CONSTITUTION

Preamble

We, the students of the Community Development, College of Public Affairs, Mindanao State
University imploring with the aid of Divine Providence, desirous to establish an autonomous, democratic
and representative student organization, to protect our rights and promote our welfare in order to develop
nationalism and social consciousness in the rank of the youth and student sector; to advance our
educational, social and cultural well-being to collective efforts in the spirit of unity, justice, liberty, and
equality do ordain and promulgate this constitution.

ARTICLE 1

Name of Office

Sec.1. The organization of the department of Community Development studentry should be named
COMMUNITY DEVELOPMENT STUDENT ASSOCIATION (CODESA).

Sec.2. The office of the Community Development Student Association (CODESA) shall be located at the
office of the Community Development Department of the College of Public Affairs.

ARTICLE II

Principles and Objectives

Sec.1. The CODESA shall be the highest and legitimate student organization in the department of
Community Development.

Sec.2. The CODESA affirms that the studentry is the important sector of the Department and in College.

Sec.3. The CODESA shall endeavor to organize and consolidate with the other departments for the
conduct of its affairs.

Sec.4. The CODESA shall uphold the principles and objectives prescribe by the constitution of CPASC
and SSG.

ARTICLE III

Duties, Rights and Privileges of the Students

Sec.1. It shall be the student’s duty to:


a. Observe at all times the law of the land, University Code, the CPASC and SSG constitution
and the provision of this constitution.
b. Maintain the highest standard of honesty, good faith, fairness, integrity and fidelity.
c. Help bring about an atmosphere of unity and understanding among different sectors of the
Department of the College.
d. Actively participate in all Department and College activities and programs geared towards the
development of the general welfare of the student body.
e. To inform the CODESA of any matter worthy of attention shall likewise be the duty of every
student.

Sec.2. every student shall have the right to vote in every election of officers of the CODESA.

Sec.3. Free access to the records of the CODESA shall be guaranteed to every student of the Department
of Community Development.
ARTICLE IV

Organization of Officers

Sec.1. The CODESA shall be composed of the following officers; President, Vice-President, Secretary,
Treasurer, Auditor, P.I.O., Business Manager, and Representatives of second, third and fourth years.

Sec.2. The President, Vice-President, Secretary, Treasurer, Auditor, P.I.O., and Business Manager shall
be directly elected by the students of the Department while the representatives shall be elected by their
respective year level, which shall be held on the first Tuesday of March in accordance with the rule that
shall be promulgated by the committee of election.

Sec.3. No students shall become an officer of the CODESA unless he possesses the following
qualifications:
a. He must be a full time student (with at least 18 units load upon filling of the candidacy).
b. He must have been a student of the department at least one year before filling of candidacy.
c. He must have a 2.5 average grade to be certified by his adviser and the committee on election.
d. He must be regular third and fourth year student of the department.

Sec.4. Officers who elected in accordance with this constitution or standing rules shall function
accordingly.

Sec.5. The CODESA officers shall have a term of one year which shall commence immediately after the
proclamation and shall end on the day their successors have been elected and proclaimed.

Sec.6. In case of disqualifications, death, permanent disability, removal from office or resignation of the
President, the Vice-President shall automatically inherent the position and shall serve the unexpired term
while the rest of the officers progress to the vacant position.

Sec.7. The President shall hold office for one term without re-election.

Sec.8. In case of vacancy, the President shall fill the same by appointment with the concurrence of the
majority.

ARTICLE V

The Committee on Election

Sec.1. The Committee on Election (COMELEC) shall be composed of five (5) student representatives of
whom a faculty adviser shall choose one as the chairman.

Sec.2. The five (5) students shall possess the following:


a. A bona fide student of the Department of Community Development.
b. He must possess a good character without any doubt and cases of moral turpitude.

Sec.3. The faculty adviser shall determine the five (5) student representatives and appoint a chairman for
among them.

Sec.4. The COMELEC shall have the following powers and functions:
a. Execute and administer all rules and regulations as it may promulgate relative to the conduct
of election.
b. Decide all matters affecting the disqualification of candidates to elective position after the
sought of advice from the faculty adviser.
c. Records and make known the conduct and manner and the result of any election.
d. Exercise jurisdiction over all cases involving election protest and similar controversies.
e. Proclaim winning candidates immediately after the canvass of election returns.
f. Decide the location of the voting center.
g. Exercise such other powers and perform such other functions inherent to each nature.
ARICLE VI

Powers and Functions of CODESA officers

Sec.1. The President shall have the following powers and functions:
a. Preside in every meetings which shall be done twice in every month and call such special
emergency meeting sessions whenever the need arises.
b. Initiate the implementation of approved projects and activities.
c. Assign in the enforcement of the Department rules and regulations.
d. Exercise control over subordinates and supervision over the affairs of the students in the
department.
e. Represent the CODESA in any activities of the Department and College.
f. Exercise and perform such other power and functions as are necessary to carry out the
purpose and objectives of the CODESA.

Sec.2. the Vice-President shall have the following powers and functions:
a. Assist the President in all matters where his assistance is necessary.
b. Exercise such other powers and perform such other functions assign to him/her by the
President.

Sec.3. The Secretary shall have the following powers and functions:
a. To record and procure minutes of meetings.
b. Exercise such other powers and perform such other functions assign to him/her by the
President.

Sec.4. The Treasurer shall have the following powers and functions:
a. To initiate money matters in any activities and to procure records of the CODESA financial
affairs.
b. Exercise such other powers and perform such other functions assign to him/her by the
President.

Sec.5. The Auditor shall have the following powers and functions:
a. He shall conduct the accounting and the auditing of all the finances collected and incurred by
the organization.
b. Exercise such other powers and perform such other functions assign to him/her by the
President.

Sec.6. The Representatives shall have the following powers and functions:
a. They shall represent their respective year level during the meetings.
b. Suggest and support programs for the well being of the students.
c. Exercise such other powers and perform such other functions assign to him/her by the
President.

ARTICLE VII

Meetings/Sessions

Sec.1. The CODESA officers shall hold regular session twice a month. The President may however call
special meetings and sessions as the need arises; provided, that notice thereof shall be affected to all
officers.

Sec.2. The majority of the CODESA shall constitute a quorum to do the meetings.

Sec.3. All meetings shall be held in the place mentioned in Sec.2. of Article I.
ARTICLE VIII

Impeachment/Suspension and Expulsion

Sec.1. Elected officers may be impeached for violation of By-Laws and Constitution and Graft and
Corruption. Two thirds(2/3) majority votes of all officers of the CODESA are necessary to impeach
erring officers.

Sec.2. Any officers may be suspended or mark inactive for not attending the regular sessions and
meetings of CODESA. Said officers will be suspended upon recommendations through resolution of any
member of the Council to the body.

ARTICLE IX

Amendments

Sec.1. This Constitution and By-Laws may be modified, altered or repealed by the two-third (2/3) vote of
all officers of the CODESA.

Sec.2. No amendments, modifications or alterations shall be made within the duration of (5) years from
its effectivity.
