ORIENTATION FOR NEW RESIDENTS


OF
REGIMANUEL GRAY EAST AIRPORT ESTATE

SUMMARY OF IMPORTANT ESTATE RULES

Thank you for choosing to live on the Regimanuel Gray Estates – East Airport, a managed estate.
You will find our estate a serene and orderly place to live. The estate is managed by RG Estate
Management Company (RGEMC), in conjunction with the RG Estate East Airport Homeowners
Association (RGEA HOSA) within the framework of the estate’s bye-laws and regulations. We
ensure the beauty, serenity and comfort of the estate by administering the bye-laws, rules and
regulations contained in a document called “The Declaration of Covenants for Homeowners and
Occupiers”.

We want you to enjoy your stay on the estate and so we have summarised below the salient
points of the Declaration of Covenants. Knowing the bye-laws will help you appreciate what to
do and make your stay on the estate comfortable. You will be given a full copy of the bye-laws at
the end of the orientation.

1. Service Charge
All residents are required to pay a service charge for the provision of services and
the maintenance of the common elements on the estate. A number of services are
provided from the service charge. This includes but is not limited to Security, Street
Cleaning, Landscaping, Painting of Exterior Fence Walls, Maintenance of Street
Lights, Roads and Plumbing Infrastructure and Fumigation. It is incumbent on all
residents to pay their service charge promptly to ensure that there are sufficient
funds to run the affairs of the estate.

“All HOS/Occupiers shall be liable to pay monthly service charge to RGEMC. The
service charge shall be calculated and payable in a manner as agreed with the
Homeowners’ Council and the rates shall be reviewed from time to time in
accordance with current market rates.” (Ref. Section 10 of Declaration for
Homeowners/occupiers

The monthly charge for the year 2016 is GH¢350.00 (Three hundred and fifty Ghana
cedis only), payable quarterly in advance. Residents with extra plots are required to
pay 25% extra per plot.

Failure to pay service charge on time will lead to a withdrawal of services at the end
of the quarter. A penalty charge will also be applied to any balance of the service
charge that is outstanding at the end of the quarter. Resident will also be denied
services such as refuse collection, ID cards for domestic staff, passes and permits to
name a few, until the outstanding service charge is paid.

Residents of Diamond Hills 2 are further required to pay additional monthly fees for
the use and maintenance of the generator provided for Diamond Hills Gate 2. The
fees comprise of fixed charges and variable usage charges.

2. Control of Pets (Ref: Section xx of Declaration for Homeowners/Occupiers )


Pets are allowed on the estate but they must not be a nuisance to other residents.
The rules for keeping dogs on the estate are quite strict and must be followed
accordingly.

Residents who keep dogs must ensure that their dogs are kept at the back of the house
between 4:00am and 10:00 p.m. Dogs may be only be released onto the main compound Commented [emea.rgem1]: There is a double use of the
word "be" which need to be checked
of the house from 10:00 pm to 4:00 a.m. This is to ensure that dogs don’t startle
unsuspecting residents going for walks in the mornings and evenings.

Dogs are not allowed to roam the estate unaccompanied and unleashed. Dogs seen
roaming the estate unattended will be impounded and put down without reference
to the owner.

Officers of LEKMA vet unit will visit the estate occasionally to check the vaccination
cards of dogs on the estate.

Any dog which bites outside its home shall be removed from the estate immediately.

Please note that not all pets are allowed on the estate – poultry and livestock are not
allowed on the estate.

3. Permits & Security Passes (Ref. Section 9 of Declaration for


Homeowners/occupiers)

Permits : HOS/Occupiers shall first obtain permits from RGEMC before doing any
major works on your premises. This includes:
 Extensions, developments or construction of any kind on the demised
premises including security houses, generator houses and carports. There is
a fee for the processing of a permit which has to be paid before the permit is

issued. Tenants will not be issued with a permit for extensions and
construction works without the express written approval of the homeowner.
Staff of the Management Office will periodically visit your premises to ensure
that the extension works are being carried out according to the drawings and
dimensions approved in the permit. There are also rules for contractors who
come to work on the estate with their team and they should be informed of
the rules so that they abide by them.

 Painting of the exterior of your building and inner fence walls requires a
permit. Part of the character of Regimanuel Gray Estates is the uniform
colour scheme. The permit sets out the Paint brands and colours that may be
used for various parts of the exterior of the building. It is incumbent on
resident to maintain the general colour scheme of the estate.

 Residents are further required to obtain security passes from RGEMC before
moving items into or out of the estate. Security passes are checked at the
gate and access or exit may be denied without the necessary pass.

 A Party Pass should be obtained before holding a party so that the


Management Office can inform your neighbours in advance. A minimum 7
days’ notice is required for a party pass.

Permits and passes are issued only to residents of good standing of their Service
Charge and other estate obligations. They may therefore be denied if there are
outstanding obligations.

4. Maintenance of Premises (Ref. Section 1 of Declaration for


Homeowners/occupiers)

Please ensure that your grounds are well maintained and your grass is not
overgrown at all times. Trees and hedges should not be allowed to overgrow so
much as to interfere with power lines and overhang too much over the fence walls.

“Homeowners / Occupiers shall be responsible for maintaining their demised


premises and its surroundings in a sanitary condition and for ensuring that their
families, etc. maintain the premises and surroundings in a hygienic and proper
manner.”

“Homeowners / Occupiers shall ensure that their demised premises are kept free
from undue growth of grass, weeds and other unsightly growth and their gardens
well-manicured. The demised premises shall generally be clean and tidy and kept
free of all debris.”

Garden refuse should not be heaped on your compound. Garden refuse should be
packed neatly in bin liners for collection by the refuse collector.

You may request the services of the Management Office’s gardening unit if required.

5. Nuisance (Ref. Section 5 of Declaration for Homeowners/occupiers)

In the interest of good neighbourliness Residents are asked to ensure that they do
not do anything that may be construed as a nuisance to neighbours. This includes
but is not limited to
 Honking of horns - which shall not be allowed at all after 10:00 p.m.
 Burning of rubbish at any time
 Whining / barking dogs
 Playing loud music at any time
 Speeding on the estate in contravention of estate speed limits

6. Parking Regulations
Parking of vehicles on the pavements and driveways in the estate is strictly
prohibited.
The tyres of vehicles parked on the pavements overnight shall be clamped. The
execution of the clamping / unclamping service is carried out by LEKMA. Vehicles
may only be unclamped by the Traffic team at LEKMA, after going to pay the fine at
Teshie.
Residents are advised to avoid double parking to ensure free flow of traffic at all
times.

7. ID Cards for Domestic Staff


As part of the regulations on access control in the estate, all residents are required
to register their domestic staff with the Management Office after which they will be
issued with an annual domestic staff ID car for a fee. Domestic staff without the
Management Office approved ID Cards will not be allowed access unto the estate by
the security. The cards must be renewed on expiry and are not transferrable to
other staff.
Please retrieve the cards when they stop working with you.

8. Security
The Association provides common security at the gates and patrol of the streets but
the security of your home is your personal responsibility. Residents must apply for
car stickers and display the car stickers on the front windscreen of their vehicles so
that Security can easily identify estate vehicles from visitors’ vehicles.

Resident may not leave valuables openly visible in parked cars that may be an
attraction to opportunistic thieves. Residents are advised to fit window door alarms
where there are no burglar bars. The Association bears no responsibility for any theft
on the estate. Residents are required to report any incidents of stealing to the
Security Office but ultimately to the Police. Included in this pack is a list of the
Security numbers on the estate.

our best to point you in the right direction and help you enjoy your stay on the
estate.
