Dear Parents,
This handbook is designed to familiarize you with Wendell 21st CCLC Afterschool
policy, procedures, and standards. We strive to provide you with the information,
resources and tools to provide a safe, supervised environment for your child during
out-of-school-time. This handbook includes key policies and procedures
established to ensure that your child is safe during the 21st CCLC afterschool
program. 21st CCLC also follows ALL Wendell School District 232 policies and
procedures.

We are excited about your child’s involvement with the after school program. The
21st CCLC program provides engaging enrichment and academic tutoring
activities for youth of our community.

This handbook is located on Google Drive and a print copy can be located in the
program director’s office upon request. Wendell 21st CCLC reserves the right to
revise its policies, procedures and standards as deemed appropriate by Wendell
School District 232, program director, and the after school advisory board.
Revisions may be necessary to comply with district, state and federal regulations as
well as ensuring a safe environment for youth and staff.

Program Operations
General Information
Providing a safe environment for students after school is our number one priority.
In order to provide a safe environment, we:
● maintain a 1:10 staff to student ratio
● provide age appropriate activities
● establish specific policies and procedures
● build positive relationships with youth, school and community
● provide staff professional development opportunities specific to staff and
program needs

Each year a program calendar will be established for program days. However, the
program will not operate when there is a school closure (i.e. weather, etc.).
Afterschool Program
The afterschool program offers a 100 day, Mon-Thurs program from early-fall until
late-spring. The program operates a minimum of two (2) hours each day and
Friday’s from 8:00 AM-12:00 PM. It is intended to offer students a safe, supervised
environment to receive academic help and new enrichment opportunities.

Summer Program
The summer program offers a 9 day program beginning in early June. The program
operates a minimum of six (6) hours each day. It is intended to offer students
academic enrichment (a minimum of (1) one hour of math & reading each day)
and other enrichment activities.

Policies & Procedures for Students


The afterschool program follows Wendell School District 232 “Student Policies”.

Enrollment Process

Wait List Procedure:


A wait list takes place for the following reasons:
● Recruitment of staff necessary to maintain safe ratios
● Recruitment of staff for specific student needs

When the program has met maximum capacity given the current youth to adult
ratios a waiting list will be established. When an opening in the afterschool
program occurs, then the next person on the wait list is contacted and enrollment
date is noted on the enrollment form.

If two (2) or more students from one family are on the waiting list, the afterschool
site will offer the opening to the parent/guardian and let the parent/guardian decide
if they would like to enroll that child. Every effort will be made to accept all
siblings at one time.

Attendance Policy
Participants attend a minimum of three (3) out of five (5) days, missing no more
than eight (8) days in a single month.

● Violation: Dismissal from program

Students are to arrive in the cafeteria when they are dismissed from class,
immediately following the final bell.

Students are not under the direct supervision of 21st Century Community
Learning Center program staff until they arrive in the cafeteria and have received
their snack.

It is the parent/guardian’s responsibility to contact the program director if their


child will not be attending program. It is not the responsibility of the child’s
daytime teacher or school staff to inform 21st CCLC of any child’s absence for
after school program. We appreciate it when they do pass on that information for
us.

Sign-Out Procedure
When youth are dismissed from the afterschool program, the following procedures
must be implemented:
● Only afterschool staff may be assigned the responsibility for student to be
released early.
● Only authorized persons listed on a student’s enrollment form. The
parent/guardian must pre-approve any new people to be added to the list before
person may pick up student.
● Parent/guardian must notify after school staff via phone call or in writing
for early release.

Pick-up Policy
Students are to be picked up between 5:35-5:45 PM Monday thru Thursday and
12:00-12:15 PM on Friday’s.
● If the Program Director is unable to contact any of the student’s
emergency contacts within 30 minutes of the latest pickup time, then police
and Health and Welfare will be called so your child may be delivered home
safely.
● Four (3) late pickups of 20 minutes or later may result in student’s
dismissal from the program.
● Only the approved name(s) (as posted in page 2 of enrollment) can pick
up student from the program.
● If a parent would like to add/remove someone from the approved list
then they must talk directly with the Program Director.

Behavior & Discipline Policy


When correcting a student’s behavior:
● staff verbalizes and demonstrates to the student what should be said or
done rather than focusing on the unwanted behavior.
● staff explains the reasons for the rules students are asked to follow. 21st
CCLC Afterschool follows school rules.
If the staff is unable to resolve ongoing or serious behavior issues (i.e. aggressive,
abusive, disturbing, or destructive behavior), then a three strike system is in place:

★ Strike 1- Parents are notified of the misbehavior and the frequency of the
behavior.
★ Strike 2- Staff and parents have a conference and establish a behavior plan
to follow.
★ Strike 3- If the problem cannot be resolved staff may dismiss student from
the program.

Field Trips

Field trips are part of the academic enrichment of student development and follow
State Department of Education, Wendell School District 21st CCLC Afterschool
policies.
Transportation for field trips to and from the activity is provided by Wendell School
District 232 buses and follow Wendell School District 232 policies.
A minimum two (2) weeks prior to any field trip a field trip permission slip will be
distributed which must be signed and returned a minimum two (2) days before the
field trip or child will not attend Wendell School District 21st CCLC Afterschool on
the day of the field trip.
All field trip requests must be submitted to the program director for approval.
Movie Policy
Afterschool is allowed to show PG movies.
Notification must be given two (2) days to parents before movie is shown.

Photography/Video Policy
Photography/video of program operations will be used to promote community
awareness and involvement. Photography/video may be used in newsletters, social
media, advisory board, program manuals, media reports, slideshows, and more.
The afterschool program will follow the policies as outlined by Wendell School
District 232.
