the Russian Federation, Federal Service for Technical and Export Control (FSTEC).From now on, these government
agencies can resume procurement of foreign goods even in case of their domestic equivalents being

manufactured in Russia.

The respective government decree was published Thursday on the Official Internet Portal of Legal Information. The
document makes amendments into the Government Decree from December 2013. The ban on the procurement of
foreign equipment was to enter force on January 1, 2018.
The list of agencies covered by the decree includes Ministry of Internal Affairs of the Russian Federation, Federal
Guard Service of the Russian Federation, Federal Security Service and Russian Foreign Intelligence Agency.

In June, the Russian Ministry of Internal Affairs declared void the auction on procurement of systems and
equipment for cloud infrastructure due to the bidders’ suggestion to purchase the servers developed and
manufactured in China. It was revealed that the architecture indicated in the documents is not compatible with any
Russian-manufactured processor.

At the beginning of July, the media reported that Chinese-made civil use UAVs acquired for EMERCOM Unmanned
Aviation Centres, were purchased at an approximately  two fold overcharge price.

In autumn 2015, the Ministry made the first major acquisition of 200 Chinese-made quadcopters DJI Phantom 3
Advanced manufactured by Da-Jiang Innovations Science and Technology Co., Ltd  at a price of 38 mln. rubles.
The quadcopters were distributed across all of the 85 regions. The price of one drone was 190 thousand rubles
whilst , according to the media reports, on the websites of internet-based retailers the same kind of drones is
offered at a price of 70 thousand rubles per each.
From June 2014 to July 2015 the state lost 247,3 bln. of rubles due to government procurement at overvalued
prices. In the middle of November Dmitry Medvedev signed a decree on regulations of state procurements of 35
companies.

From the beginning of 2016, four government decrees regulating the requirements for legal acts on government
agencies state procurements are in force. According to these acts, the customer is supposed to justify and give
grounds for the necessity of each state procurement, reasons and procedure of supplier selection and the initial
contract price and publish the information on the state procurement plans and prices on the Unified Information
System website.
