CSCI: Business Proposal Guideline
Kindly submit Business Proposal compiled with all annexes and supplementary documents in one (1) PDF file in
accordance with the components highlighted below.
1. Formal Letter of Application addressed to the Chair of the Cabinet Sub-Committee for Investments (CSCI),
briefly justifying consideration in seeking for Government support, such as in pursuance for a development
concession and / or a Government incentive.
 Please outline the scope of the project and development timeframe for the proposed project.
 State the estimated total investment size, employment to be generated, and benefits to Belize
 The formal letter must be signed by the principal of the executing company and addressed to:

3. Executive Summary
Kindly provide a one page Summary of the Project, including but not limited to key aspects such as:
 A background of the project
 An overview of the project’s scope with key development objectives
 Total Capital Investment Size, Employment and other benefits of the project
4. Company Profile and Ownership Details
 Please indicate the official Company name and its complete address, respective sector / industry, and
product/service to be offered. Note that the company seeking to execute the project in Belize must be
locally incorporated under the Chapter 250 Laws of Belize.
 Kindly indicate the Name, Address, Nationality and Number of Shares held by each Shareholder.
 Should there be other Company entities involved in the ownership model, please attach a Company
Ownership Organization Chart, and provide a clear articulation on the interrelationship and the
respective role of each Company entity in the model.
 Please provide (1) the clear color copy of the passport bio-data page(s) and (2) curriculum vitae(s) for
the listed shareholders (i.e. the natural persons).
 If an applying Company has a Company entity as one of its shareholders, the names of the
corresponding shareholders (i.e. the natural persons) of that Company entity must also be submitted.
 Please provide official commercial reference(s) addressed to BELTRAIDE, serving as the Secretariat for
the CSCI, validating the track record of the company’s ownership in executing the project.

5. Project Contact Details
Kindly provide the following information details:
 The “Official Contact Person(s)” for the project inclusive of: Contact Name, Address, Company, Position,
Contact Number and Email.
 A clear color copy of the passport bio data page for the designated Contact Person(s).
 Proof of official representation of ownership via formal letter from the applicant Company.
6. Description of Undertaking (i.e., the project)
Kindly articulate the following:
 Description of Scope of the Project
 Business start date (where applicable)
 Company’s Core Business and the associated Business Model
 A Description of Products / Services to be offered , inclusive of each source of revenue
 A Description of the location of the business and its competitive advantages.
 Project Justification and Rationale
 A Description of the Master Plan and Rendering of the Project.
7. Marketing Strategy
Kindly articulate the following:
 Market Demand, Size and respective modes of distribution
 Description of Target Market (with demographics where available)
 Growth potential of Industry
 Market Share (Local vs. Foreign) including Competitive Analysis
 Marketing Channels, Promotion and Outreach Endeavors.
8. Phases and Timeline of Development
Kindly provide a description of the key activities for the stages of the development with the total capital investment.
 Please present in Table Format the Phases and Timeline of the Development inclusive of estimated Capital
Expenditure for each phase listed. (See Annex 1)
9. Economic Benefits
Kindly provide a description of the following but not limited to:
 The Socio – Economic Benefits of the project to Belize (i.e. Foreign Exchange, Employment, Transfer of
Skills, Technology Transfer, Community Development endeavors and other initiatives in support of
Corporate Social Responsibility)
 Provide a Ten (10) year Pro Forma Income Statement with all associated assumptions (See Annex 2)
 Provide an Economic Benefits Summary Table with all associated assumptions (See Annex 3)
 Provide an Employment Summary Table with all associated assumptions (See Annex 4)
10. Support Seeking Consideration from the Government of Belize (GOB).
 Kindly describe specific requests for support from GOB (e.g., import duty exemption, tax holiday, etc.).
 Specify whether a Support Letter, Memorandum of Understanding (MOU) or any other support from GOB
is being sought including an indication of the parameters therein where possible.

11. Financial Validation
Please provide the following, but not limited to:
 Indication of Source of Funds or Capital for the Project (Debt, Equity, Personal, Other)
 Articulation of Fundraising/ Financing Model (where applicable)
 Proof of Access to Capital
The financial capacity of the company, in executing the proposed Project, must be duly substantiated prior
to warranting consideration by the Government of Belize. In an effort to facilitate the proposed
investment, the Government is prepared to consider supporting documents, such as an official Banker’s
Reference, validating the accessibility of:
(a) At minimum, 30% of the total investment
(b) Should legal access by the Company to the intended Project property be substantiated, the
Government is prepared to consider access to financing substantiation of at minimum, 20% of the
total investment.
Kindly note that the official documents validating financial capacity need to be addressed to BELTRAIDE,
serving as the Secretariat for the CSCI, dated within the last three months at the point of submission.
 Proof of Legal Access to the intended Property / Land Tenureship (e.g., Land Title or Lease Agreement)
in adherence to one or more of the following scenarios:
i. Where the intended property is in the name of the applicant, a natural person, it is mandatory
to submit (a) the Land Title corresponding to the name of the applicant
ii. Where the intended property is in the name of the applicant, a company entity, it is mandatory
to submit (a) the Land Title corresponding to the name of the applicant company, (b) the official
Company Incorporation and Shareholder documents in the name of the company, (c) the
passport bio-data page of the shareholder (natural person) matching the applicant.
iii. Where a Lease Agreement applies, involving a natural person listed on the Land Title, it is
mandatory to submit: (a) the officially executed Lease Agreement, (b) the Land Title
corresponding to the name of the Landlord, (c) the passport bio-data page of the Landlord.
iv. Where a Lease Agreement applies, involving a company entity listed on the Land Title, it is
mandatory to submit (a) the officially executed Lease Agreement, (b) the Land Title
corresponding to the name of the Landlord (company), (c) the official Company Incorporation
and Shareholder documents in the name of the company, (d) the passport bio-data page of the
shareholder (natural person).
12. Supplementary Documents
Kindly provide the following documents:
 Company documents for the entities cited in the ownership model. The documents should entail:
(1) Company Incorporation Document(s) – Certificate of Incorporation
(2) Memorandum and Articles of Association,
(3) Official updated Shareholder Roster with an indication of the associated number of shares and
outline of the natural persons, and

(4) Director Roster, issued by the Government Company Registry.
Note that the company seeking to execute the project in Belize should be locally incorporated under the
Chapter 250 Laws of Belize.
 Environmental Clearance – Please provide a narrative on the status (or the intended effort) in securing an
environmental clearance for the proposed development. Where a clearance is available from the
Department of Environment, kindly attach the corresponding copy of the approved Environmental
Compliance Plan.
 Central Building Authority - Please provide a narrative on the status (or the intended effort) in securing a
“No Objection” Letter on the proposed development. Where a clearance is available from the Central
Building Authority, kindly attach the corresponding “No Objection” letter if applicable.
Note: The letter should have a general indication of the structures approved.
 Kindly provide any additional supporting document(s) supporting the business case

Note: If a standing incentive legislation (e.g., Fiscal Incentive, Export Processing Zone, etc.) applies for the
proposed development above, the applicant shall also be guided to fulfill the associated application guideline.
It should be noted though that this CSCI Business Proposal Guideline closely mirrors the incentive guidelines,
and shall thus serve as a solid foundation to advance applicable incentive applications upon satisfactory
fulfillment of the standing procedures.
