S. 2004 RE: LEAVE BENEFITS OF BARANGAY OFFICIALS Section 81 of Republic’ Act 7160 of the Local Government Code of 1991 has institutionalized the grant of leave privileges of barangay officials, including the cumulation and commutation thereof. On March 23,2004, a Joint Circular No. 1, S. 2004 was signed by the Civil Service Commission (CSC) and the Department of Budget and Management (DBM) regarding the above subject for the guidance of all those concemed. In view of the above, all local chief executives, DILG Regional/Provincial Directors and Field Officers are directed to cause the immediate dissemination of the Joint Circular in their areas of assignments. is the said Circular for your information and guidance.
