1.1 Scope
This document describes WRFD-140222 Adaptive Adjustment of HSUPA Small Target
Retransmissions, including its technical principles, related features, network impact, and
engineering guidelines.

The features described in this document are implemented in the same way on macro, micro, and
LampSite base stations.
2 Overview
The hybrid automatic repeat request (HARQ) entity for High Speed Uplink Packet Access
(HSUPA) is located on the NodeB side and used to receive MAC-e protocol data units (PDUs).
When a cell cannot correctly receive MAC-e PDUs from a UE, the HARQ entity requires the
UE to retransmit MAC-e PDUs. The average number of retransmissions on the NodeB side
needs to converge to a target number of retransmissions on the RNC side. This target number
on the RNC side is dynamically adjusted by the feature HSUPA Adaptive Retransmission.
With the HSUPA adaptive retransmission feature, a small target number of retransmissions is
used under normal circumstances. When the uplink load or the UE transmit power is limited,
one UE is selected to use a large target number of retransmissions during each period. Without
this feature, a small target number of retransmissions is always used. For details about the
HSUPA adaptive retransmission feature, see HSUPA Feature Parameter Description.
In versions earlier than RAN14.0, the small target number of retransmissions is specified by the
EdchTargetLittleRetransNum(BSC6900,BSC6910)parameter and cannot be adaptively
adjusted. When the uplink load is limited, a small target number of retransmissions will require
a high signal-to-interference ratio (SIR) on the Dedicated Physical Control Channel (DPCCH),
and the DPCCH must have a higher power. This leads to decreased available power on the
Enhanced Dedicated Channel (E-DCH) and Enhanced Dedicated Physical Data Channel (E-
DPDCH), a lower UE throughput, and a lower cell throughput. The feature Adaptive Adjustment
of HSUPA Small Target Retransmissions supports an alternative small target number of
retransmissions for each typical type of service. The actual small target number of
retransmissions can dynamically shift between the original fixed number and the alternative
number based on the cell uplink load and UE rates, which are configured by the
EdchTargetLittleRetransNum(BSC6900,BSC6910) and EdchAltTarLittleRetransNum
(BSC6900,BSC6910) parameters, respectively. This improves the system capacity when the
uplink load is limited.
This Adaptive Adjustment of HSUPA Small Target Retransmissions feature is only intended
for the HSUPA services of the non-DC-HSUPA UEs.
Figure 2-1 shows the relationship between the features HSUPA Adaptive Retransmission and
Adaptive Adjustment of HSUPA Small Target Retransmissions.

The features HSUPA Adaptive Retransmission and Adaptive Adjustment of HSUPA Small
Target Retransmissions are independent of each other. With the HSUPA Adaptive
Retransmission feature, only one UE is selected to use the large target number of retransmissions
during each period. With the Adaptive Adjustment of HSUPA Small Target Retransmissions
feature, when the uplink load is limited, multiple UEs are selected for adjustment to the small
target number of retransmissions. This further improves the cell throughput.
3 Technical Description
Without the feature Adaptive Adjustment of HSUPA Small Target Retransmissions, the RNC
sets different target numbers for different typical types of services through the
EdchTargetLittleRetransNum(BSC6900,BSC6910) parameter. This feature is intended to
further improve the cell throughput. An alternative small target number of retransmissions is
available for each typical type of service. This alternative small number is configured by the
EdchAltTarLittleRetransNum(BSC6900,BSC6910) parameter. The original small number is
configured by the EdchTargetLittleRetransNum(BSC6900,BSC6910) parameter. The small
target number of retransmissions dynamically shifts between EdchTargetLittleRetransNum
(BSC6900,BSC6910) and EdchAltTarLittleRetransNum(BSC6900,BSC6910).
The Adaptive Adjustment of HSUPA Small Target Retransmissions feature dynamically adjusts
the small target number of retransmissions for each individual BE service over HSUPA. There
are two adjustment algorithms: RTWP-based Adjustment of HSUPA Small Target
Retransmissions and RSCP- and RTWP-based Adjustment of HSUPA Small Target
Retransmissions. The BASE_RSCP_RTWP_LITRETNUM_AUTOADJ_SWITCH under
the RscpEffectAlgoSwitch(BSC6900,BSC6910) parameter controls which adjustment
algorithm is used.

When the UE attempts to access the network, the larger value between
EdchTargetLittleRetransNum(BSC6900,BSC6910) and EdchAltTarLittleRetransNum
(BSC6900,BSC6910) is used as the small target number of retransmissions if
PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH under the PcSwitch
(BSC6900,BSC6910) parameter is selected, or EdchTargetLittleRetransNum
(BSC6900,BSC6910) is used if PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH under the
PcSwitch(BSC6900,BSC6910) parameter is not selected.
After the UE accesses the network, the following rules apply if
PC_HSUPA_LITRETNUM_AUTO_ADJUST_SWITCH under the PcSwitch
(BSC6900,BSC6910) parameter is selected:
l If the UE rate is above the upper threshold and the uplink load of the cell has not reached
MaxTargetUlLoadFactor(BSC6900,BSC6910) multiplied by RelRatioforUlRTWP
(BSC6900,BSC6910), the RNC adjusts the small target number of retransmissions to the
smaller one between EdchTargetLittleRetransNum(BSC6900,BSC6910) and
EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to raise the UE throughput.
The upper threshold equals the maximum bit rate (MBR) of uplink services multiplied by
an unconfigurable factor.
l If the UE rate is below the lower threshold, the RNC adjusts the small target number of
retransmissions to the larger one between EdchTargetLittleRetransNum
(BSC6900,BSC6910) and EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to
raise the cell throughput on the uplink. The lower threshold equals the MBR of uplink
services multiplied by an unconfigurable factor.
l In other cases, the RNC does not make any adjustments.
Table 3-1 lists the unconfigurable factors for different MBRs.
This function also takes effect in the following scenario: PTT + single BE (carried on the
E-DCH) combined services. When RESERVED_SWITCH_14_BIT3 under the RNC-
level switch RsvSwitch14(BSC6900,BSC6910) is selected, the function of RTWP-based
Adjustment of HSUPA Small Target Retransmissions takes effect if there is no data
transmission for PTT services.

The UE's uplink coverage is determined based on the P-CPICH RSCP, which can be obtained
from the periodically reported intra-frequency measurement reports. The RrcRscpPeriodTimer
(BSC6900,BSC6910) parameter in the SET UCHLQUALITYEVALUATE command
specifies the measurement period of the P-CPICH RSCP. A UE's uplink coverage is not limited
if the following conditions are met:
l If the duration between the current time and the time the RNC receives a measurement
report containing information about P-CPICH RSCP does not exceed the value of
EcN0EffectTime(BSC6900,BSC6910), the calibrated P-CPICH RSCP calculated based
on the reported P-CPICH RSCP meets the following conditions:
– For UEs using the 2 ms TTI, the calibrated P-CPICH RSCP is greater than the value of
BeTTI2msRscpUpThd(BSC6900,BSC6910).
– For UEs using the 10 ms TTI, the calibrated P-CPICH RSCP is greater than the value
of BeTTI10msRscpUpThd(BSC6900,BSC6910).
Calibrated P-CPICH RSCP = Reported P-CPICH RSCP – (Transmit power on the P-CPICH –
33 dBm)– (RTWP – (-105.2 dBm))
l If the duration between the current time and the time the RNC receives a measurement
report containing information about P-CPICH RSCP exceeds the value of EcN0EffectTime
(BSC6900,BSC6910), the P-CPICH Ec/N0 in the RRC CONNECTION REQUEST
message, CELL UPDATE message, or traffic volume-based event 4A/4B measurement
report must meet the following conditions:
– For UEs using the 2 ms TTI, the P-CPICH Ec/N0 must be greater than the value of
EcN0ThsFor2msTo10ms(BSC6900,BSC6910).
– For UEs using the 10 ms TTI, the P-CPICH Ec/N0 must be greater than the value of
EcN0ThdForBaseCoverE2D(BSC6900,BSC6910).
The duration between the current time and the time the RNC receives an RRC CONNECTION
REQUEST or CELL UPDATE message is recorded as duration 1. The duration between the
current time and the time the RNC receives a traffic volume-based event 4A/4B measurement
report is recorded as duration 2. If both duration 1 and duration 2 are greater than the value of
EcN0EffectTime(BSC6900,BSC6910), the P-CPICH Ec/N0 is replaced by FakeEcNo
(BSC6900,BSC6910).
NOTE
The RNC uses the P-CPICH Ec/N0 in a traffic volume-based event 4A/4B measurement report only when
the DRA_PCPICH_ECN0_ON_RACH_UPDATE_SWITCH check box under the DraSwitch2
parameter in the SET UCORRMALGOSWITCH command is selected.
l If the UE rate is above the upper threshold and the uplink load of the cell has not reached
MaxTargetUlLoadFactor(BSC6900,BSC6910) multiplied by RelRatioforUlRTWP
(BSC6900,BSC6910), the RNC adjusts the small target number of retransmissions to the
smaller one between EdchTargetLittleRetransNum(BSC6900,BSC6910) and
EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to raise the UE throughput
in the uplink. The upper threshold equals the MBR of uplink services multiplied by an
unconfigurable factor (see Table 3-1 for details).
l If the UE coverage is not limited and the uplink load of the cell has not reached
MaxTargetUlLoadFactor(BSC6900,BSC6910) multiplied by RelRatioforUlRTWP
(BSC6900,BSC6910), the RNC adjusts the small target number of retransmissions to the
smaller one between EdchTargetLittleRetransNum(BSC6900,BSC6910) and
EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to raise the UE throughput
in the uplink.
l If the UE rate is below the lower threshold, the RNC adjusts the small target number of
retransmissions to the larger one between EdchTargetLittleRetransNum
(BSC6900,BSC6910) and EdchAltTarLittleRetransNum(BSC6900,BSC6910) in order to
raise the cell throughput in the uplink when either of the following conditions is met: The
uplink load of the cell has reached MaxTargetUlLoadFactor(BSC6900,BSC6910)
multiplied by RelRatioforUlRTWP(BSC6900,BSC6910); the UE coverage is limited. The
lower threshold equals the MBR of uplink services multiplied by an unconfigurable factor
(see Table 3-1 for details).
The UE's uplink coverage is determined based on the P-CPICH RSCP, which can be obtained
from the periodically reported intra-frequency measurement reports. The
LittleRetranRabRscpPrd(BSC6900,BSC6910) parameter in the SET
UCHLQUALITYEVALUATE command specifies the measurement period of the P-CPICH
RSCP.
A UE's uplink coverage is not limited if the following conditions are met:
l For UEs using the 2 ms TTI, the calibrated P-CPICH RSCP is greater than the value of
BeTTI2msRscpUpThd(BSC6900,BSC6910).
l For UEs using the 10 ms TTI, the calibrated P-CPICH RSCP is greater than the value of
BeTTI10msRscpUpThd(BSC6900,BSC6910).
l For UEs using the 2 ms TTI, the calibrated P-CPICH RSCP is smaller than or equal to the
value of BeTTI2msRscpUpThd(BSC6900,BSC6910).
l For UEs using the 10 ms TTI, the calibrated P-CPICH RSCP is smaller than or equal to the
value of BeTTI10msRscpUpThd(BSC6900,BSC6910).

33dBm)– (RTWP – (-105.2 dBm))
If the features HSUPA Adaptive Retransmission and Adaptive Adjustment of HSUPA Small
Target Retransmissions are both enabled and the air interface resources or UE transmit power
on the uplink is limited, the Adaptive Adjustment of HSUPA Small Target Retransmissions
feature selects one UE to use the large target number of retransmissions during each period. If
the selected UE later meets the conditions for using the small target number of retransmissions,
EdchTargetLittleRetransNum(BSC6900,BSC6910) or EdchAltTarLittleRetransNum
(BSC6900,BSC6910) is used based on the setting for the initial access of an HSUPA UE. For
details about these conditions, see the HSUPA Feature Parameter Description.
This function also takes effect in the following scenario: PTT + single BE (carried on the E-
DCH) combined services. When RESERVED_SWITCH_14_BIT3 under the RNC-level
switch RsvSwitch14(BSC6900,BSC6910) is selected, the function of RSCP- and RTWP-based
Adjustment of HSUPA Small Target Retransmissions takes effect if there is no data transmission
for PTT services.

5 Network Impact
System Capacity
This feature improves the uplink performance. The performance is affected by the uplink
throughput and uplink load and the gain depends on the environment of the commercial network.
It is recommended that this feature be enabled if the uplink load of the cell is restricted and there
are a large number of HSUPA UEs using a 10 ms TTI. If some UEs in the cell are engaged in
continuous uploading, this feature improves the uplink throughput by 10% to 15%. If all services
in the cell are burst services, this feature lowers the RTWP by around 0.5 dB.
When the uplink load of the cell is not restricted and a large number of UEs are processing low-
speed HSUPA services, the RSCP- and RTWP-based Adjustment of HSUPA Small Target
Retransmissions function increases the uplink throughput of the cell by up to about 5% compared
with the RTWP-based Adjustment of HSUPA Small Target Retransmissions function, if some
UEs are continuously performing upload services.
Network Performance
No impact.
6 Engineering Guidelines
It is recommended that the RSCP- and RTWP-based Adjustment of HSUPA Small Target
Retransmissions function be enabled in a cell that meets the following conditions:

6.3 Deployment
This section describes how to activate, verify, and deactivate the optional feature WRFD-140222
Adaptive Adjustment of HSUPA Small Target Retransmissions.
6.3.1 Requirements

This feature depends on WRFD-010612 HSUPA Introduction Package.
l License
For details about how to activate the license, see License Management Feature Parameter
Description.
If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of the "License Allocation for Multiple
Operators parameter".
Method 4: It is recommended that the license allocation proportion of a feature be consistent
with that of the license item "HSUPA Throughput-1KBPS". The licensed values can be set
by running the SET LICENSE command.
6.3.3 Activation
Using MML Commands
Step 1 (Optional) In the RAN sharing and MOCN scenario, run the RNC MML command SET
LICENSE. In this step, set the value of Adaptive Adjustment of HSUPA Small Target
Retransmissions-kbps for the primary and secondary operators.
Step 2 Run the RNC MML command SET UCORRMALGOSWITCH with
PC_OLPC_SWITCH under Power Control Switch selected to enable outer-loop power
control.
NOTE
You need to activate outer loop power control before activating the Adaptive Adjustment of HSUPA Small
Target Retransmissions feature.

NOTE
When configuring the parameter Alter Edch Little Target Number of E-DCH PDU retransfer, the default
value for this parameter is recommended. An inappropriate value for this parameter may lead to decreased cell
throughput. For services with a 5.44 Mbit/s MBR and a 2 ms transmission time interval (TTI), the default value
of this parameter is 0.02. For other services with a 2 ms TTI, the default value of this parameter is 0.01. For
services with a 10 ms TTI, the default value of this parameter is 0.1.
When configuring the Adaptive Adjustment of HSUPA Small Target Retransmissions feature on the CME,
perform a single configuration first, and then perform a batch modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters on the CME according to the operation sequence in the following table. For
instructions on how to perform the CME single configuration, see CME Single Configuration
Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects in batches, click on the CME to start the batch modification wizard. For
instructions on how to perform a batch modification through the CME batch modification center,
press F1 on the wizard interface to obtain online help.

Step 2 Use the UE to establish a PS BE download service and enable the uplink of the UE to use a 10
ms TTI, so that the UE rate is smaller than the lower threshold (for details, see 3 Technical
Description).
Expected result: The HSUPA service is carried on the E-DCH and uses a 10 ms TTI, as shown
in Figure 6-1.
Step 3 On the RNC LMT main page, click Monitor. In the displayed Monitor Navigation Tree pane,
choose Monitor > UMTS Monitoring > Connection Performance Monitoring. The
Connection Performance Monitoring dialog box is displayed. In this dialog box, set Monitor
Item to OLPC, and set IMSI to the same value as that in step 1. Then, check the average number
of transmissions on the E-DCH.
If the average number of retransmissions on the E-DCH (equals the average number of
transmissions on the E-DCH minus one) is close to the larger value between
EdchTargetLittleRetransNum(BSC6900,BSC6910) and EdchAltTarLittleRetransNum
(BSC6900,BSC6910), this feature has been activated. For example, the average number of
transmissions on the E-DCH is 1.0821, the average number of retransmissions on the E-DCH
is 0.0821, and the default values of EdchTargetLittleRetransNum(BSC6900,BSC6910) and
EdchAltTarLittleRetransNum(BSC6900,BSC6910) are 0.01 and 0.1, respectively for UEs
using a 10 ms TTI. In this case, the average number of retransmissions on the E-DCH is close
to the value of EdchAltTarLittleRetransNum(BSC6900,BSC6910), and this feature has been
activated.
Step 4 Observe the following counters to see if the feature goes into effect.
l When the RTWP-based Adjustment of HSUPA Small Target Retransmissions function is
enabled, this function has been activated if the values of the counters listed in Table 6-4 are
greater than zero.
l When the RSCP- and RTWP-based Adjustment of HSUPA Small Target Retransmissions
function is enabled, this function has been activated if the values of the counters listed in
Table 6-4 are greater than zero.

6.3.5 Deactivation
Using MML Commands
Step 1 Run the RNC MML command SET UCORRMALGOSWITCH. In this step, deselect the
PC_HSUPA_LITRETNUM_INIT_SEL_SWITCH and
Step 2 (Optional) Run the RNC MML command SET UCHLQUALITYEVALUATE. In this step,
deselect the BASE_RSCP_RTWP_LITRETNUM_AUTOADJ_SWITCH check box under
the Switch for Use Periodical Reported RSCP parameter.
Step 3 (Optional) To deactivate the function of Adaptive Adjustment of HSUPA Small Target
Retransmissions for PTT UEs, run the RNC MML command SET UALGORSVPARA. In this
step, deselect RESERVED_SWITCH_14_BIT3 under the RsvSwitch14 parameter.

Services state and the RNC does not receive the P-CPICH Ec/N0
Based value reported by the UE or the P-CPICH Ec/N0 value
on reported by the UE after the period specified by the
Coverag EcN0EffectTime parameter expires. This parameter is
e used for determining whether UEs are under weak
coverage in the following algorithms: coverage-based
BE service initial TTI selection algorithm, the algorithm
for determining whether BE services on the UE will
switch from HSUPA channels to R99 channels, the
coverage- and load- based algorithm for dynamic
configuration of the channel mapped to downlink SRBs
in access mode, and the algorithm for Small Target
Retransmit on RSCP and RTWP. Value 50 of this
parameter indicates that this parameter is invalid. In this
case, a UE is not in a weak coverage area even if the
RNC does not receive the P-CPICH Ec/N0 value
reported by the UE or the P-CPICH Ec/N0 value
reported by the UE after the period specified by the
"EcN0EffectTime" parameter expires.
