PREAMBLE
We, the students of Batangas State University- San Juan Campus, entreating the sense of intuitive
foresight, in order to intensify a government that shall play an increasingly significant role in employing
the goals of the student body: stand prominently to commit the advancement of knowledge and skills:
improve the context of service: actualize designated responsibilities, foster an excellent degree of affinity
within the community, do hereby affirm, behold and confer this Constitution and By-Laws.
ARTICLE I
NAME, DOMICLE AND NATURE
Section 1 The name of the student government shall be Supreme Student Council, the abbreviation of
which shall be SSC.
Section 2 The SSC shall promote and enhance, in democratic manner, the rights, welfare and ideals
of the industry.
Section 3 The office of SSC shall be located at Batangas State University, San Juan Campus,
Talahiban 2nd, San Juan, Batangas.
ARTICLE 2
DECLARATION OF PRINCIPLES AND POLICIES
Section 1 The SSC lengthens the brevity of power and authority to standardize discipline and moral
uprightness.
Section 2 The SSC shall promote camaraderie among students to uphold an entangling bind utilizing
them to participate in any academic and co-curricular enhancement activities.
Section 3 The SSC shall intensify student's goals, rights and privileges.
Section 4 The SSC shall sustain its responsibilities for the development and betterment of its
constituents.
Section 5 The SSC shall be an organization for everybody holding an active part in all aspects of life
and from time to time defending its Constitution and By-Laws.
ARTICLE III
DUTIES AND OBLIGATIONS OF THE STUDENTS

Section 1 All bonafide students of the University shall automatically become members of the SSC.
Section 2 All such students shall pay a membership fee (100 pesos per academic year) duly collected
by the Budget and Finance Committee, supervised and audited by the Auditor.
a. observe at all times the laws of the Philippines and the rules and regulations of
the University
b. be cooperative with the SSC's projects and programs
ARTICLE IV
BILL OF RIGHTS
Section 1 Every student has the right to choose his or her field of study, improve himself to access his
own records and all other documents subjected to him.
Section 2 Every student is guaranteed to express and pursue their opinions at any responsible means
of humane behavior.
Section 3 Every student entitled to be respected in all aspects as well as in school guidance and
protection within the school premises.
Section 4 Every student has the right to be informed in such programs and regulations.
Section 5 Every student has the privilege to be free from compulsory contributions except those
approved by their own organizations and to use the school facilities not in use any time in a
reasonable cause.
ARTICLE V
GOVERNMENT AND POLICIES
Section 1 The council shall be composed of the President, Vice Presidents, Secretary, Treasurer,
Auditor, Business Manager and Public Regulations Officer, Governors per Department,
duly elected by the constituency and shall always act as body.
Section 2 Every member of the council present in the meeting shall enjoy one vote.
Section 4 The members of the council shall have one term of office starting from the date when they
assumed office through an induction ceremony until the end of the academic year.
Section 5 The induction of Officers will be on the first week of the academic year.
ARTICLE VI
COMPOSITION OF THE SUPREME STUDENT COUNCIL
Section 2 The SSC shall be composed of the President, Vice President, Secretary, Treasurer, Auditor,
Business Manager Public Regulations Officer and Governors.
ARTICLE VII
DUTIES AND RESPONSIBILITIES OF THE SSC OFFICERS
Section 1 It shall be the main duty of the SSC to plan, propose, and implement projects/activities that
shall benefit the studentry.
Section 2 The functions and duties of the Supreme Student Council officers shall be as follow:

COMSELEC AND ELECTION
Section 1 COMSELEC
Section 1.1 The COMSELEC (Commission on Student Election) shall be composed of
a chairman, who will provide and administer the election; Secretary who will take and
present the nominations and the Commission for Balloting and Counting, take into
consideration on the poor proper dissemination and counting of ballots.
Section 1.2 COMSELEC is prohibited to practice any election funds and shall not
influence the nominations and elections of officers.
ARTICLE IX
ACCOUNTABILITY OF SSC OFFICERS
Section 1 All officers of the SSC shall serve with the highest degree of responsibility, integrity,
efficiency, loyalty, commitment and effectiveness. They shall be accountable to all students
of the University
Section 2 Any officer of the SSC may be removed from office and be barred from holding office or
be suspended on the following grounds and the policies promulgated of the Rules in
Discipline:
a. Culpable violations of the provisions of the Constitution and By-Laws of SSC
b. Negligence of duty
c. Any form of conduct that sets aside the integrity of SSC

Section 3 Failure of the member of the SSC to attend sessions/meetings for four(4) unjustifiable
absences without the prior notice shall mean automatic dropping from the rolls he/she
thereof cease to be an officer of SSC
Section 4 Any member who has been dropped from the rolls and wishes to return shall make a written
justification of why he/she shall be reinstated. If 2/3 of the SSC voted in the affirmative,
he/she can reinstate.
ARTICLE X
FUNDS AND FISCAL CONTROL
Section 1 Funds shall consist of all the membership fees, generating funds from the organization
Section 2 Policies regarding funds must be approved by at least three-fourths of the officers present in
the meeting
Section 3 Funds must be budgeted according to the purpose liable to the projects of the organization
approved by at least three-fourths votes of the members
Section 4 After the term of the office, of the President and the Treasurer, they are required to turn-
over all the financial concerns to the next elected President and Treasurer
Section 6 Only the President and Treasurer of the organization are allowed to withdraw in the account
of the organization
Section 7 Funds disbursement and withdrawals must be authorized and properly appropriated
ARTICLE XI
TRANSISTORY PROVISIONS
Section 1 The elected officers of SSC shall continue to function and serve until such time that the
newly elected officers are proclaimed and inducted to office
Section 2 During the election period, no officers of SSC shall function in their office capacity except
for those who were not running for a certain post
ARTICLE XII
GENERAL PROVISIONS
Section 1 The SSC may adopt an official logo, which shall symbolize the principles of SSC
Section 3 The council must submit copies of their own programs and activities held for the whole
academic year
ARTICLE XIII
AMENDMENTS AND REVISIONS
Section 1 This Constitution and By-Laws may be subjected to revisions and amendments upon the
request of at least three-fourths of members
Section 2 If it happened that a certain part of the Constitution is considered null and void by any
competent authority and is subjected for revisions for latter part will still obtain its effect

EFFECTIVITY

Section 1 This Constitution and By-Laws shall be ratified right after the approval of the officers and
students present at meeting called for the purpose
Section 2 The effectivity of the Council's Leadership will last as the school year ended.
