1.

Install DHCP roles on both domain controllers

2. On Primary DC open DHCP management console, select IPv4 and create a test scope.
3. Now select IPv4 and Click on Configure failover DC

4. Enter the partner server details

5. Enter the relationship name, share percentage of scope, Shared secret

Note: Mode can defined as either load balancing or Hot standby type

6. Click Finish and close

7. Now refresh the DHCP management console and validate the scope is reflected.
