Mapagmahal St Diliman, Quezon City MEMORANDUM CIRCULAR July 25, 2007 No. 2007-83 TO ALL GOVERNORS, CITY/MUNICIPAL MAYORS, PUNONG BARANGAYS, DILG REGIONAL/PROVINCIALICITY DIRECTORS, MLGOOs AND ALL OTHERS CONCERNED SUBJECT : ADVISORY RE CONDUCT/ATTENDANCE TO TRAININGS, SEMINARS, CONFERENCES, LAKBAY- ARAL AND SIMILAR ACTIVITIES BY BARANGAY OFFICIALS: In line with the austerity measures being implemented by the government, the proximity of the Synchronized Barangay and SK Elections and in response to several reports reaching the Department that there are barangay officials conducting and or participating in activities which are perceived not consistent with the promotion of good governance at the barangay level, all barangay officials are advised and encouraged to exercise prudence on the use of their barangay resources and optimize the same for more worthwhile projects. Except those activities which are included in their approved Annual Investment Plan and/or capacity development plan, all barangay officials are enjoined to defer the conduct of Lakbay-Aral and attendance to trainings and seminars which require payment of fees drawn from barangay funds. (On the one hand, all barangay officials are encouraged to fast-track the completion of their programs and projects preferably before the scheduled Barangay and Sangguniang Kabataan Elections and undertake activities that will ensure the smooth and successful conduct of the said political exercise. All Regional, Provincial/City Directors and MLGOOs are hereby directed to disseminate this Memorandum Circular and enjoin cooperation of all those concerned.
