The question always come first, it signifies critical thinking, and that helps humanity filter out the

bad
answers from the good answers. That is also what science is all about. In fact, be careful around people
who already have the answer. It's those people that are typically quite stupid because they know the
"answer" to questions they've never even asked.

But there are three possibilities:

You asked question without knowing answer at all.

You asked question, but u have answer in your mind and you just want to confirm your answer or you
want to know perspectives of others regarding your question.

3. You asked question, you have some idea about answer and you want more clarification( I.e. you want
solid answer)

Now in any case, the answer already does exist. We just have to explore it.

So, any question itself comes with some answer within it which is already present in many ways.

Therefore this thing is RELATIVE.

If questioner is conserned, then question appears first but if we concern whole existence then ANSWER
IS ALREADY THERE FOR ANY QUESTION.

You can ask a perfect question, if you know the answer to it.

That’s why it is difficult to ask the most mind-blowing questions in philosophy, because the answer has
yet to be found.

Thus, following this stream of thought, the answer came before the question.
