acceptability permit/tower permit to authorize the
construction of a tower
u Tower fees imposed by LGUs are too high it ranges from
Php 200,000.00 to Php 250,000.00 annually.
u Permitting process is exasperating. It typically takes almost
nine (9) months to secure the 26 necessary requirements
to construct/put up a cell site tower.
There is a need for a Rationalization of
(issuance of Building) Permit and here are
some action agenda
• For the DILG to draft an EO standardizing the requirements, steps and timelines in securing
permits/clearances to construct telecom sites/towers. Telecommunications Companies should
make a list of the minimum requirements;

• Take into consideration the pertinent provisions of the Anti-Red Tape Act and monitor pending
applications particularly on timelines, for future reference;

• Develop advocacy materials. Telecommunications Companies or DILG is tasked to document


LGU success and champions for possible showcase;

• Industry Alignment. Telecommunications Companies must come up with a standard menu of


offers; and

• Telecommunications Companies should coordinate with concerned agencies/offices


regarding the possible co-location agreement.
Proposed Actions from the DILG:
u Streamline the processes in applying Construction/Building Permit

ü Policy Guidelines thru Joint Memorandum Circular between DILG and DPWH
ü Encourage co-location/connectivity of concerned NGAs within the
designated area for Building Permit Application
- NGAs such as BFP for FSEC and FSIC
- LRA to connect to the Office of the Building Official for real-time database
of owners and geospatial information for all land plots

u Automate /computerize the streamlined process
