Project Proposal: Project ARAM (Adaptive skills that is Recognized globally through Adult education by

Meeting their needs)

Background

Project ARAM is ALS (Alternative Learning System) Basey 1 District’s flagship basic education project in
support of the Philippine Government’s Literacy program. To be implemented in close collaboration with
the Department of Education (DepEd) and funded by the Local Government Unit of Basey, Samar through
the Office of the Mayor that aims to bridge the gap of education by providing second chance to those
poor families in the Municipality who have lost access to education because of the location of the school,
child labor due to financial statuses of each family, teenagers who entered into early teenage pregnancy
that can’t cope up with the changes in her community and education, etc. by improving their quality of
life in order to achieve social justice and equal access to education.

Over the years, the Philippines has consistently made a significant stride in its functional literacy rate.
Functional literacy, as defined by the National Statistics Authority is the level of literacy which includes
not only reading and writing but also numeracy skills that would help people cope with the daily demands
of life. To date, the literacy rate among Filipinos remains high, according to a 2016 data from the United
Nations Human Development Report. At 97.95 percent, the Philippines still has one of the highest literacy
rates among Southeast Asian countries, next to Singapore, Brunei, and Indonesia. The literacy rate of
women and men aged 15-24 is at 98.9 percent and 97 percent, respectively.

While the current literacy rate is considerably high, the remaining gap of about 2 percent is a proof that
there still seemed to be gaps at the community level. Based on the recent survey conducted by ALS Basey
1 District, the Municipality has nearly 1,000 Baseynons aged 13-64 that were illiterate. One of the reasons
mentioned was the location of the school. Children from far-flung areas often have to walk long distances
to attend classes. This challenge in physical accessibility as well as scarcity of schools and teachers —
almost always — result to students quitting school altogether. Other reasons include lack of personal
interest, illness and disability, and the high cost of education, or financial concerns.

Project ARAM means:

Adaptive skills. Practical and everyday life skills needed to function and meet the demands of
one’s environment, including the skills necessary to effectively and independently
take care of oneself and to interact with other people.

Recognized globally. Alternative Learning System’s (ALS) curriculum is aligned with the K-12 Program,
which is known for making learners globally competitive, ensuring and providing
learning opportunities vital in the global job market that will empower Out-of
School Youth (OSY) and adult learners to improve their quality of life and become
more effective contributors globally.

Adult Education. Non-formal and Informal education that uses Andragogy which is defined as the
science of adult learning that focuses on the actualization of the human potential
empowering them with desirable knowledge, skills, attitudes and values that will
enable them to think critically and creatively.

Meeting their needs. Aligned with the K-12 curriculum attuned to local and global development needs,
providing lifelong learning skills and holistic education for Filipino Out-of-School
Youth (OSY), enabling them to join the workforce right after they graduated and
suitably preparing those who want to go on to Higher Education.

Objectives:

 To improve the socio-economic status of the OSY and the poor by enhancing their basic education
capability through functional education and literacy, and continuing education programs, which
will enable them to become more self-reliant, be integrated more effectively into the social and
economic enhancement and self-growth opportunities.
 The promotion of literacy programs for the attainment of basic skills that include numeracy and
functional literacy and which are basic needs for every individual.
 The development of livelihood skills which manifest in the individual specific competencies that
prepare, improve, and enhance employability and economic productivity.
 The expansion of certification and equivalency programs, which are administered by the formal
education subsystem, into the non-formal sector.

Scope

Project A.R.A.M aims at developing other related programs that will empower not only children and youth
but also the parents and significant others of these children by providing literacy and social development
program to those who are considered at risk being Out-of-School Youth.

In a span of two years, the would be results of Project A.R.A.M are strengthening of the Youth especially
the community-based youth, empowering of the women through communication development,
capability building, economic empowerment, health and social services and formulation of different
activities that promote literacy such as Literacy Cum Livelihood Project in the different Barangays of Basey,
Samar.
