1.1 INTRODUCTION:
Admission to the first year M.B.,B.S., B.A.M.S., B.D.S., Degree courses offered by
the Colleges run by the Government / Societies of the Government and seats offered
by Other States are done by the Centralised Admission Committee (CENTAC),
Government of Puducherry.
Admission to the “Government Quota Seats” in Private and Unaided Professional
colleges, including the minority Colleges, will be as per the law / regulation / order of

1.4 ELIGIBILITY CONDITIONS:
For admission to any course, the candidate should fulfill the necessary admissions
requirements for the respective degree courses, as prescribed by the Pondicherry
University:

M.B.B.S.,B.D.S.., Degree courses must have passed
1 MBBS & BDS H.Sc.(Academic)examination conducted by the
Board of Higher Secondary Examination of Tamil
Nadu or any other equivalent thereto, with a
minimum of 50% marks (40% of marks for
OBC/BCM/MBC/EBC/BT/SC candidates) in
aggregate, in the prescribed subjects of Physics,
Chemistry and Biology or Biotechnology, Botany
and Zoology. Further they should have studied
English as one of the subjects and they must have
passed the above four subjects individually.
(a)Candidates seeking admission for BAMS course

must have passed in the subjects of Physics, Chemistry,
2 B.A.M.S. Biology & English individually and must have obtained a
minimum marks taken together in Physics, Chemistry
and Biology at the qualifying examination with a
minimum of 50% marks for General and 45% of marks
for OBC/BCM/MBC/EBC/OPH(General
&OBC)and40%ofmarksfor SC/BT &OPH.
(b)The Higher Secondary Examination or the Indian
School Certificate Examination which is equivalent to 10
+2 Higher Secondary Examination after a period of 12
years study, the last two years of study comprising of
Physics, Chemistry,
BiologyandMathematicsoranyotherelectivesubjectswithE
nglishatalevel
notlessthancorecourseofEnglishasprescribedbytheNationa
lCouncilofEducational Research and Training after the
introduction of 10+2+3 years educational structure as
recommended by the National Committee on education.
Eligibility criteria for PHYSICALLY CHALLENGED Candidates (for MBBS
& BDS Courses)
The physically Challenged candidates with locomotary disorder of lower limbs

between 40% to70%are only eligible under the Physically Handicapped quota.
NOTE: The guidelines of Govt. of India and regulations of Medical Council of India
shall be observed in making admissions of differently abled (Physically
Handicapped) candidates, according to which the Physically Handicapped
candidates with locomotary disorder of limbs between 50% to 70% will be
considered first and for remaining unfilled seats, candidates with 40% to
50% disorder will be considered.
NOTE:
 The candidates seeking MBBS/BDS course under this category will be

required to undergo second Medical examination by a Medical board
constituted for the purpose by the Director of Health and Family Welfare
Service, Puducherry, to ascertain and confirm the nature and extent of
physical disability.
 Candidates with any other DISABILITY other than the locomotor

disability of the lower limb will not be considered for the admission into
MBBS/BDS course under this special category. Such application will be
summarily rejected without any intimation to the candidates.
 The decision of the Director of Health and Family Welfare Service,

Puducherry, in this regard will be final.
1.5 SELECTION PROCEDURE
1.5.1 PROCEDURE FOR DETERMINING THE MERIT SCORE:
Admission to the above degree courses is based on the performance of the

candidates in the NEET score for M.B.B.S., B.D.S. & B.A.M.S. courses.
1.5.2. ORDER OF PRIORITY FOR THE TIE BREAK

When more than one candidate has got the same marks in the common merit list (i.e.
the merit list prepared after merging the normalized marks of candidates from various
Boards), the inter-se merit among such candidates, for each course will be
determined in the order of priority as specified in table below:

 If a student vacates the hostel during the academic year, rent will be
deducted on pro-rata monthly basis. (even if the occupancy is in fraction

If a candidate discontinues the course on or before the last date of counseling of

the respective academic year of admission he/she shall have to pay ₹50,000/- and
in case the candidate leaves the course on or after 31st August or during any other
subsequent academic years he / she shall pay a sum of ₹4,00,000/- as penalty
(separate agreement bond should be signed by the candidates and parent/guardian
along with two sureties for the aforesaid, which is available with the institute)
Fees mentioned in parenthesis as ‘Refundable’ shall be refunded after the

candidate gets relieved from the institute, upon satisfactory completion of the
course.
Registration fee, Matriculation fee, Recognition fee, University development fee,

Sports fee and any other fee that may be levied by the University shall be payable,
at the rate as prescribed by the Pondicherry University, within the stipulated time.

AGREEMENT BOND FORM FOR CANDIDATES ADMITTED FOR
MBBS COURSE FOR ACADEMIC YEAR 2018-2019

This agreement made on this ------------------day of ----------------------------2018

between the Director, IGMC&RI (hereinafter called the Director which expression
shall, where the context so admits include his successor in Office) of the one part
and ---------------------------------------------son / daughter of ---------------------------------------
--resident of ---------------------------------------------------------------------------------in the Taluk
of district (hereinafter called the candidate) which expression shall, where the context
so admits include his/her heirs, executors, administrators and representatives of the
other party.
WHEREAS the candidate has, on his/her application been selected for admission to
the MBBS course in the IGMC&RI (hereinafter referred to as the said College).
AND WHEREAS the candidate has, agreed to complete his/her studies for the said
course, at the said College, subject to the condition hereinafter appearing.
Now THEREFORE, this agreement witnesses and it is hereby agreed as follows:
1. The candidate shall diligently complete his/her study for the said course at the
said College, shall abide by the rules of the said College for the time being in
force regulating the conduct of students at the said College and shall pass all
the examinations prescribed for the said Course by the affiliated University.
2. Upon passing the final MBBS Examination the candidate shall serve as
‘Intern’ for the prescribed period as laid down by Medical Council Act, 1956
(Central Act 102 of 1956).
3. During the period of Internship under clause (2) the candidate shall faithfully,
diligently and with skill and ability perform his/her duties and observe the rules
in force.
4. Candidates who discontinue the course between 25th August and 30th are
bound by the bond and thereby they shall have to pay a sum of ₹50,000/-
(Rupees Fifty thousand only) as penalty for having breached the contract in
the bond and the candidates who discontinue the course on or after 31st
August and in any date of the subsequent years shall have to pay a sum of
₹4,00,000/- (Rupees Four lakhs only) as penalty.
5. Any other sum falling due from the candidate under this agreement apart from
any other dues including that of the Hostel, as the case may be, shall be
recovered from him/her as an arrear of land revenue.
6. The witness shall bear the stamp duty payable in respect of this agreement if
required. In witness whereof the parties hereto have appended their signature
hereunto on the dates respectively mentioned against the signature.

should be signed by the candidate and parent / guardian along with two sureties
aforesaid, which is available with the institute).
c) Fee payable to the University: Registration fee, Matriculation fee, Recognition

fee, University development fee and sports fee shall be payable at the rate as
prescribed by the Pondicherry University.
d) Examination fee shall be payable as prescribed by the University.
e) Hostel fees and deposits are as follows.

admission the student shall be imposed a penalty amounting to the Institution
fee per year for the full course thereon (`26,150/- x 4 years).

2.5 (A) SELECTION PROCEDURE
2.5.1 : PROCEDURE FOR DETERMING THE MERIT SCORE
All Biology based Degree Courses
For all Biology-based Degree courses, i.e. B.V.Sc., & A.H. / B.P.T.,/ B.Sc. (Nursing) /
B.Sc. (MLT)/B.Sc. (MRIT), admission is based on the marks secured by the
candidates in the prescribed subjects in the qualifying examination (i.e. Biology /
Botany & Zoology, Physics and Chemistry, including practical’s) and Biotechnology
{only for BPT} and normalizing them by the prescribed procedure.
Wherever separate marks for practical’s are awarded, the same will be considered
along with the respective subjects, for arriving at the total actual marks.
Method of Admission for B.V.Sc. Course under Special Allocation
1. Filling up of seats under NRI category (4 Seats)

Under this category, only NRI candidates (or) wards of NRI parents are eligible
to apply. Selection of students is done based on NEET score. If any seat falls
vacant under this category, the same will be filled from the merit list of Self-
financing candidates.
2. Filling up of seats under Self-financing category (5 Seats)

Under this category, candidates from any part of India, willing to study for the
same fees as prescribed for the NRI category candidates. Selection of students is
done based on NEET score. If any seat falls vacant under this category, the same
will be filled from the merit list of NRI candidates.
3. Filling up of seats under Foreign National category (2 Seats)
Under this category, only candidates who are born outside India and currently
holding a foreign passport are eligible to apply. Selection of students is done
based on the marks in the qualifying exam. If there are any vacant seats under the
Foreign National category, it will be filled from the merit list of NRI candidates.
If candidates are not available under NRI merit list, then the vacant seats will be
filled from the merit list of Self Financing category.

in the prescribed subjects of the qualifying examination (i.e. for H.Sc. Academic:

Technology / Computer Sciences / Biology / Botany & Zoology) & for H.Sc.
Vocational: Vocational Subject Theory, Vocational Subject Practical and a related
Subject) and normalizing them by the prescribed procedure. Equal weightage will be
given to all the three prescribed subjects. In case a candidate has appeared in more than
any one of the above prescribed optional subjects, the subject in which the candidate
has obtained the highest marks will be taken into consideration for “Normalization”

B.Pharm. Degree Course : Admission is based on the marks secured by the candidates
in the prescribed subjects in the qualifying examination.
i.e. for H.Sc. Academic: Physics, Chemistry and one of the following optional subjects
(Mathematics / Bio-Technology / Computer Science / Biology / Botany & Zoology) in
which the candidate has scored the highest marks (including practicals) and
“normalizing” them by the prescribed procedure.
Equal weightage will be given to all the above three prescribed subjects. In case a
candidate has appeared in more than one of the prescribed optional subjects, the subject
in which the candidate has obtained the highest mark will be taken into consideration
for ‘normalization’ and for calculating the actual total marks, in the prescribed subjects.
Wherever separate marks for practicals are awarded, the same will be considered along
with the respective subject, for arriving at the total actual marks.
B.A.LL.B. Degree Course : Admission is based on the percentage of marks in
aggregate of all subjects obtained by the candidates in the qualifying examination. [No
normalization of marks].
LL.B. Degree Course : Admission is based on the percentage of marks in aggregate

of all subjects obtained by the candidates in any bachelor degree of any university or
its equivalent. [In case of more than one bachelor degree, marks of the first degree
alone will be considered. Post Graduate marks will not be considered]
2.5.2. ORDER OF PRIORITY FOR TIE BREAK
When more than one candidate has got the same marks in the common merit list (i.e.
the merit list prepared after merging the normalized marks of candidates from various
Boards), the inter-se merit among such candidates, for each course will be determined
in the order of priority as specified in table below:

2.5.3 : MERIT LIST
Selection of Candidates for admission to all the degree courses will be based
on the Merit lists prepared by CENTAC, based on the marks arrived at by adopting the
‘method of normalization’, as detailed in para below. Ranking of the candidates will
be done based on the ‘normalized marks’ (rounded-off to three decimal places)
arrived at, to a base of 200.
Normalization Procedure
 In order to evolve a common base for equating the marks obtained by

the candidates from various Boards of Examination (Refer Annexure-
II), “normalization procedure” as outlined below will be followed.
 The marks obtained by the students in the relevant subjects in the

qualifying examination conducted by the various Boards or Authority,
shall be equated with the marks obtained by the students in the same
subjects in the qualifying examination, conducted by the State Board (i.e.
state Board of School Examinations, Tamil Nadu), by adopting the
method of normalization.
 EXPLANATION: Under the method of normalization, the highest mark

obtained by the students of various Boards in each subject, shall be
equated to the highest mark obtained by the students of the State Board in
that subject, and the relative marks of other students in that subjects, shall
be determined accordingly.
 ILLUSTRATION: If the highest marks secured by a student of the State

Board, in Physics is 100 and the highest mark secured by a student of any
other Board (say “X”), in the same subject is 90, then, both the highest
marks will be considered to be equal to 100. If any other student of the
other Board (i.e “X”), is 90, then, 60 marks secured by such a student will
be considered to be equal to 66.667 marks as arrived at and given bellow:
(100 x60) / 90 = 66.667%
 After normalization of marks of the eligible students of different Boards,
in the relevant subjects, the “normalized marks” obtained shall be merged
into a common merit list.
 In case, where more than one student has got the same marks in the
“COMMON merit List”, the ‘inter-se merit’ among such students shall be
determined in the manner prescribed as para 5.2above.
 For the purpose of normalization of marks of candidates from “Other

State”, except for the B.Tech course, for all other such courses, wherever
such quota is available, maximum marks obtained in the respective
subjects, from among the various Boards under which the above
candidate have actually studied and applied for a particular course, will
only be considered.
 ILLUSTRATION: For B.Pharm. course, if candidates form Andhra

Pradesh, Madhya Pradesh and Maharashtra alone have applied against
“All India quota”, then, the above Boards and their maximum marks only
will be considered, for the purpose of “normalization” of marks.
 The Director of School Education, Government of Puducherry, will be the

“Designated Authority” to furnish the “maximum marks” in each of the
prescribed subjects for the various courses, of the various Boards of
Examinations, and furnish it to CENTAC. For the “Normalization
Procedure” only the above officially furnished data will be used and will
form the basis for preparing the “COMMON MERIT LIST” for the
various courses, coming under the purview of CENTAC.
 Candidates who have qualified in examination conducted by Boards other

than the Boards notified in Annexure-II of the Information Bulletin
(including Lycee Francais) should produce the equivalence certificate
obtained from the Association of Indian Universities, New Delhi.
2.5 (B) SELECTION PROCEDURE:
DIPLOMA IN HEALTH SCIENCES (DGNM, DANM, DMLT)
(a) PROCEDURE FOR DETERMING THE MERIT SCOR or Ranking of
Candidates:
Selection of Candidates for admission to the Diploma courses (after

higher Secondary / 10+2) will be based on the percentage of total marks (merit
marks) obtained in the respective Qualifying Examinations. Ranking of the
candidates will be done based on the ‘merit marks’.
(b) Procedure for “Tie Break” in the Merit Marks:

When more than one candidate have got the same marks in the
common merit list, the inter-se merit “among such candidates, for each course
will be determined in the order of priority” as below.

In addition to the institute fees, an amount of Rs.1258* (or) Rs.1363* towards

recognition fee, matriculation fee, sports fee, registration fee and University
Development fund as specified by the Pondicherry University may be paid as one
time fee by the candidates. In addition, examination fee as specified by the
Pondicherry University may be paid at the time of every annual examination. (*

Institutional Development Fee
The Institutional Development Fee (IDF) for NRI/Foreign National/Self-financing

category candidates is Rs.5,50,000/- (Rupees Five Lakhs and Fifty Thousand Only) or
its equivalent in US Dollars to be paid as a single instalment for each year of the
course over and above the regular fees. If under any circumstances, the student
happens to continue studies at RIVER exceeding the prescribed course duration of 5
½ years, he/she shall pay IDF of Rs.5,50,000/- (Rupees Five Lakhs and Fifty
Thousand Only) per annum, over and above the regular fees till he/she completes the
course (subject to a maximum of 9 years from the Date of Registration).
IDF payment shall be only through Electronic /Wire Transfer to the Bank account of

Fee payable to the University: Fees like Registration fee, Matriculation fee,

any shall be payable at the rates as prescribed by the Pondicherry University.
Examination fee: University/College examination fee shall be paid as prescribed by
the University/College.
Refund policy
If a student admitted under regular scheme discontinues the course
a) after admission but before registering the courses, except
admission fees for College and Hostels, other fees will be refunded
Regular Scheme
b) after registering the courses, only the caution money deposit for
College and Hostels will be refunded.
If a student admitted under Payment Scheme or NRI / Foreign

National scheme discontinues the course,
a) after admission but before registering the courses, except
admission fees for College and Hostels, other fees will be
refunded.
Payment and
b) Within fifteen days after registration of I Semester, only the
NRI / Foreign
caution money deposit for College and Hostels will be refunded.

c) Fifteen days after registration of I Semester or during any

other subsequent semester, he/she shall have to pay the entire
course fee for eight semesters as penalty.
(Separate agreement bond should be signed by the candidate and
parent/guardian along with two sureties for the aforesaid.)
