SECTION 1. PROJECT DESCRIPTION AND SUMMARY

Positive Action for Development (PAD) is a local, non-profit and non-partisan development
organization strives to see a community of hope, humane, and social justice. Its mission is to
bring people together to work in partnerships; Promote hope, humanity and social justice for
every human, life in all its fullness; to improve the livelihoods of the disadvantageous groups
for Social and Inclusive Economic Growth through actively engaging in positive actions
promoting responsive care and support and fight the causes of poverty in Ethiopia.

The organization initially licensed at Ethiopian Federal Democratic Charities and Societies
agency on June 6/2011 with a registration number 2330. The organization has also been re-
registered and accorded legal personality with registry number 2330 on May 22, 2019 as
Local Organization in accordance with the civil society Organization proclamation No.
1113/2019. Since its operation in 2011, Positive Action for Development have acquired
ample project implementation experience in different thematic areas such as Girls education
and women right, Women and Child Protection and Care, Community based child care and
support, Mental health and other NCD, HIV/AIDS Prevention, Integrated support to children,
homeless women with children and adults living and working in the street, Re- integration of
migrant returnee, Human Rights, Democracy & Good Governance, Peace Building & Conflict
Management, Emergency Humanitarian support including Non-Food Item Distribution, CCCM
and Shelter Construction. Since its establishment it has implemented more than 45 projects
targeting Overlooked Community group including Women, Female, Children, people in
conflicting situation and People in emergency humanitarian situation in partnership with
different stakeholders. As a result more than 515,369 beneficiaries have been directly
reached and significantly contributed to the betterment of their lives. Specifically the
organization is legally mandated by federal Agency of Civil Society Organization to
accomplish activities related with the following programmatic directions including.

PAD in collaboration with local government, the education sector and the community, has
achieved remarkable results in terms of bringing thousands of former street and orphan out of
school children to school and empowering destitute mothers through self-help economic and
social capacity strengthening interventions. As a result of its successful journey so far and
due to the wide need of Second Chance program in Dire Dawa City Administration and its
surrounding villages, Luminos is confident PAD will meet the 2022/2023 benchmarks set for
this implementation area.
Objective of the project

The overall objective of the second chance education program is to realize the dream of
marginalized and excluded children through ensuring access to quality, relevant and equitable
education in Dire Dawa city Administration and its surrounding rural villages. This overall
objective will be realized through implementing the following major project parts:

Scope of the project

A. Second Chance Classes

Second Chance classes are learning platforms catering for the learning needs of out of school
children who have been excluded by the education sector due to various reasons include
poverty. The second chance classes operate in tandem with nearby conventional primary
schools that are expected to subsume the children at the end of the year. The SC classes
recruit children between the ages of 9 and 14 with clear criteria which include, children never
been to school, children from poor families who are unable to cover indirect costs of
education, single parent children, girls, and children with disability. Teachers/facilitators will
be recruited from within the community who are graduated from high schools and given
induction as well as refresher trainings.

The SC classes run for ten months, teaching 25 students per class with an intensive calendar
to be determined in consultation with parents of the children. The teaching/learning process
employs an interactive learner centered methods with emphasis on the basic literacy and
numeracy. Learning progress will be assessed through continuous assessment and
reinforcement measures. After completing the SC curriculum, students will seat for a
standardized placement test prepared and administered by the local government education
sector to determine appropriate grades to which the children be promoted.

The second chance program implementation abides by the child protection and safeguarding
policy of the Luminos fund and must have all personnel deployed for the program sign the
child protection policy of Luminos Fund. PAD will develop and implement its own internal
reporting and disciplinary action processes and will include child safeguarding and protection
elements in core capacity building efforts. The organization is required to adhere to any
program-specific guidelines and Standard Operating Procedures that further outline the
treatment and protection of children.

B. Self Help Group

As mentioned above, majority of the second chance students are coming from poor families
who are mostly unable to cover indirect costs of education (in Ethiopia, education is said to
be for free as there is no school fee, however, there are some indirect costs such as buying
school uniform, learning materials to their students and opportunity cost of sending a child to
school). Unless it is addressed, the chance of these children to quit their education will be
high.

In order to mitigate this challenge, the SC program organizes mothers of the SC class students
in groups with the aim of empowering them economically, socially and emotionally, thereby
enable them support their children’s education. The SHG project provide mothers with
integrated literacy lessons, entrepreneurship and business management skills trainings
accompanied with small startup capital injection. Throughout the program, mothers will be
encouraged to save, use banks or microfinances and access to credit services so that they
could strengthen their businesses. Furthermore, Luminos and its partners encourage and assist
mothers to engage in value adding businesses so that businesses of different group link either
vertically or horizontally and grow together. As this is a year schools are operating with the
threat of COVID 19, mothers’ groups are encouraged to be engaged in businesses that
contribute to the prevention of the pandemic – such as production of face masks, detergents,
hand sanitizers and hand washing equipment.

The whole purpose of engaging mothers in this program is to enable them provide balanced
diet to their children and family as well as continue supporting their children’s education.

C. Accelerated Learning Program (ALP)

Luminos has been supporting both the Federal and regional government education offices to
adopt the second chance model in the conventional school system. To this end, it has been
assisting the sector to develop relevant curricular materials for second chance classes,
training government education personnel in SC program management and ensuring SC
model is recognized by policy and planning documents of the MoE as well as REBs. On top
of all these, WEOs and primary schools have been trying to implement ALP classes within
their school system. As a follow up of what we have been doing, Luminos and its IPs will
continue assisting WEOs and schools in 2022/23 and subsequent two years to establish and
run ALP classes that are fully run and managed by the conventional schools to give
additional opportunity to marginalized out of school children. The role of Luminos and
PAD, will be providing technical support and follow up of 20 (twenty) ALP classrooms in
Dire Dawa town and its surrounding rural villages.

Targeted groups

The project targeted to address 1200 out of school children aged 9-14 and 25 Mothers
support groups.

Organizations and Management


PAD will specifically be responsible to do the following:

 Support the government particularly the link schools establish and operates ALP
classes in communities with significant overaged populations of children who
either dropped out of formal school before gaining critical basic skills or never
enrolled but are now keen to learn, dedicating furnished classrooms, providing
learning materials, assigning teachers, and so on.
 Provide training for ALP teachers on SC model.
 Assign cluster supervisors and ensure continuous supervision, monitoring, and support.
 Collect relevant data from the program and provide a regular and timely report to Luminos
Fund.
 Assesses the performance of the GASCC students and manage their transition to
the appropriate grade levels in the school;
 Supports a parental engagement component, seeking appropriate ways to promote
local financial and social empowerment, especially for mothers, and thereby
motivating and enabling parents to support their children’s continued education
better; and
 Manages the overall monitoring and evaluation of the program’s implementation and
inputs.
