Regional Pool of Gender and Development


(GAD) Resource Persons (RPGRP)

Who are qualified be certified as Regional Pool of
GAD Resource Persons (RPGRP) ?
• GAD practitioners who have extensive
experience in providing GAD related capacity
development sessions as trainers, facilitators,
resource persons and consultants
• have gone through basic, in-depth and
continuing capacity development sessions to
improve their knowledge on GAD
• have proven record of accomplishment as
GAD advocates and practitioners to be able to
convey the correct GAD core messages to their
audience
RPGRP Certification Process
Period of application for certification as RPGRP will be officially
announced by the RGADC during one of its regular meetings.

RGADC should create a SCREENING COMMITTEE


• composed of, but not limited to a Chair and at least two (2)
members of the RGADC selected among the members
• PCW may be invited to serve as adviser during the profiling and
selection process

The Screening Committee is expected to prepare the examination questions, review the application and
Training Needs Assessment (TNA) forms, and prepare the parameters for selection of shortlisted and
qualified applicants.

1. Application to be certified as RPGRP starts with the
submission of accomplished RPGRP Application Form
and Training Needs Assessment Form, together with the
necessary documentary attachments. Any RGADC
member agency or institution may distribute the form
to prospective applicants in the region.

2. Only those with complete submissions sent on or


before the deadline will be considered for the pre-
qualification examination and shortlisting.

3. RGADC shall inform the shortlisted applicants of their
scheduled examination date. They are expected to take
the exam in person by proceeding to the designated
office (agreed by the RGADC) where the examination
will be given.
4. Only those applicants that garnered a score of 80%
points will be considered for shortlisting.
5. RGADC shall inform the applicants of the results of the
examination within one month after the date of the
examination.

RPGRP Certification Process
1. All shortlisted applicants must attend and complete the four
(4)-day levelling session on the provision of GAD technical
assistance to be coordinated and organized by the RGADC
secretariat and selection committee.

2. Selection Committee should determine the parameters to


assess the performance of the shortlisted applicants during
the leveling session to determine the final list of applicants
to be certified as part of the RPGRP

The Selection Committee may adopt the parameters used by PCW as follows:

RPGRP Certification Process
3. The screening committee should present to the RGADC
the results of the levelling session before finally
deciding on the certification of qualified applicants.

4. The number of years an applicant will be certified as a


RPGRP should be determined by the certifying RGADC.

5. The RGADC shall notify the shortlisted applicants of the results of
the leveling session and their final score in certification criteria
within one month after the conduct of the leveling session.

6. The RGADC may organize a special ceremonial certification activity


that can serve as the venue for the formal signing of Partnership
Agreement between the certified RPGRP and the RGADC.

NOTE:

PCW-certified National GAD Resource Pool


(NGRP) Members are not automatically
members of the RPGRP, and vice-versa.

If NGRP Members are interested to join the


RPGRP, they are also required to undergo
the process of certification of RPGRP, and
vice-versa.

3 GAD Technical Assistance (TA) Referral Process


The certified RPGRP is expected to comply and abide by the following minimum
standards and protocols stipulated in the partnership agreement:

1. Follow the terms set in the signed Partnership Agreement and the RGADC Guidelines;
2. Handle at least the required minimum number (to be determined by RGADC) of GAD-related
technical assistance annually;
3. Submit required reports to RGADC following template and scheduled set by the RGADC;
4. Attend and actively participate during learning or deepening sessions, regional GR Pool
Assemblies and other RGADC-led activities;
5. Participate in the development and updating of tools, modules and other GAD-related
materials;
6. Share with regional RPGRP members, materials, modules, innovative approaches, studies,
researches, papers, cases and tools on GAD; and
7. As the need arises, partner with the RGADC in the conduct of region-wide GAD-related GAD
TAs.

3 GAD Technical Assistance (TA) Referral Process


RGADC-Referred GAD Technical Assistance (TA) Requests
1. RGADC Receives GAD-related TA Requests
RGADC should decide among the members who will coordinate GAD-related TA requests in the Region.
The coordinator should also monitor and serve as repository of TA referrals.

2. Coordinate the TA Requests to select/suitable RPGRP


TA requests from RLAs may be coordinated by either the RGADC chair or NEDA-RO, SUCs by CHED and LGUs by
DILG; however, the RGADC may still opt to develop its own guidelines.
RGADC TA referral may also adopt PCW’s process

3. RPGRP Receives the TA Referral from RGADC


Upon receipt of TA referral, the RPGRP member should inform the RGADC TA Coordinator if they will take on the
request or not. Once accepted, it is assumed that the RPGRP member will deliver the requested TA.
Directly-handled GAD Technical Assistance Requests

RPGRP members who directly received TA requests


should still submit training or TA synthesis report and
evaluation to the RGADC TA coordinator.

Payment of Professional Fees

The payment of professional fees should be based on


existing government rules and regulations specifically on
the granting of honoraria/professional fees under the
Department of Budget and Management Circular 2007-01:
Guidelines on the Grant of Honoraria to Lecturers, Resource
Persons, Coordinators and Facilitators.
Roles of RGADC and PCW in the Certification of
Regional Pool of GAD Resource Persons

1. Provide the necessary funds for the certification and


continued capacity building of RPGRP;
2. Create a Selection Committee that will lead in the
process of application, shortlisting, and leveling session
of applicants to the RPGRP;
3. Promote or disseminate information about the RPGRP
in the RGADC/RDC websites, publications, and region-
wide activities among others;
4. Create and maintain a database to serve as repository
of GR Pool profiles, contact information, performance
assessment and tracking of TA referrals and requests;

4. Provide presentation, reporting, evaluation, profile forms and


templates for Regional GR pool members among others;

5. Organize and coordinate annual continuous GAD-capacity


development for RPGRP or annual assembly of GR pool
members; and

6. Conduct periodic assessment of the performance and


compliance of regional GR pool members as basis for renewal,
suspension or termination of certification.
Roles of RGADC and PCW in the Certification of
Regional Pool of GAD Resource Persons
1. Assist the RGADC in the development of the certification
guidelines of the Regional Pool of GAD Resource Persons;
2. Serve as adviser of the RGADC screening committee
especially in the selection of qualified applicants to be
certified;
3. Assist in the conduct of leveling sessions on GAD for
shortlisted applicants as facilitators, resource persons or in
the development of leveling session designs; and
4. Assist the RGADC in the conduct of continued capacity
development of Regional Pool of GAD Resource Persons s
member of the training team, or if necessary, through
funding assistance.
