    ABSTRACT
    The objective this essay has been to carry out a comparative analysis of advances
    made by the countries of Latin America and the Caribbean in implementation of
    public employment regimes based on principles of capacity, equality, merit,
    transparency and efficiency. It is a documentary type study extracted from
    material developed specialists civil service.
    This essay is product of the review of various documents on the rules, the
    procedures, systems and practices that regulate and define Civil Service systems in
    different countries of the region, analyzing their organizational structure, their
    human resources and their salary system whit the pourpose to carry out a study on
    the insertion of people in public management.
