SENIOR SCOUTS ORGANIZATION
Constitution and By-Laws

PREAMEBLE
We, the Senior Scouts of St. Mary’s Academy of Sta. Cruz, Inc.
have organized ourselves into an organization to perpetually
kindle in our hearts and minds the true spirit of the Scout Oath
and Law; to strive and spread the values of leadership and
service by leading and guiding other scouts to achieve the
highest rank in the scouting movement, that they may become
responsible citizens of the community and to foster and
strengthen among ourselves that scouting ideals, do drain and
promulgate this Constitution and By-Laws.

ARTICLE I
NAME
Section 1
The name of the organization shall be the Senior Scouts
Organization of St. Mary’s Academy of Sta. Cruz, Inc.
ARTICLE II
GOALS
Section 2
To perpetually kindle in our hearts and minds the true spirit of
the Scout Oath and Law.
Section 3
To spread the values of leadership and service by leading
guiding other scouts to achieve the highest rank in the
Scouting movement.

ARTICLE III
OBEJECTIVES
Section 1
Aims to build character, foster citizenship, promote fitness,
develop leadership and team works.
Section 2
To harness the potentials of all Scouts to become good leaders
in order to be of service in their respective communities.
Section 3
To coordinate and to collaborate with other scouts on common
program activities which need collective support by the Boy
Scout of the Philippines.
Section 4
To provide and undertake capability building and efficiency
training development to all members of Senior Scouts
Organization of St. Mary’s Academy of Sta. Cruz, Inc.

ARTICLE IV
MEMBERSHIP AND ANNUAL DUES
Section 1
The membership of the Organization shall be open to all
students of St. Mary’s Academy of Sta. Cruz, Inc. with complete
scouting uniform and registered members of the Boy Scout of
the Philippines.
Section 2
There shall be a one-time membership fee to be determined
by the Local Council.
Section 3
Annual Dues- There shall be an annual dues to be determined
by the Local Council.
ARTICLE V
RIGHTS,PERVILEGES,DUTIES AND OBLIGATION OF
THE MEMBERS
Section 1
Members of good standing shall have the following rights and
privileges:
a. To participate in and out-campus activities of the
organization.
b. To avail of the services of the organization as organization
as guaranteed by this constitution and By-laws and from
the benefits derived form the projects and programs of
the organization.
c. To vote and be voted upon.
d. To use the facilities of the organization.
e. To examine all records of the organization.
Section 2
Members Shall have the following duties and obligations:
a. To pay lawfully the fees, dues and other contributions to
determined by the Local Council.
b. To actively participate in and out-campus activities of the
organization.
c. To help any member who are in need.
d. To do all lawful obligations, follow all policies and
guidelines as maybe prescribed by this constitution and
By-Laws and those promulgated by the duly constituted
authorities.
ARTICLE VI
OFFICERS AND THEIR DUTIES

Section 1: The President


The President shall have the following duties:
a. Presides in all meetings of the Senior Scouts.
b. Provides the kind of the leadership necessary for the
attainment of the goals of the Senior Scouts.
c. Recommends and proposes policy guidelines that shall
govern the conduct of the affairs and functions of the
Senior Scouts.
d. Preserves order and defined the rights and prerogatives
of the members.
e. Represents the Senior Scouts in any occasion in which
representation may be necessary.
f. Approves all accounts and administrative papers.
g. Sees to it that the Constitution and By Laws and all
resolutions adopted by the Organization are strictly
complied with.
h. Calls a special meeting whenever he deems it necessary.
i. Renders an annual report to all members of the
organization during the scouts’ meeting and activities.
Section 2: The Vice-President
The Vice-President shall perform the following duties:
a. Assist the work of the president on matters
concerning the operations of the organization.
b. Performs the duties and discharge the functions of
the President in case the latter’s temporary absence
or inability to act as such.
c. Succeeds the President in case of permanent
incapability or inability.
d. Coordinates and supports the varies programs of
activities of the organization.
e. Plans, coordinates and implements the resources
and fund generation and mobilization activities and
projects of the organization.
f. Performs duties assign to him by the President.
Section 3: The Secretary
The Secretary shall perform the following duties:
a. Keeps all the records of the organization.
b. Gives out notice and information regarding meeting
and other activities of the organization.
c. Takes minute of the meeting that is following the
prescribe format whether regular or special. The
minutes of the meeting are noted and approved by
the duly authorize personnel.
d. Performs other duties as may be designated by the
President.
Section 4: The Treasure
The Treasurer shall perform the following duties:
a. Has custody and exercise control over all funds and
properties of the organization.
b. Signs and issues official receipts of expense and
disbursements of the organization.
c. Renders financial reports during annual meeting.
d. Makes payments for all authorize as approved by the
President.
Section 5: The Auditor
The Auditor shall perform the following function:
a. Examines an audits monthly the Accounts of the
organization, its assets and liabilities and requires the
production of supporting documents and minutes of
the meeting as guiding factors.
b. Informs the President immediately of any transaction
inimical to the organization and to do such acts or
propose measures that may protect the interest of
the organization.
Section 6: Public Information Officer
The Public Information Officer shall preform the following
functions:
a. Shall be in frontline of information, dissemination
and promotion of the various program, plans and
activities of the organization.
b. Performs other duties as may be designated by the
President.
Section 7: The Business Manager
The Business Manager shall perform the following
functions:
a. Takes charge of all equipment, supplies, and physical
arrangements.
b. Keeps an inventory of the equipment, provides
proper recording on items borrowed or returned by
the members.
c. Responses for the maintenance and cleanliness of
the meeting room.

ARTICLE VII
ELECTION OF OFFICERS
Section 1
Election is performed as prescribed by the School
Administrator.
Section 2
An Elected officer is said to function in an officer for the
school.
Section 3
In case of resignation or malfunction of the held, a special
election within the members will be held.

ARTICLE VIII
QUALIFICTION OF OFFICERS
Section 1
Must be a bona fide student of St. Mary’s Academy of Sta.
Cruz, Inc.
Section 2
Must be a registered member of the Boy Scout of the
Philippines.
Section 3
Must have performed his duties upon the given period of
his office; if malfunction of office will be done by an
official, he will have to be taken authorization from being
an officer.

ARTICLE IX
Meetings
Section 1
The president/moderator can call an urgent meeting
provided with an activity plan with the approval of the
student activity coordinator.
Section 2
A meeting will not start without having proper quorum.

ARTICLE IX
AMENDMENTS
Section 1
This Constitution and By-Laws may be amended, repealed
or altered in whole or in part by a majority vote of the
members present in the meeting called for the purpose.

ARTICLE X
EFFECTIVITY
Section 1
This Constitution By-Laws shall take effect immediately
upon its ratification by the members.
