution states that, “the State shall protect and promote the right to health of the people and instill health consciousness among them”; WHEREAS, Republic Act No. 8749, otherwise known as “The Philippine Clean Air Act” recognizes the right of the citizens to breathe clean air and seek substantial reduction of emissions from motor vehicles; WHEREAS, Republic Act No. 7924 mandates the Metropolitan Manila Development Authority to deliver metro-wide services in the field of health and sanitation, urban protection and pollution control which include the formulation and implementation of policies, rules and regulations, standards, programs and projects for the promotion and safeguarding of the health and sanitation of the region and for the enhancement of ecological balance and the prevention, control and abatement of environmental pollution; WHEREAS, the concept of designating ‘Family Zones” will highlight places of interest andprovide opportunities for family-centered activities on Sundays. Noting the scarcity of open spaces in Metropolitan Manila, these “Family Zones” will encourage participation in activities such as zumba, aerobics, jogging and cycling; The Family Zone activities shall emphasize the rights of pedestrians and cyclists as well as motivate people to re-discover and explore their community and city attractions; WHEREAS, the identified family zones designated for family activities on Sundays shall be linked systematically to create metro-wide access; NOW THEREFORE, be it resolved as it is hereby resolved pursuant to Section 6 of Republic Act No. 7924, the Metro Manila Council hereby declares its full support for the enactment of local ordinances in local government units identifying certain areas as “family zones“ during Sundays which willbe dedicated to family-oriented activities, including the identification of road networks as part of said family zones that shall be regulated or closed to vehicular traffic at certain hours to allow the safe and convenient use thereof for said purpose.
