PROPOSAL - UNIVERSITY MOTORCYCLE RIDING POLICIES

Whereas, statistics continuously show a rise in road accidents involving motorcycles. In


fact, more than half of those who die in motorcylce incidents are motorcycle riders (WHO
Report).

Whereas, despite regulations by the Land Transportation Office meant to ensure safety on
the highways, people still refuse to observe these rules, leading to higher risks not just to
themselves but to people and property.

Whereas, while the Philippines has laws regulating speed limit, laws mandating the use of
motorycle helmets and seatbelts, and prohibiting drunk driving have not been sufficiently
implemented.

Whereas, as an educational institution, Tarlac Agricultural University caters to students


from all over the province, with enrollees increasing gradually year after year, with a
number of students and employees using motorcycles for travelling to and from home.

Therefore, in order to lessen the risk of deadly road accidents, the Office of the Student
Services and Development proposes that the University adopts the following policies for
Motorcycle Riding within the campus.

1. GATE PASS - Gate Pass priviledges shall be issued only after satisfying the following
requirements:

a. Certificate of Registration and ID;

b. Valid Driver's License from the LTO;

c. Standard Driver's Helmet with Receipt (Proof of Purchase) and Proper Markings
(PS or ICC);

d. Inspection for Vehicles to meet minimum quality standards (headlights, side


mirrors, signal lights, plate number, exhaust pipe, etc)

The strict implementation of the "NO GATE PASS, NO ENTRY" policy should be
implemented.

2. DRIVING - Observance of the established speed limit within the University (30 kph)
shall be enforced. Back riders should be limited to only one per motorcycle. Absolutely no
drunk driving or under the influence of dangerous drugs.

3. PARKING - Designation of common parking area for motorcycles within the University
Grounds shall be made. Also, no parking zones and emergency parking lanes should also
be observed (for fire trucks, ambulance, etc).
4. SANCTIONS - Violation of any of the above shall result to forfeiture of Gate Pass
Privileges (therefor no entry, no parking within school premises, etc). The University
Security Force would be enjoined to implement the above policies.

5. NOTICES - Proper notices shall be placed in conspicious places (Campus Entrances)


in order to notify students of such policies.
