CONSTITUTION AND BY- LAWS OF THE PARENT-TEACHER ASSOCIATION

PREAMBLE
We the parents and teachers of Bannawag Elementary School imploring the aid of the
Divine Providence, hereby established a Parent Teacher Association that shall embody our
ideals and aspirations, protect the right and liberty of parents, teachers foster a closer
relationship among the stakeholders and inculcate the values of respect of human rights, do
ordain and promulgated this constitution and by- laws.

ARTICLE I
NAME AND DOMICILE

Section 1. This association shall be called the Parent- Teacher Association (PTA) of
Bannawag Elementary School.

Section 2. The office of the Bannawag Elementary School PTA shall be at Bannawag
Elementary School, Jones, Isabela.

ARTICLE II
DECLARATION OF PRINCIPLES AND OBJECTIVE

Section 1. The PTA is an independent body. The primary duty is to promote, protect and
defend the rights and liberty and welfare of parents and teachers of Bannawag Elementary
School, Jones, Isabela.

Section 2. The PTA adopts and implements a policy of public disclosure of all its financial
transactions involving membership dues, contributions and other assessment collected from
parents and teachers provided that contribution and other assessment shall only be collected
with a corresponding resolution of the association.

Section 3. Freedom of speech, of expression, or of the and the right of the students peacefully
to assemble and petition the Bannawag Elementary School Administration for redress of
grievances shall be enjoyed by the PTA members.

Section 4. To assist Bannawag Elementary School for its primary vision, mission, goals and
objectives.

ARTICLE III
MEMBERSHIP

SECTION 1. All teachers and parents with children officially enrolled at Bannawag
Elementary School deemed if so fact o members.

Section 2. A membership fee of P20.00 shall be collected from parents and teachers every
school year, provided that, such collected fees will serve as a revolving fund of the PTA.

Section 3. An annual fee of P5.00 per parent will be collected until the child graduations or
leave the school.

Section 4. Membership fees, contributions and other assessment shall be collected by


Bannawag Elementary School through its treasurer.

ARTICLE IV
GOVERNING BODY

Section 1. The governing body of the PTA shall be its Board of Directors and Officers.

Section 2. The officers of the PTA shall composed of President, Vice President, secretary,
Treasurer, 1 Auditors, Press Information Officer, Business Managers/ Sentinels, and
Representatives.

ARTICLE V
POWERS AND DUTIES

Section 1. President: No parents and teachers shall be elected as President unless he/she has
a children enrolled at LNHS. He shall preside over the meetings manages, and direct the
affairs of the PTA. Perform such other duties inherent to his/ her office.

Section 2. Vice President: The Vice president shall assist the President to implement PTA
program of activities. In cases of expulsion, removal, disability, resignation and death of the
President, the Vice President shall become the President to serve the unexpired term.

Section 3. Secretary: The secretary shall act as the custodian of all records and
communications of the PTA. He/ she shall issue notice of meetings, read agenda and
minutes of meetings. Performa all other duties assigned by the President to him/ her.

Section 4. Treasurer: The treasurer shall take proper custody of funds and property of the
association, take charge and maintains the book of accounts of the association in accordance
with the general accepted accounting and auditing procedures statement of accounts, render
financial report during meetings and received donations in behalf of the council.
Section 5. Auditor: The auditor shall audit all financial transaction of the council subject to
the generally accepted auditing rules and procedures as determine by the members of the
association. He/ she prepare and report all expenditure of the association during meetings
and to attest the correctness of the treasurer’s report.

Section 6. P.I.O.: The PIO shall be in charge for the publication of the activities of the
association. He/ she shall act as the liaison officer of the association.

Section 7. Business Managers: The business managers shall be responsible for the planning
and conduct of fund raising activities of the association.

Section 8. Sentinels: the sentinels shall be responsible in maintaining peace and order during
and post- activities of the association. They shall assist the president in setting conflicts
among and between members of the association.

ARTICLE VI
TERMS OF OFFICE

Section 1: The officers of the association shall be elected by direct vote of the PTA members
for a term of one (1) year from the date of election.

Section 2: In case of vacancy of the position of Vice President down to Sentinels, such
vacancy shall be filled-up by appointment of the President subject to the concurrence of the
members of the association.

Section 3: However, the appointed officer shall only serve the unexpired term of his/ her
predecessor.

ARTICLE VII
MEETINGS AND QUORUMS

Section 1: General Assembly: A general Assembly shall be called on third Sunday of August
and January of the school year.

Section2: Regular Meetings: The officers shall hold a regular meeting every after periodical
examination of the school.
Section 3: Special Meeting: The special meeting shall be called by the President as need
arises. However, the request should come from any of the officers; it must be done in
meeting to file by the secretary of the council with at least one (1) week before the scheduled
requested meeting.

Section 4: Order of Meeting: The order of meeting of the council shall be as follows:
Call to Order
Invocation
Roll Call
Reading of the mutes of the previous meeting
Unfinished business
New Business
Other matter
Announcement
Adjournment

Section 5: Quorum: The quorum shall consist of the majority of the members of the
association in good standing and depending on the urgency of the meeting.

ARTICLE VIII
GENERAL PROVISIONS

Section 1: The Constitution and By- Laws shall be the basis for the operation of the Parent-
Teacher Association.

Section 2: The name of the PTA shall not be used for any unjust, unlawful and immoral
ends.
Section 3: The officers of the council shall support and defend this Constitution and By-
Laws.

ARTICLE IX
AMENDMENTS

Section 1: Any amendment to, or revision of this Constitution and By- Laws maybe
proposed by the officers of the association, upon a vote of 75% of its members. No
amendment under this section shall be authorized within three (3) years following the
approval of this Constitution and By- Laws.

Section 2: Amendment to, or revision of, by the officers of the association shall be adopted in
Bannawag Elementary School, Jones, Isabela on July 10, 2020.
