Parents-Teachers Association

PREAMBLE
With the grace of Almighty God, we, Sapang Maragul Integrated School,
parents, and teachers, unite the entire institution, form organizations for the
common good of our kids, and instill virtues in them. Responsible and
interested individuals defend and promote students', parents', and teachers'
rights and welfare, as well as a free, compassionate, peaceful, honest, and
democratic society, by proclaiming and enforcing this constitution and
legislation.

ARTICLE I
THE NAME AND ITS ORGANS

SECTION 1

Sapang Maragul Integrated School Parents-Teachers Association (hence


referred to as SMIS-GPTA) is the name of the Association.

SECTION 2

The office of the SMIS-GPTA shall be at Sapang Maragul Integrated School


campus, Sapang Maragul, Tarlac City.

The homeroom council is a term used by the classroom organization.

The Year Level Council refers to the several parts that make up each year level.
The Supreme Council is the Association's highest governance body, consisting
of elected members of the Board from the Year Level Councils

ARTICLE II
THE OBJECTIVES

SECTION 1.

The Objectives of the Association shall be:

Create a creative collaboration between and among parents, teachers, and


administration in the formulation and efficient implementation of progressive
education programs that improve children's morals, athletics, aesthetic
appreciation, leisure hobbies, languages, and cultures.

To work for the learners' general well being and concern by:

• helping the Association in the best possible way in improving educational


facilities and by.

• creating and maintaining a healthy relationship based on truth, honesty, and


justice, as well as mutual respect, between parents, teachers, and school
administration.

ARTICLE III
THE MEMBERSHIP AND DUES

SECTION 1.
The Association is open to parents and guardians of currently enrolled
secondary students.

SECTION2.
All Sapang Maragul Integrated School teachers are immediately members of
the Association. The current principal of the school will serve as the
Association's adviser.
SECTION 3.
The Board will set the membership fee, which is the PTA charge, which will be
paid by each member during the registration time.

ARTICLE IV
THE EXECUTIVE BOARD

SECTION 1.
The executive board shall compose of thirteen (13) members.

SECTION 2.

The parent/guardian members of the Executive Board shall be elected for a


term of two (2) years from the Year Level, and their election shall be managed
by a non-partisan Committee on Elections composed of three (3) members, as
determined by the Board, provided they are not candidates for the Board.

SECTION 3.

The elected eight (8) parent/guardian members and seven (7) teachers shall
elect from among themselves the officers of the Executive Board.

The Elective positions are: President, Vice President, Secretary, Treasurer,


Business Manager, Auditor, Human Relation Officer and Two (2) Peace Officers.

SECTION 4.

The Board will designate the Assistant Secretary and Treasurer, while the
President of the Board will have the authority to appoint at least five (5) prior
active and qualified members who have assisted the Association in all of its
endeavors.

SECTION 5.

All appointive officials shall have no voting power.


SECTION 6.

The Executive Board shall have the following functions:

• Develop policies, rules, and regulations for the management of the


Association's affairs.

• Oversee and supervise the Association's commercial transactions and affairs.

• Execute, administer, and implement the Association's policies, initiatives, and


projects.

ARTICLE V
THE OFFICERS

SECTION 1.

The Executive Board, which will be elected by secret vote by the officers of the
Year Level Council, will choose the officials listed in Article IV from among
themselves.

SECTION 2.

Every two years, the Board of Directors shall be elected on the first Friday of
September at 8:00 a.m. at Sapang Maragul Integrated School. Lower organs,
on the other hand, have a one-year term of office: Homeroom and Year Level
Councils.

Lower organizations must have been organized prior to the election of the
Board, hence Homeroom Council Officers must have been elected after the
Year Level Council. By a show of hands, all elected Homeroom PTA Chairman
and Secretaries will elect the Officers of the Year Level Council.

The numbers of the Executive Board will be chosen by secret ballot by the Year
Level Council Officers
SECTION 3.

All officers both in the Supreme Council and lower organs may be re-elected
until such disqualification occurs.

ARTICLE VI

POWER, DUTIES AND FUNCTIONS OF OFFICERS

SECTION 1.
The President

The President shall have the following duties:

• Serve as the Association's Chief Executive Officer.

● Uphold the Association's Constitution and Bylaws.

• Present the state of the Association before the general assembly.

• Directly manage the Association's affairs.

• Carry out the responsibilities that come with his position or that the Supreme
Council or Board requires of him.

SECTION 2.
The Vice President

The Vice President shall have the following duties:

• In the absence of the Association's Chief Executive, act as President.

• On the President's request, coordinate the operation of the working


committees.

• Perform any other obligations delegated by the Board.


SECTION 3.
The Secretary

The Secretary shall have the following functions:

• Oversee the Association's Secretariat's operations.

• Take minutes at all meetings, preserve a full file of all records, and distribute
copies of the Board's and Association's proceedings and activities.

• Perform any additional duties as assigned by the President or the Board.

On the other hand, the Assistant Secretary shall:

• Keep track of all Association documents, records, and publications.

• Assemble and distribute a folder including all relevant materials to each


Supreme Council member.

• In the absence of the Secretary, assume and carry out his or her
responsibilities.

• Assist the President or the Board with any additional responsibilities.

SECTION 4.
The Treasurer

The Treasurer shall have the following functions:

• Be the Association's overall custodian of all funds, real estate, and other
assets.

• Collect and deposit all dues, contributions, donations, and other grants of a
similar sort in the Association's official depositing bank.
• Prepare the Association's current annual financial report, or as the case may
be.

The Assistant Treasurer on the other hand shall:

• Take care of the minor monetary sums. When a suitable liquidation process
has been completed, he or she must notify the Board of Directors of a depleted
petty cash account for replenishment.

• Act as Treasurer in the absence of the Treasurer.

• Assume any additional obligations assigned by the Association.

SECTION 5.
The Auditor

The Auditor shall have the following duties:

• Examine and verify the Association's books of accounts personally, and


report his findings to the Board annually or as needed.

• Pre-audit disbursement from the Association's money.

• Suspend or withhold payment of accounts accrued in violation of the Board's


stated policy.

• Verify the accuracy of any of the treasurer's financial reports.

• Perform any other obligations delegated by the Board.

SECTION 6.
The Human Relation Officer

The Human Relation Officer shall have the following duties:


· Oversee all attempts to improve the relationship between the association and
the general public.

• Oversee all matters that require media attention, including press releases
and publications.

• Serve as editor-in-chief of the Association's official publication/newsletter.

• Perform any additional obligations as assigned by the Board.

SECTION 7.
The Peace Officers

The Peace Officers shall have the following duties:

• Keeping the peace and order at Association meetings and other events.

• Ensure the safety and well-being of the Association's members.

• Fulfill any additional responsibilities assigned by the Board.

SECTION 8.
The Board Members

The Board members shall have the following functions:

• On the committees where he is designated, carry out tasks with the utmost
integrity, honesty, and diligence.

• Assist in the implementation of the Association's policies, rules, and


regulations, as well as its undertakings.

• Perform any additional obligations as assigned by the Board.


ARTICLE VII
THE FINANCE, BUDGET, AND APPROPRIATIONS

SECTION 1.
Solicited money, and other contributions or gifts from other sources, such as
proceeds from fund raising activities serve as fund for GPTA projects.

SECTION 2.
All funds, real properties and other assets of the Association shall be held and
maintained in the name of the same.

SECTION 3.
The funds of the Association shall be appropriated and allocated only for the
following purposes: administration, programs, and projects, equipment’s and
overhead.

ARTICLE VIII
THE MEETINGS AND QUORUM

SECTION 1.
The Supreme Council shall hold its regular meeting every Friday of the month.

SECTION 2.
Regular meetings of the Homeroom Council and Year Level shall be held at
least quarterly and as needed.

SECTION3.
The President of the Board may call the General Assembly, all elected officers
in the Supreme Council and lower organs, at any moment deemed necessary.
The President may call a special meeting of the Executive Board at any time if
the necessity arises. Otherwise, at least five members of the Board may request
a meeting in writing, stating the reason of the meeting, which request must be
routed trough the association’s Secretary

SECTION 4.

A quorum for each Board meeting must consist of at least a majority of all
members present. A majority is defined as the presence of five (5) Board
members and seven (7) members of the Executive Board.

ARTICLE IX
THE ORDER OF BUSINESS

SECTION 1.

The order of the business of the Board meeting shall be:

Calling the meeting to order

Invocation

Roll call or attendance

Reading and approval of the minutes of the meeting

Unfinished business (if any)

New business for the day (main agenda)

Other matters

Closing Prayer

Adjournment
ARTICLE X

THE COMMITTEES

SECTION 1.

The Association will have its own standing committees, which will be led by
members of the Board of Directors who have been duly chosen by the
President. Other committees may be formed from time to time for the sake of
expediency and to help the Association achieve its objectives.

SECTION 2.

The following committees shall be:

Internal and External Affairs Committee. This committee will look into school
rules and problems that interfere with classroom instruction and disrupt the
harmonious relationship between students, teachers, and parents. It also
makes an effort to build and maintain positive community relations with other
sectors. The President of the Board will preside over this meeting.

The Ways and Means Committee. This committee will serve as the
Association's "Think Tank." It will devise a plan for generating revenue and
completing initiatives and tasks. It will also work with other committees to
coordinate operations. The committee will be led by the Business Manager.

The Finance Committee. This committee will be in charge of the Association's


finances. Budgeting and spending strategies must be approved.
ARTICLE XI
THE DISCIPLINE AND DECORUM

SECTION 1.

Any member of the Board of Directors or the general assembly who commits
an act of dishonesty, decency, or a violation of the Constitution and Bylaws will
face disciplinary action as determines by the Board.

SECTION 2.

Any member of the Board who misses three (3) consecutive meetings of the
Board without good explanation will be removed from the Board.

BY LAWS

ARTICLE I
THE OFFICE

SECTION 1.
The office of the Association shall be located at the Sapang Maragul Integrated
School, TarlacCity, Tarlac, Philippines.

ARTICLE II
THE DECLARATION OF PRINCIPLES

SECTION 1.

The Association belives:

That it should be sensitive to the needs of its members and students in


promoting and safeguarding their rights to improved education.
Members' interests are pursued through the democratic process. As a result,
discussions and consultations are encouraged.

Policy and strategy formation must be done through representation.

Only through the combined efforts of the school and the family can a higher
level of education be achieved.

ARTICLE III
THE RIGHTS AND PRIVILEGES OF MEMBERS

SECTION 1.
Every member of the Association shall have the following rights and privileges:

● Attend all meetings of the various homeroom PTAs and other Association
activities fully and freely.

• Be kept up to date on the association's program, projects, and other


initiatives.

SECTION 2.

All members shall have the right to vote in the election of homeroom PTA
officers, in the ratification of the Constitution and By-Laws, and in any other
electoral actions requiring their direct participation.

ARTICLE IV
THE DUTIES AND RESPONSIBILITIES

SECTION 1.
The following shall be the duties and responsibilities of the members:

• Adhere to the provisions of the Association's Constitution and Bylaws.


• Attend and actively participate in all Association activities, initiatives, and
projects that need their presence, and

• Pay all dues and fees as soon as possible.

SECTION 2.
All members shall perform such other duties and responsibilities which may be
promulgated from time to time by the Board.

ARTICLE V
THE GENERAL PROVISIONS

SECTION 1.

This Constitution and By Laws shall be known as High School Parents-Teachers


Association of Sapang Maragul Integrated School Constitution and By Laws.

SECTION 2.

The Association shall be held responsible to establish and maintain the


relationship between and among teachers and parents and students as well.

SECTION 3.

For the purpose of their Constitution and By Laws, the following general terms

are hereby refereed to:

The Officers. This refers to the elected officials.

The Board. This refers to the Executive Board of the Association then referred
to as the Supreme Council.

The General Assembly. This refers to the total membership.

The Association. This pertains to the High School Parents-Teachers Association


of the Sapang Maragul Integrated School.
The Guardian. This pertains to any person from which a bonafide student is in
custody for support in lieu of the legal parent.

The Parent. This refers to the father or mother of a bonafide student presently


enrolled in the high school department.

The Active and Qualified member. This refers to a parent/guardian who has


been known for his/her exemplary performance in all the undertakings of the
association, herenceforth may be appointed as honorary members or as Board
members.

SECTION 4.

The name of the guardian shall reflect in the registration card and other
document reiterative to the records of the student concern.

ARTICLE VI
THE ELECTION CODE

SECTION 1.
Election procedures shall be designed by the Committee on Election which
compose of three (3) nonpartisan members.

ARTICLE VII
THE FISCAL YEAR

SECTION 1.
The Association believes:

THE AMENDMENTS

SECTION 1.

By a majority vote of the general assembly of good standing, these


Constitution and Bylaws may be changed, modified, altered, or repealed in
whole or in part.

ARTICLE IX
THE TRANSITORY PROVISION

SECTION 1.
Upon the ratification of this Constitution and By Laws, the Board shall be
automatically the first officer of the Association.

ARTICLE X
THE EFFECTIVITY

SECTION 1.
This Constitution and By Laws shall take effect upon the ratification of the
officer-representatives of the Supreme Council and lower organs.
The National Parent Teacher Association

Anyone who believes in the Parent Teacher Association's mission and goals is
welcome to join. Individual members can join as many PTAs as they choose
and pay dues to each one. When you join a local PTA, you automatically
become a member of the state and national PTAs.

We are a powerful voice for children when we work together. We can continue
to strive toward the PTA's objective of providing an excellent education and
supportive environment for every child with your aid.

and educational success through strong parent, family, and community
involvement.
Accountability: We acknowledge our obligations. We deliver on our promises.

Respect: We value our colleagues and ourselves. We expect the same high
quality of effort and thought from ourselves as we do from others.

Inclusivity: We invite the stranger and welcome the newcomer. We value and
seek input from as wide a spectrum of viewpoints and experiences as possible.

Integrity: We act consistently with our beliefs. When we err, we acknowledge


the mistake and seek to make amend

The Sapang Maragul Inategrated School PTA accomplishes the mission of


PTA by

∙ Speaking on behalf of children and youth in the schools, in the community,


and before governmental bodies and other organizations that make decisions
affecting children;
∙ Supporting parents* in developing skills to raise, protect and advocate for
their children; and
∙ Encouraging parent* and community involvement.
∙ Promoting opportunities for positive outcomes for children; and
∙ Being a financially stable, well-managed organization that promotes diversity,
provides quality service, models best practices and values its members and
employees.

*Parent may include adults who play an important role in a child’s family life
since other adults (grandparents, aunts, uncles, or guardians) may carry the
primary responsibility for a child’s health, welfare, education and safety.

The Sapang Maragul Inategrated PTA Strategic Plan identifies the following
Strategic Objectives as steps toward achieving the Association’s mission and
vision.

• We plan to grow, keep, and diversify our membership.

Our services and activities will be focused on our strategic objectives.

We'll concentrate our lobbying efforts on a member-driven, evidence-based


public policy agenda.
