Presently, throw forward is very high and the execution of these works is taking very long time. Even limited funds allotted (Budget Grant) are not spent, under most of plan heads. It is mainly due to improper planning of various activities before execution of sanctioned works. 2.0 Therefore, planning of various activities before execution of sanctioned/existing works is very essential for expeditious completion of sanctioned works under various plan heads, during a year, with quality and within sanctioned cost. apewed, ‘The various planning works are to be done in 1° 6 months (50% time)from April ERY ot (Non working summer & rainy season) and execution will be done in next 6 DEN Hontne of working winter season i.e. from October to March (50% time). Colonies etc (i) It is also to be similarly deliberated upon first by executing agency ie, division etc., and then in HQ before approval of concered CHOD/PHOD, as described in Para 3 above, Preparation of various Detailed Plans Various detailed plans to be prepared based on the approved Master Plan, are as under:- (i) New development or improvement to existing circulating area showing the ENil/Entry gates, different arcas for different types of parking, fountain, landscaping, boundary wall, pay & use toilets, PRS, food plaza, MFC etc. (Refer PCE’s Circular No. 5) (ii) New development and improvement to existing station building, showing proposed additions/modifications ete and showing proposed additional passenger amenities by involvement of passengersitheir representatives. ii) Station yards showing all the existing railway lines and proposed line including pit line, stabling lines ete, with complete details i.e. position of bridges, L-xings, points & crossings, signal posts ete. (iv) Various staff amenities in Model colonies and service buildings like hospital, stadium etc. (Refer PCE's Circular No. 4). () Bridges, ROBs/RUBs, Limited Height Subways (vi) L-Sections, LWR Plans (vil) Closure, diversion and manning o # level crossings ete The size of each room of station buildings and other buildings are to be worked out as per Para 203(9)(1) of IRWM ic, by showing no, and size of furniture and other ‘equipments etc., in each room, like private builders, showing arrangement of beds, sofa, dining table ete., in various rooms in flats. Finally, the above plans of important stations, major colonies and important service buildings, to be improved upon by Architect by consultancy contract and to be ied with the Committee of concerned officers in HQ i.e, COM, CCM, CEE, CE ete., before getting approval of GM. ous works Le ations, colonies and other servi er Plan and Detailed Plans will be prepared based om the provisions in the estimate, by the executing organization (Division/Constmiction/PSUs) with clearly mentioning extra items and extra cost involved, as per estimate sanctioned. Tentative time frame for approval of plans , () DRM and concerning branch officers will discuss/eleborate upon and approve different plans for different works within a maximum of 15 days. (i) In case, there is a disagreement befween construction/PSUs & Divisional officers, the same to be forwarded to the coordinating HOD (as given in Annexure A) in HQ so that the dispute can be resolved at HQ level within 7 days and observations, if any will be intimated to division ete. (iii) After observations of HQ officers, the executing organization will make the final plans on tracing paper/cloth and will obtain the approval of all concerned branch officers and DRM within next 7 days (iv) After signature of branch officers, DRM will send the original plan to the coordinating HOD for getting signatures of HQ officers. While sending the plan to HQ, DRM & CE (Con)(CPM(RVNL) concemed may also indicate the priority/urgency and tentative date of requirement of approval of the plan, based on overall planning and Bar/PERT chart for the execution of works. The plans of only those works which are targeted for completion in current financial year, are to be given 1“ priority. (v) The coordinating HOD will send the plans to concerned PHODs/CHODs who will approve the plans within 7 - 15 days. 10. The concerned officers for approval of various plans in-charge and HQ The above mentioned various plans are to be made on Autocad, showing existing and proposed addition/alterations and new works in different colours. In fact “contract matter is not {science but art.” Therefore effective planning, before invitation of tenders and during finalization and monitoring of contraets is very essential. For effective planning before invitation of tender ~ 3.1 Tenders are to be called only for works planned/targeted during a financial Q@DEN/G year, - (@ when all the planning works as per Para 5 of PCE’s Circular No.1 are done for sanctioned works of PWP & LAW. (ii) when the list of Priority ‘A’ special revenue works (track, bridge, building etc) and list of tenders with estimated cost (within the budget available) is approved by HQ (PCE & FA&CAO). (iii) when adequate funds (Outlay) are available (originally or by ch OST re-appropriation) for that work - 3s0Iw (a) Minimum 50% for sanctioned and targeted works of SSE/ESTT ia suny ee SSE/LAND (b) Minimum 70% for sanctioned and targeted works of aoe ee LAW. eS Faas (3 (6) Upto 10% value of budget grant for revenue osecTs 3.2Mpre tenders for Special Revenue Works may be called by é¢ eHfminating/minimizing the Zonal tenders. ¢ tO) 3.3 Only one tender for Special building works under each ADEN/Estate and one for Track Works under each ADEN/Line may be invited. 3.4Clubbing of Tenders: Clubbing of tenders is to be done to the maximum extent possible as per following ~ @ w (ii) 2 or more tenders within the jurisdiction of DEN/Sr. DEN of similar description of works ‘All works at a particular station, colony or any other important establishments ‘Tenders for value less than Rs. 1 Crores are to be called only as an exception and with sufficient justification and getting approval of HQ. 3,5 Other important points for consideration :~ @ Gi) Time of completion to be realistic, Extension of time should be given only as an exception with proper justification, in writing, Tender schedules & items of works for each type of work to be examined personally by DEN/Sr.DEN concemed and got approved by concemed HODs in HQ for uniformity & improvement for each type of work, to the extent possible. Gii) The quantities of different items of tender schedule to be test checked personally by DEN/Sr.DEN concerned so as to avoid unreasonable variations during execution. (iv) All special conditions including similar nature of works and ) eligibility criteria for each of work to be reviewed thoroughly by concerned DEN/St.DEN & Sr.DEN/Co in division so that these are very cleat, brief and understandable by contractor and railway officials. This should be got approved by concemed HODs in HQ for improvement & uniformity in all divisions to the extent possible, ‘The following are to be included in the Special Conditions of tender after finance vetting in the division for (a) & (b) below ‘ (a) Provision of Award to contractor & Railway officials, if work is done in time, without extension, (b) Provision of token Penalty to Railway officials and contractor, if work is delayed beyond 2 months. (©) Provision of qualified Engineer & trained staff by contractor. (vi) Pre-bid conference to be done with contractors, so as to include valued suggestions, if any 4. If the above planning is done effectively before invitation of tenders, most of the contracts can be finalized very fast & within less that 3 months and negotiations and cancellations of tenders can be avoided/reduced. 5. If the above planning is done before invitation of tenders & contracts are finalised early, there will be following advantages- @ Ga, ‘Less time in execution, as monitoring of lesser number of contracts is to be done Very less arbitration cases by contractors (iii) Less cases of variation in quantities (iv) Less requirement of NS items etc. (x) _ Timely payment to contractors (vi) Lesser number of work sites - better supervision with existing staff (vii) Lesser time in preparation of Final bills and closure of contracts of ; 68 (JS. Selection of major colonies for development into Modet Colony One colony of A & B category by each division to be selected in consultation with Railway staff and unions, based on the following (Comparatively new colony (age-wise) and easier to develop as model colony. (i) Comparatively better location/city where all education, medical and recreation facilities are available. (ii) Existing 2 or more colonies ean be combined into one model colony (iv) Availability of vacant land for further development and construction of additional quarters, if required Preparation of Integrated Master Plan for model colony In this plan, all existing staff amenities & proposed staff amenities, with modifications/dismantling/additions etc, after discussion with staff, unions, associations etc., are to be plotted. The following staff amenities may be considered, in planning. (a) Minimum staff amenities (Boundary wall around the entire colony with one security gate (i) Playground Gi) Proper roads with flower beds and Jogging track on one side and tree plantation on other side Rain water harvesting Proper water supply system Proper drainage system Proper sewerage system with proper septic tanks Proper garbage disposal and dustbins Landscaping and parks in vacant space ‘Tree plantation in vacant space (6) Additional staff ameni Health Unit Community Center/Kalyan Mandap Shopping complex Stadium Recreation club/Institute ‘Additional quarters, if required, in extra land available ‘Swimming pool , based on feasibility © ‘The offices of unions, associations etc. & service buildings including telephone exchange etc., ie., other than staff amenities, to be planned in adjacent complex ie, away from Model Colony. Even entry of public to the Community hall ete, to be separate from the main entry. 5.0 _ Preparation of Detailed Plans for mode! colonies: Based on this Integrated Master Plan, Various Detailed Plans for different staff amenities are to be prepared based on PCE ireular no.2. 6.0 Detailed Estimate for model colonies - Based on this Integrated Master Plan and Various Detailed Plans, works in Ph ~ 1 é& Ph ~ II are to be decided and accordingly, estimates for Ph. -1 & Ph. I] works to be prepared. 7.0 Sanction of Works (Phase-wise) for model colonies G) Phase - 1 works to be got sanctioned in LAW under GM’s powers and proposals to be sent in PWP for Phase ~ il works, after thorough review of each existing sanctioned work under PH 52 & 64 and deleting all other less important sanctioned works, so that throw-forward is reduced and adequate funds can be provided for works in Model Colonies. Provision of adequate Cash imprest 11.0 _ Systematic maintenance/improvement of staff quarters in colonies, to have zero complaints ua M2 Realistic assessment of quarters in each colony by feedback from each Railway staff is to be done, considering the following points in feedback (Whether he is satisfied with existing quarter and if not, Why Gi) Which colony and which station (with approx distance), he desires to stay (iii) Whether he has his own house and where (approx distance) (iv) Ifnot, when planning to purchase and where (approx distance) (¥) Whether he needs Railway quarter. (vi) Remarks if any The committee of Engineering (DEN/Estate or Sr.DEN/Estate), Personnel @POVSr. DPO), Electrical & Finance (Sr. DFM) is to put up their recommendations for each of the very old colonies and very old quarters (age-wise) to HQ through DRM, for condemnation which are beyond economic repairs so that further maintenance is not taken up, to these quarters. The committee will also make a list of vacant quarters, which are maintainable, i. not beyond economic repairs. 11.3 New quarters to be proposed in LAW & PWP, based on realistic requirement worked out in para [1.1 & 11.2 above & preferably in model colonies i.e. ‘A’ & “B’ category colonies. 11.4 Afier the approval of HQ (PCE, CEE, CPO & FA&CAO), systematic maintenance/improvement to staff quarters (maintainable) is to be taken up only for remaining important colonies and preferably in model colonies by following action. (a) Survey of each quarter by SSE/Works, ADEN/Estate for reasonable repairs to be done (b) Test check by DEN/Estate or S.DEN/Estate & HQ for repairs to be taken for a cluster of quarters & not for individual quarters. (©) Planning various maintenance/improvement works in maintainable staff quarters for important/model colonies (within budget allotments), by each way Le. DBM, Special Revenue, LAW & PWP etc. 12. HQ Committee for Model Colony & other important coloni Committee of HQ will consist of PCE, CPO, CEE, CMD & FA&CAO. ‘The following main areas to be considered by committee « (a) Review of progress of works executed under PH 51, 52, & 64 & revenue. (b) Proposal of new works (Phase ~ I & II) for sanction in LAW, PWP & revenue. Circulating area is first interface of Railways with passengers. Thus, a lot of planning works are to be done for visible improvement to existing circulating areas at important Stations. Balance passenger ‘amenities, if less than required, are also to be provided but with proper justification, 3.
