In the said resolution, the CSC allowed the lawyers of the Legal Services Division of the DENR Central Office to be exempted from the biometrics considering the “special nature of their functions which necessitates a different and more exacting work hours to address the various demands of the Department.” ‘The lawyers in the DENR Regional Office are in a similar situation. They perform like duties as their counterparts in the Central Office. The duties of the lawyers, such as hearings, investigations, and meetings throughout the Region, are not limited to the confines of the office: unlike the duties of the other employees who have to be present in the office in order to perform their work. The nature of the duties of the lawyers are thus special in nature, making the pressing of the fingers four times a day on the bundy clock impractical, if not, impossible. In this regard, itis requested that the exemption granted to the lawyers of the Central Office be likewise granted to the lawyers of this Regional Office. ‘Thank you and kind regards. Yours, ENGR.
