CONSTITUTION AND BY LAWS OF

YOUTH FOR ART

Article I. GENERAL PROVISIONS

Section 1. This organization shall be known as Youth for Art.

a. Throughout this document, this document shall be referred to as YFA.

Section 2. The organization is a youth-led, non-profit, non-stock, and non-government organization of


youth leaders and volunteers in San Pedro City, Laguna.

Section 3. The YFA shall adopt the logo bellow:

Article II. VISION, MISSION AND OBJECTIVES

Section 1. The organization shall envision to become the largest volunteer-based youth group in the City
of San Pedro who strives to empower the youth sector towards the betterment of our local communities
through active participation, strong network collaboration, and advocacy to raise awareness about
relevant social issues.

Section 2. As a volunteer-based youth serving organization, the organization shall pursue the creation of
youth empowerment projects and activities for the community which are centered on education, health,
active citizenship, good governance, social inclusion and equity, and environment.

Section 3. The organization shall have the following objectives:

a. Promote active participation of the youth in socio-civic activities through volunteerism in the
City of San Pedro;
b. Empower youth individuals in realizing and developing their consciousness of their advocacies
and awareness in social issues;
c. Become an active partner of the City Government in the creation and implementation of
youth-centered activities in the City of San Pedro.

Article III. MEMBERSHIP

Section 1. Any individual who meets the following qualifications shall be eligible to become a member of
the organization:

a. A Filipino citizen;
b. At least fifteen (15) but not more than thirty (30) years old upon admission;

c. A bona fide resident of San Pedro City;


d. Membership application approved by the Executive Committee.

Section 2. In order to become a member, a qualified candidate shall:

a. Register for the call for members of YFA;


b. The YFA Executive Committee shall deliberate and process the membership application;
c. All qualified applicants will receive a confirmation message regarding their membership status.

Section 3. The Secretary shall maintain the roster of members of the organization.

Section 4. All members of the organization shall enjoy the following rights and privileges:

a. Right to due process;


b. The right to participate in all activities of the organization;
c. The right to vote and run for any position in the Executive Committee;
d. The right to access all records and documents of the organization;
e. The right to represent the organization and the use of the name of YFA in external engagements
as permitted by the Executive Committee.

Section 4. All members of the organization shall abide the following duties and responsibilities:

a. Uphold and implement the policies, rules and regulations, and decisions of the organization;
b. Attend and participate in all meetings, assemblies, and activities of the organization.
c. Not use the name of the organization for any unjust and unlawful ends;
d. Encourage other youth in the community to join the organization;
e. Defend and uphold this Constitution and By-Laws.

Section 5. Membership applications shall be open any time of the year set forth by the Executive
Committee. The organization may impose an annual membership fee and other dues for its operations
and projects provided that the said fee is reasonable and transparent to all the members.

Article IV. OFFICERS

Section 1. The organization shall be headed by an Executive Committee which will be composed of:

a. President. Serves as the highest authority in the organization, represents members of the
organization in activities, programs, and transactions done with other persons and individuals,
leads the meetings of the Executive Committee, signs all documents of the organization, and
approves activities that are suggested and proposed by members;
b. Vice President. Assists the President in the performance of his duties, and takes over in times
when the President is unable to perform his duties and function due to temporary or permanent
absence;
c. Secretary. Keeps the minutes of the Executive Committee, as well as other pertinent documents
and communications necessary for the operations of the organization;

d. Treasurer. Keeps the financial resources of the organization safe and secured and oversees its
disbursement for projects and activities;
e. Auditor. Ensures the honest use and proper disbursement of organizatio’s resources by reviewing
financial statements and other pertinent records.

Section 2. The term of office of elected officers shall be 1 year. Elections shall be conducted every
12th day of August every year.

Article V. MEETINGS

Section 1. The regular meeting of the Executive Committee shall be held every second Saturday of
the month. In the event of a lack of quorum, the regular meeting will be postponed until the
Executive Committee has decided on the date when it will be moved.

Section 2. The members of the Executive Committee must be notified about the upcoming meetings
not less than two (2) days before the meeting including the place, time, and agenda of the meeting,
if it was not decided on the previous meeting. Notification of the special Meeting that is called to
solve urgent issues can be sent by electronic messaging a day before the date of the meeting. It is
possible to make decisions on the urgent issues by means of surveying the members of the Executive
Committee through electronic messages. The decision which is made in such a manner must be
recorded and affirmed on the next meeting of the Executive Committee.

Section 3. The Executive Committee makes its decisions by open simple majority of the present
members. In case of a deadlock, the President shall cast his/her vote to break the tie.

Article VI. IMPEACHMENT

Section 1. Any officer may be removed from office on any of the following grounds:

a. Culpable violation of the rules and regulations of the organization;


b. Dishonesty, oppression, misconduct while in position, gross negligence, or dereliction of duty;
c. Abuse of authority;
d. Three (3) consecutive absences in regular and special meetings;
e. Involved in scandal and civil interdiction, that may destroy the image of the organization.
Section 2. During the investigation, the officer who is under such will be suspended until all due
process are undertaken by the Executive Committee.
Section 3. If proven unworthy of his post, with due process and evidences, the officer involved
will be impeached upon the approval of the Executive Committee. Their decision shall be final
and irrevocable.

Article VIII. AMENDMENTS

Section 1. Amendments and additional provisions that will be made to this Constitution and By-Laws
shall be affirmed by two-thirds of the general membership in a meeting called for this purpose
