CONSTITUTION AND BY-LAWS
PREAMBLE
We, the ACCOUNTING COLLEGE COUNCIL of the Polytechnic University of the
Philippines Bataan Branch, imploring the aid of the Almighty God, in order to establish a dynamic
organization that shall embody our ideals and aspirations; protect and promote the interests, rights
and welfare of its members; contribute to the furtherance of academic excellence and academic
freedom; foster close relationship among students, the faculty, the school administration and other
sector of society and promote students’ awareness and effective education, do hereby ordain and
promulgate this CONSTITUTION AND BY-LAWS.
ARTICLE I
OFFICIAL NAME AND JURISDICTION
Section 1. This body shall be known as the ACCOUNTING COLLEGE COUNCIL also
known as ACC.
Section 2. The organization shall be officially based at Polytechnic University of the

Philippines Bataan Branch, FAB, Malaya, Mariveles, Bataan.
Section 3. This body shall have jurisdiction over all students taking up Bachelor of Science
in Accountancy and Bachelor of Science in Management Accounting at the
Polytechnic University of the Philippines Bataan Branch.
ARTICLE II
DECLARATION OF PRINCIPLES AND POLICIES
Section 1. This body is a representative of democratic organization. Power and authority

emanates from the BSA and BSMA students’ constituency.
Section 2. The organization shall protect and promote the BSA and BSMA students’ interest,
rights and welfare.
Section 3. This organization shall provide legitimate mechanism by which the BSA and
BSMA students could properly involve themselves in the activities and education.
Section 4. The organization shall develop wholesome attitudes of students towards one
another, the faculty and the University as a whole and towards higher society
which they belong.
Section 5. The organization shall serve an active forum for BSA and BSMA students’ ideas
and sentiments.

Section 6. The organization shall at all times uphold constitutions, its elected officers,
University policies and regulations and duly constituted authorities of the
University.
ARTICLE III
MEMBERSHIP
Section 1. All BSA and BSMA students of the Polytechnic University of the Philippines,
Bataan Branch are automatically member of this organization.
Section 2. The organization shall be empowered to collect from every amount of fifty pesos
(Php 50.00) as membership fee from regular semester. Membership fee shall be
paid during enrollment period.
Section 3. The organization renounces physical violence such as hazing in any form as
requirement for membership.
ARTICLE IV
BILL OF RIGHTS
Section 1. All members shall have the right to inform all matters affecting the organization.
Unless contrary to all and University rules ad regulation access to official acts,
transaction and decisions affecting the organization shall be afforded them.
Section 2. All members shall have to appeal to the Executive Board to any decision affecting
the rights, interest and welfare.
ARTICLE V
DUTIES AND RESPONSIBILITIES OF MEMBERS
Section 1. Every member shall observe at all times the laws, the land and uphold this
Constitution and the rules and regulation of the University.
Section 2. Every member shall assist school authorities in disseminating and educating
fellow students as the rules and regulations of the University.
Section 3. Every member shall help engender an academic atmosphere conductive to peace
and harmony among various constituencies of the University
Section 4. The member shall exercise their rights and responsibilities with due regard of the
right of their fellow student and other member of PUP-Bataan Community.
Section 5. Members are encouraged to participate in the different programs and activities
and all its undertakings that would benefit the entire organization.
Section 6. Every member shall pay all fees as may be required by the organization.

ARTICLE VI
OFFICERS
Section 1. The officers in the said organization shall be a President, Vice President for
Finance, Vice President for Academics, Vice President for External Relations,
Vice President for Membership, Vice President for Cultural Affairs, Vice
President for Sports, Project Manager and a Representative per section of every
year level.
Section 2. The term of the officers shall be one (1) year.
Section 3. All members of the organization have the right and be elected on any position set
herein.
ARTICLE VII
DUTIES AND RESPONSIBILITIES OF OFFICERS
Section 1. A. The President shall be the leader, overseer of the organization. He shall convene
and preside over all its meetings and deliberations. He shall represent the
organization in all organization in all occasion and in all matters in which
representation may be required. He shall direct and supervise all the program and
undertakings of the organization.
B. He has the power to mandate and create committees and appoint the members
thereof, supplement to the achievements of its goal and objectives.
C. Has the power to appoint and delegate his authority such as presiding officer in
case of emergency measure or if he is on leave and disability to perform
temporarily its duties and function.
Section 2. A. The Vice-President for Membership shall attend all meetings of the
organization, submit written reports and minutes of the meeting thereof; prepare and
maintain records and perform such other activities as may assigned by the President.
Section 3. A. The Vice-President for Finance shall have the custody of the funds. Maintaining
all the necessary record depositing such in a bank shall be approved by the officers and
advisers.
B. He shall report the organization’s financial status at each meeting of the

organization and shall hold all the records available for inspection by any member.
All disbursements shall be with the signature and approval of two authorized
officers.
C. He shall present financial statement regarding all expenditures incurred before
semester ends and year ends.
Section 4. The Vice-President for Academics will be responsible for ay affair regarding
Academics.

Section 5. The Vice President for External Relations will be responsible for any affairs
outside the organization and the University;
Section 6. The Vice President for Cultural Affairs will be responsible for any cultural or
multiple intelligence related activities of the council inside the University;
Section 7. The Vice President for Sports will be responsible for any activities regarding
sports;
Section 8. The Project manager will be responsible for implementation of the proposed
projects;
Section 9. The Representatives shall formulate and implement the Public Relation programs
of the organization and responsible in promoting all activities and programs of the
organization.
ARTICLE VIII
MEETING AND SPECIAL PROCEEDINGS
Section 1. The organization shall meet not less than twice a month, as provided in the by-
laws at the time and place suited to the convenience of the members.
Section 2. The officers shall meet as provided by the by-laws. No meeting of the organization
or of the officers shall deemed implemented unless member of the organization is
in amendment.
Section 3. Meetings of the organization maybe cancelled during holidays or vacation

provided that a notice is given to the members.
Section 4. Special meetings may be called for special activities of the organization.
Section 5. The quorum in any meeting shall consist of the majority of the officers and
members which means “one half plus one”.
ARTICLE IX
ACTIVITIES AND PROJECTS
Section 1. The organization shall be responsible for planning, organizing, financing and
conducting its own activities and shall itself supply money, manpower and creative
imagination necessary therein, except that in the case of joint projects or activities
undertaken in the cooperation with other organization, such as responsibility shall
be shared with such other organization.
Section 2. This organization shall undertake among its activities at least three major projects
annually, to serve students, to stimulate knowledge of acceptance of high ethical
standards in business and profession and shall involve all or most of the member
of the organization.
Section 3. The aim of the studentry service is to encourage and foster the application of the
ideal of service by each organization member to his personal and student life.

Section 4. It is the responsibility of the organization to raise funds necessary to carry out its
program.
ARTICLE X
Fees and duties
Any fees, dues or assessment on the membership of the organization shall be nominal and shall
only be for the purpose of meeting the administrative cost of the organization. Funds for activities
and projects undertaken by the organization shall be raised apart from such fees, dues or
assessments. A thorough audit by a qualified person shall be made once a year of all the
organization’s financial transaction.
ARTICLE XI
ACCEPTANCE OF CONSTITUTION AND BY-LAWS
Every member of this organization by his acceptance of membership and continuation as
expressed thereof, thereby accepts the principle of the organization in its purpose and goals submits
himself to and agrees to comply with and be bound by the constitution and by-laws of this
organization and on this condition alone its entitled to the privileges of the organization.
ARTICLE XII
ADMINISTRATION
All activities of the organization shall be administer and shall be approved by the
organization’s adviser.
ARTICLE XIII
AMENDMENTS AND REVISION
Section 1. This Constitution maybe amended or revised upon written petition signed by the
majority of the members to be determined by the officers, administration and
Adviser and can call for a meeting to achieve its purpose.
Section 2. No amendment or revision shall authorize within one year following the
ratification of this constitution.

The foregoing revised constitution of the PUP Bataan Accounting College Council was
approved and ratified by Accounting College Council 2020-2021 on the 8th day of August year
2020 at PUP Bataan Branch, FAB Malaya, Mariveles, Bataan.
