CONSTITUTION AND BY LAWS

PREAMBLE

We, the student of Catanduanes State University, employing the aid of almighty God, Piedge one united
students in order to built a just and humane society and establish a student council that is democratic,
and autonomous that shall embody our ideals and aspirations, and secure ourselves and our posterity
the blessings of independence and democracy and the rule of law and regime of truth, freedom, love
equality, peace and justice, do hereby ordain and promulgate this constitution and by-laws

ARTICLE I NAME AND ADDRESS

Section 1: This organization shall be officially titled as "CICT- Association of Information Technology
Students-(CICT-ASITS)"

Section 2: The organization shall have its permanent address at the CICT Office, Catanduanes State
University, Virac, Catanduanes

ARTICLE II

DECLARATION OF PRINCIPLES

Section 1: The CSU-ASITS shall hold a primary concern of the organization in promoting the interest and
the welfare of the student. Thus, providing them the appropriate guidance and service, for attaining the
intellectual, political and social development

Section 2: The CSU-ASITS shall protect the rights of the students and confront forces and will stand for
the betterment of the students.

Section 3: The CSU-ASITS shall adapt the principle of a democratic institution, will implement an
independent leadership which primarily based on the principle of a democratic government.

ARTICLE III
OBJECTIVES OF THE ORGANIZATION

Section 1: The organization shall have the following objectives

a. Promote unity among people with common interest in IT as it applies to

all fields. b. Providing a social setting for such people to meet and interact.

c. Disseminating information related to the fields of IT. d. Being a resource to the CSU community. e.
Affecting, supporting, and exploring the IT curriculum f Allowing students to devise more complex
projects than they might

accomplish alone.

ARTICLE IV MEMBERSHIP

Section 1: Any bonafide student of the Catanduanes State University enrolled in BS Information
Technology shall be eligible as a member of the organization

Section 2: The Membership to the CSU-ASITS shall be as long he has

not graduate in any course offered by academe.

a. Continuity of his being a member of the CSU-ASITS shall be as long as

he has not graduated in any course offered by the academe

b. Disturbance to the continuity of his enrollment in any course is sufficient

to discharge membership.
A membership fee of P 25.00 shall be collected every

Bank in the Name of the CSU-ASITS Treasurer and Adviser

ARTICLE V RIGHTS AND PRIVILEGES

Section 1: The member of the Organization shall have the rights and

privileges:

a. Right to vote.

b. The right to actively participate in any undertakings of the organization shall be recognized.

c. The right to be informed of the rules of regulations affecting and

governing them.

d. The right to free expressions of opinions and suggestions and affecting channels of communication
with appropriate academic and administrative bodies of the institution

e. The right to be informed of the financial status of the CSU-ASITS

ARTICLE VI DUTIES AND OBLIGATIONS OF MEMBERS


Section 1: In addition to the other duties and obligations of the students mentioned in Batas Pambansa
Big 232 known as Education Act. 1982, members shall have the following duties

and responsibilities:

a. Exercise the right of suffrage during the election.

b. Pay just equitable contributions and support the projects and undertaking of the ASITS c. Attend and
participate actively in special and cultural activities sponsored by the ASITS.

d. Uphold the academic integrity of the school, endeavor to

achieve academic responsibilities and moral integrity.

e. Promote and maintain the peace and tranquility of the school by observing its rules of conduct and by
exerting effort to attain harmonious relationship with fellow students, faculty, and other school
personnel.

f. Participate actively in civic affairs and in the social economic,

spiritual and cultural development of his community and in the

attainment just compassionate and orderly society.

ARTICLE VII

FORM OF GOVERNMENT

Section 1: ASITS shall adapt Presidential Unity form of government under the principle of meritocracy
ARTICLE VIII

OFFICERS ORGANIZATION

Section 1: The following shall be the officers of the organization:

a. President b. Vice President

c. Secretary

d. Treasurer e. Auditor

f. Mass Media Officer

g. Two (2) Business Officers

h. Two (2) Peace Officers

j. Escort

k. First Year Representative L. Second Year Representative

m. Third Year Representative n. Fourth Year Representative

ARTICLE IX THE EXECUTIVE DEPARTMENT


Section 1: The execution power shall be vested in the CSU-ASITS President

Section 2: Power and duties of the executive department

A. President

1. Shall execute general supervision over the affairs and activities of the officers and members of the
council.

2. Shall create or abolish any special committee to carry out the affairs and activities of the ASITS.

3. Shall have the power to approve veto bills passed by the body

B. The Vice President

1. He, in the absence, inability or in case the president is

incapacitated to discharge his duties shall assume the office vacated 2. Shall preside all the meeting of
the ASITS.

3. Shall recommend to the president bills/proposals, which was approved by the body

4. Shall perform such duties as the President may delegate him 5. Assists the president in the
implementation of the programs and activities.

6. The Vice President may be appointed as Press Secretary,

such appointment requires no confirmation.

C. Secretary
1. Shall keep all journals, correspondence, pertaining to the activities of the CSU-ASITS.

2. Shall record the minute and proceedings of the body.

D. Treasurer

1. Shall keep detailed records of all properties and financial

expenditures of the CSU-ASITS. 2. Shall be the principle signatory of the bank account of the CSU-ASITS
having the Adviser as co-signatory

3. Shall presents semestral property accounted statement to the students as well as the body.

4. Shall collect membership fees and fines from the member.

5. Shall issue receipt upon payment of a membership fee and signing of the President during the
clearance every end of the semester.

E. Auditor

1. Shall make and presents the proposal annual/semestral budget with the endorsement of the majority
of the body. 2. Shall audit the finances and other documents pertaining to the

financial accountability of the CSU-ASITS

F. Mass Media Officer

1. Shall be the spokesman of the Executive Department. Section 3: Qualifications of the President and
Vice President
1. He must have good moral character

2. He must be a bonafide student of BS Info Tech 3. He must not hold higher positions (President, Vice
President.

Treasurer, and Secretary) in any organization 4. He must be a regular student

Section 4:

Qualification of all appointed Officers

1. He must have good moral character

2. He must be a bonafide student of BS InfoTech

Section 5: The President and Vice President shall be elected through popular

vote.

Section 6: In case of vacancy, the law of succession shall be adopted.

ARTICLE X THE ADVISER

Section 1: The organization shall have one (1) adviser.

Section 2: The advisor shall be a full-time faculty member of the Information and Communication's
Technology
Section 3: Shall be elected by the member of the organization.

Section 4: The adviser shall note and/or certify and attend all the activities, meetings, and functions of
the Organizations.

ARTICLE XI MEETINGS AND QUOROM

Section 1: The officers shall regularly at the time and place agreed by the officers:

Section 2: Every meeting shall constitute a majority of one half plus one (1/2+1)

of those officers. Section 3: Special meeting maybe called as the need arises

ARTICLE XII FINES & PENALTIES

Section 1: Any officers violated the rules, regulation and resolution shall be subjected disciplinary actions
or pay fines approved by the officers.

Section 2: Any officers didn't attend meeting shall be subjected to pay a fine of Php. 25.00 per meeting.

Section 3: Any member didn't attend activities shall be subjected to pay a fine of Php. 20.00.

ARTICLE XIII IMPEACHMENT

Section 1: Any officer of ASITS shall be impeached on the grounds of violation of the constitution and
graft and corruption.

Section 2: Any elected member of this organization maybe impeached

Section 3: Impeachment may be initiated by written position by 25% or more the total active members in
a regular meeting

Section 4: Conviction of impeachment shall require a 2/3 vote by active

members present.

Section 5: Conviction of impeachment shall cause removal from the office for the remainder of the term
and loss of all privileges.

ARTICLE XIV ELECTION

: Election for the ASITS officers shall take place on the Second or Third week of June every year.

ARTICLE XV

AMENDEMENTS AND REVISIONS

Section 1: Any amendments to or revision of this constitution and by-laws be proposed by the CICT-ASITS
a vote of two third (2/3) of members
Section 2: Upon adoption by the CICT-ASITS of the newly drafted constitution, approval will follow with
two-thirds (2/3) votes of the CSU assembly called CSU-ASITS not later than one month.

Section 3: An amendment to this constitution may be proposed by any active member, in writing, at any
general meeting. There must be copies of the amendments made for all members.

ARTICLE XVI EFFECTIVITY

Section 1: This constitution shall take effect immediately after approval and ratification by two-third (2/3)
votes of CICT assembly.

Section 2: Any major changes reflected on this constitution shall have its bearing on the next ASITS
administration following the ratifications of the same. Adjustments regarding the date of election will
properly constitute by the term affected by such transition will carried over with binding effects to the
next ASITS administration.

The above Constitution and By-laws is certified true and correct and duly ratified by the members of the
said organization last 14th day of July 2017 at Catanduanes State University.
